The family of Ms. Vo Thi Huong, in Mo Duc commune, has two children studying at the University of Science and Technology and the University of Information Technology in Ho Chi Minh City, majoring in semiconductor technology. Grasping information about preferential credit policies under Decision 29, Ms. Huong promptly completed loan procedures at the Transaction Office of the Social Policy Bank of Mo Duc district, helping her children study with peace of mind.
“Through the propaganda work of the Policy Bank on Decision 29 on loans for students, masters studying in science and technology, my family also sought information and applied for loans to help my children study with peace of mind and reduce the burden on the family. This is a very practical policy.”
Immediately after Decision 29 was issued, the Quang Ngai Branch of the Social Policy Bank promptly directed its transaction offices to disseminate information, receive applications, identify the right beneficiaries and disburse funds in a timely manner. Thanks to this, many students, graduate students and postgraduates in need were able to access preferential capital sources early.
“We received instructions from the Provincial Social Policy Bank and coordinated with associations and unions to deploy quickly and neatly, directly to communes and savings and loan groups in villages. Specifically, we organized propaganda through training courses, documents and posted on local information portals very promptly. Since then, we have received a lot of information that people need.”
At universities, especially in the fields of science, technology, engineering and mathematics, the cost of studying, practicing and researching is always higher than in many other fields. Decision 29 is a breakthrough compared to previous credit policies. The loan subjects are not only students but also extended to graduate students and researchers. The loan conditions are specifically regulated: first-year students must have good or higher academic results in 3 years of high school or an average score of 8.0 or higher in Math, Physics, Chemistry, Biology in grade 12. Students from the second year onwards must have excellent academic performance in the previous school year.
The loan amount is higher, the interest rate is low and during the time of studying, the borrower does not have to pay the principal and interest. These innovations become the fulcrum for students, graduate students and researchers to firmly step on the journey of learning and research.
“According to this decision, it has very favorable regulations for subjects to access policy credit capital for study costs; especially the loan amount is larger, enough to cover tuition fees for students in study and other expenses of 5 million VND/month, and the interest rate is lower at only 4.8%/year, lower than the previous decision 157.”
The timely implementation of Decision 29 by the Social Policy Bank Branch of Quang Ngai Province and other localities has quickly brought the policy into life.
