This afternoon, the National Assembly voted to pass the Resolution on the state budget estimate for 2026.
The National Assembly resolved that the state budget revenue is more than 2.5 quadrillion VND. Of which, the central budget revenue is more than 1.2 quadrillion VND, and the local budget revenue is more than 1.3 quadrillion VND.
The National Assembly agreed to use 23,839 billion VND of the local budget's salary reform fund until the end of 2025, with the remaining balance transferred to the local budget for 2026, to implement the basic salary of 2.34 million VND/month.
The National Assembly's Resolution stated that the total state budget expenditure is more than 3.1 million billion VND. Of which, central budget expenditure is more than 1.8 million billion VND, including the estimated 238,421 billion VND to supplement the local budget balance, the estimated 187,175 billion VND to supplement the local budget target, and the estimated 53,554 billion VND to supplement the local budget to ensure the implementation of the basic salary level of 2.34 million VND/month.
Local budget expenditure is more than 1.3 million billion VND, not including expenditure from targeted supplementary sources, balanced supplementary sources, and supplementary sources to ensure basic salary of 2.34 million VND/month.
The National Assembly has decided that the state budget deficit is VND605,800 billion, equivalent to 4.2% of the gross domestic product (GDP). Of which, the central budget deficit is VND583,700 billion, equivalent to 4% of GDP. The local budget deficit is VND22,100 billion, equivalent to 0.2% of GDP.

The National Assembly assigned the Government to direct the review of the use of central budget funds allocated to ministries, central and local agencies to implement policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system, and by the end of 2025, if not fully used, to recover and return the accumulated funds for salary reform of the central budget.
The National Assembly allows the use of regular budget savings in 2025 to build primary and secondary boarding schools in land border communes. The Prime Minister will allocate this capital when the allocation conditions are met according to the provisions of law.
The National Assembly also allowed the transfer of the 2024 central budget revenue increase and the 2025 state budget regular expenditure savings to build primary and secondary boarding schools in land border communes that have not been fully used in 2025 to 2026 for continued implementation.
Proactively use accumulated resources for salary reform to ensure implementation of salary and allowance regimes.
Ministries, central and local agencies continue to implement solutions to create sources for reforming wage policies according to regulations.
The National Assembly allows the expansion of the scope of using the central budget's salary reform accumulation fund to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and streamlining the payroll; allows the use of local budget's salary reform fund to implement social security policies issued by the Central Government and streamline the payroll.
The Government reviews the budget for savings in regular operating support expenses due to streamlining the payroll and restructuring the apparatus; allowing localities to use this savings to supplement the local budget's salary reform resources.
The National Assembly's Resolution stated that from 2026, the Government will proactively use accumulated resources for salary reform to ensure the implementation of salary, allowance and income regimes according to regulations.
The National Assembly assigned the Government to strive to increase the state budget revenue in 2026 by at least 10% compared to the estimated implementation in 2025. The National Assembly noted the need to resolutely implement solutions to strengthen revenue management, restructure revenue sources to ensure sustainability; expand the revenue base; combat revenue loss, transfer pricing and tax evasion; and trade fraud, especially in commercial activities based on digital platforms.

The Government directs the practice of thrift and the fight against waste; strengthens inspection, examination, evaluation and supervision of the effectiveness of the allocation, assignment and implementation of the state budget; handles the responsibilities of organizations and individuals in complying with legal regulations on the management and use of the state budget, ensuring efficiency and avoiding loss and waste.
