The National Assembly passed a law amending 11 laws on military and defense.

(Dan Tri) - A law amending 11 laws related to the defense sector has just been passed by the National Assembly, removing a number of positions of commander and political commissar of the provincial Border Guard Command.

With 450/450 delegates present in favor, the National Assembly voted to pass a Law amending 11 Laws in the military and defense fields. The Law takes effect from July 1.

These laws include: Law amending and supplementing a number of articles of the Law on National Defense; Law on Officers of the Vietnam People's Army; Law on Professional Soldiers, Workers and Civil Servants of National Defense; Law on Military Service; Law on Vietnam Border Guard; Law on People's Air Defense; Law on Reserve Forces; Law on Civil Defense; Law on Management and Protection of National Defense Works and Military Zones; Law on Militia and Self-Defense Forces; Law on National Defense and SecurityEducation .

The Law on Officers of the Vietnam People's Army has eliminated a number of positions: Commander, Political Commissar of the Provincial Border Guard Command, Deputy Commander, Deputy Political Commissar of the Provincial Border Guard Command, Commander, Political Commissar of the District Military Command, Deputy Commander, Deputy Political Commissar of the District Military Command.

The removal of some of the above positions is to ensure compliance with the Central Military Commission's plan to continue to reorganize local military organizations to be "lean, compact, and strong" to meet the requirements of tasks in the new situation.

The Law also adds the responsibility of the Chairman of the Provincial People's Committee to decide to call for training of reserve officers and call reserve officers to active service, train and inspect mobilization readiness and combat readiness of cadres, civil servants and reserve non-commissioned officers residing in the locality.

Before the National Assembly passed it, there was a proposal to study with key areas the promotion of the highest military rank to Major General for the Commander and Political Commissar of the Provincial Military Command, in relation to the People's Public Security force, especially after streamlining the apparatus, reducing provincial and provincial border agencies.

There is a proposal to study the regulation of general rank for Commander and Political Commissar of Provincial Military Command, because when provinces merge, the responsibility of the commander is very large.

Explaining this proposal, the Government said that the draft only amends and supplements issues related to the arrangement of the apparatus of the political system and the organization of two-level local governments to ensure consistency with the provisions of the Constitution, the Law on Organization of Local Government (amended) and relevant legal provisions.

On the other hand, the Law on Officers of the Vietnam People's Army has just been amended in 2024, which stipulates the highest military rank for the positions and titles of officers and assigns the Government to stipulate positions with military ranks from lieutenant general and below to ensure the number of positions with military ranks of general according to regulations of competent authorities. Therefore, the Government proposes to keep it as in the draft law.
