On June 20, at the Thirteenth Special Session, the Dak Lak Provincial People's Council passed a Resolution stipulating the criteria for establishment, the number of members of the security and order protection team, and the support and training regime for the force participating in protecting security and order at the grassroots level in the province.
According to the Resolution, each village, hamlet, and residential group shall establish a security and order protection team. Regarding the number of members, if the village, hamlet, or residential group has a population of up to 2,000 people, 3 members will be assigned (1 team leader, 1 deputy team leader, and 1 team member); in the case of a village, hamlet, or residential group in a commune, ward, or town with a key or complicated social security and order situation, a maximum of 5 members will be assigned.

For villages, hamlets, and residential groups with a population of over 2,000 people, 4 members are arranged (1 group leader, 1 deputy group leader, and 2 group members); for villages, hamlets, and residential groups in communes, wards, and towns with key and complicated social security and order issues, a maximum of 6 members are arranged.
Regarding the regime, the team leader receives 1.8 million VND/person/month, the deputy team leader receives 1.5 million VND/person/month, and the team members receive 1.2 million VND/person/month. In addition, the force participating in security and order protection at the grassroots level is also supported with voluntary social insurance, health insurance and allowances when performing tasks assigned by competent authorities or when mobilized to perform tasks... Implementation funding is guaranteed from the State budget according to the current budget allocation and other legally mobilized sources.

Major General Le Vinh Quy - Director of the Provincial Police Department said that the province currently has 2,199 villages, hamlets, and residential groups (1,341 villages, 556 hamlets, 302 residential groups). As of April 1, 2024, the part-time communal police force in the province has 1,808 people; 1,164 civil defense guards; and 4,076 civil defense team leaders and deputy civil defense team leaders. The number of part-time communal police and civil defense team leaders and deputy civil defense team leaders is 1,508 people. The total budget currently paid for the 3 forces in 1 year is more than 75.2 billion VND.
Based on legal regulations and with the attention from the Central and local governments, the force participating in protecting security and order at the grassroots level in the province has been consolidated and improved, basically sufficient in quantity and ensuring quality, thereby contributing to building an increasingly strong grassroots security force, meeting the requirements of ensuring security and order at the local level.
However, in reality, the organization and staffing of the forces participating in protecting security and order at the grassroots level are not concentrated and unified. The regime and policies of the three forces (part-time communal police, civil defense, civil defense team leaders and deputy team leaders) are uneven, not commensurate with the work they must undertake and have not kept up with the development of society, thereby failing to attract, motivate, and encourage citizens to participate as well as feel secure in working long-term, causing difficulties in the selection process.
From July 1, 2024, the Law on Forces Participating in Security and Order Protection at the Grassroots Level will take effect. Therefore, the issuance of a Resolution stipulating the criteria for establishment, criteria for the number of members of the Security and Order Protection Team and the support and training regime for the forces participating in security and order protection at the grassroots level in Dak Lak province is necessary, as a basis for unifying 3 forces (semi-professional commune police, civil defense, and militia) into 1 force.
