Class B1 driving license is only issued to drivers of three-wheeled motorbikes and vehicles of class A1, i.e. two-wheeled motorbikes with a cylinder capacity of up to 125 cm³ or an electric motor capacity of up to 11 kW.

Current regulations on B1 driving license
According to current regulations in the 2008 Road Traffic Law and Circular 12/2017/TT-BGTVT, a class B1 driver's license is issued to non-professional drivers to drive the following types of vehicles:
- Passenger car with up to 9 seats (including driver's seat).
- Trucks and tractors with a design load of less than 3,500 kg.
- Car for the disabled (class B1 automatic transmission).
However, with the Law on Road Traffic Order and Safety 2024 taking effect from January 1, 2025, B1 driver's licenses will no longer be allowed to drive the above types of cars.
Transitional regulations for B1 driving licenses issued before January 1, 2025
Article 89 of the 2024 Law on Road Traffic Order and Safety also stipulates the transition for B1 driving licenses issued before January 1, 2025. Accordingly, B1 driving licenses are still valid for the period stated on the license. Specifically:
- People with a B1 automatic driving license are allowed to continue driving automatic cars carrying up to 8 people and automatic trucks with a load capacity of less than 3,500 kg.
- People with a class B1 driving license are allowed to continue driving passenger cars with up to 8 seats and tractors with a load capacity of less than 3,500 kg.
If the holder of a B1 driving license wants to change or reissue the license, it will be converted to other classes such as B or C1 depending on the case, with certain restrictions. For example, an automatic B1 license can only be converted to class B and is limited to driving automatic cars.
What is the validity period of B1 driver's license from January 1, 2025?
The 2024 Law on Road Traffic Safety and Order stipulates that from January 1, 2025, B1 driver's licenses will no longer be valid, meaning they will no longer require periodic renewal. This replaces the current regulation, in which a B1 driver's license is only valid until the driver reaches the age of 55 for women and 60 for men.
In summary, from January 1, 2025, B1 driving licenses will only be applicable to drivers of three-wheeled motorbikes and will no longer be allowed to drive cars as before. Those who have had a B1 driving license before this time will continue to use it until it expires, or can change their driving license to other categories if needed.
