Quy Nhon is oriented to become the first multifunctional urban area in the country.

Binh Dinh province's planning for the period 2021-2030, with a vision to 2050, aims to make Binh Dinh a center of science , technology, innovation, and an important place for applying artificial intelligence in Vietnam. Science, technology, and innovation will be the driving force, proactively taking full advantage of the opportunities of the fourth industrial revolution, making Binh Dinh one of the destinations, a gathering place for scientists, a center of science, technology, and innovation in the region for the period 2021-2030, with a vision to 2050.

Speaking with VietNamNet, Mr. Nguyen Huu Ha - Deputy Director of Binh Dinh Department of Science and Technology said that currently, the project to develop "Quy Hoa Science Urban Area to 2025, vision to 2035" has been built and is being implemented in Binh Dinh to turn Quy Nhon into the first multi-functional urban area in the country.

Quy Hoa Science Urban Area Project is expected to be located in Area 2, Ghenh Rang Ward, Quy Nhon City on a total area of 242 hectares. The project will be divided into 4 functional areas:

The Science Research and Dissemination Area is used for scientific research, focusing on high-tech service industries and other priority areas, and for popularizing andeducating science to the public. This area includes ICISE, the Science Space Complex, the Quy Nhon International Institute for Basic Science Research, and the High-Quality Training Area.

Creative Valley Area, including software parks, domestic and foreign IT manufacturing and service companies, and innovative startup villages.

Scientific urban area, including residential areas and new urban areas, resettlement areas, housing areas for experts and workers working here.

The commercial service area includes service facilities serving the Science Urban Area. This is where commercial and service facilities are built to meet the needs of residents in the urban area. This area has attracted corporations and units to operate such as: TMA Solutions Software Group, FPT Software, International Center for Science and Interdisciplinary Education, Center for Scientific Discovery and Innovation.

Quy Hoa Science Urban Area Project is a pilot project to build and develop the first science urban area in the country in Binh Dinh at national and international level.

“With this core and motivating project, Quy Nhon will become a multifunctional urban area playing an important role in the socio-economic development of the Central Highlands and the whole country and a leading scientific city in Vietnam, a place for exchanges of world-famous scientists”, the Deputy Director of the Department of Science and Technology of Binh Dinh expected.

Building Quy Nhon as a destination for scientific diplomacy

According to the Deputy Director of the Department of Science and Technology, Quy Nhon has favorable premises, with the International Center for Interdisciplinary Science and Education ICISE - a bright spot in Vietnam, Southeast Asia and the world in attracting and exchanging world-famous scientists. The Institute for Interdisciplinary Science and Education (under ICISE) is the first private research institute model in Vietnam, becoming a gathering place for the "seeds" of Vietnam's high-energy physics industry. In addition, the first scientific space complex project in the country is also being built in Quy Nhon.

“However, the Quy Hoa Science Urban Area has not yet been approved by the Government because the concept of “Science Urban Area” has not been defined in legal documents. Therefore, in order for the Science Urban Area to become a reality, it is necessary to identify specific criteria in legal documents such as the Law on Science and Technology, the Law on Public Investment, the Law on Construction, etc. to have a legal basis for implementation,” said Mr. Ha.

According to Mr. Ha, to build, form and develop a scientific urban area, it is necessary to have a legal mechanism, a lot of highly qualified human resources, experts... In addition, the scientific urban area also promotes intelligence in scientific research, linking training with scientific research and production, business and service activities; attracting domestic and foreign resources, creating a driving force to promote the development of science and education.

Overview of Quy Hoa Science Urban Area Project (Quy Nhon) expected to be implemented

At the scientific conference "Orientation for developing Quy Nhon into a typical science city of Vietnam" held on July 5, many experts said that Quy Nhon has very favorable conditions to build itself into a science center and science city of the whole country.

According to Dr. Nguyen Quan, former Minister of Science and Technology, Binh Dinh needs to have a policy to attract high-quality human resources, focusing on areas where the province has strengths such as basic scientific research, information technology, AI.... Along with that, there are solutions to mobilize resources to build scientific urban areas.

According to Prof. Tran Thanh Van - President of the Vietnam Science Association - Director of the International Center for Interdisciplinary Science and Education (ICISE), to build Quy Nhon into a typical science city of Vietnam, the leaders must be decisive, dare to say and dare to do, and need time to implement. In addition, careful preparation is also needed for the above construction.

At the workshop, Mr. Nguyen Huynh Huyen - Deputy Head of the Propaganda Department of Binh Dinh Provincial Party Committee expressed his hope that Binh Dinh will soon be approved by the Government to pilot the project to develop "Quy Hoa Science Urban Area until 2025, with a vision to 2035" and build Quy Nhon City as a destination and meeting point for the spirit of scientific diplomacy.
