On February 20, the Provincial People's Council held the 25th Session (special session) to approve important contents on the arrangement and streamlining of the province's political system according to Resolution No. 18-NQ/TW and a number of other important contents.

Comrades: Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Le Thanh Dong, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the event were comrades: Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Quoc Hoan, member of the Standing Committee, Head of the Provincial Party Committee's Organization Board, Chairman of the Provincial Fatherland Front Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial Fatherland Front Committee; departments, branches, localities and 46/48 delegates of the Provincial People's Council.
Speaking at the opening of the session, Comrade Cao Thi Hoa An emphasized: “The issues considered and decided by the Provincial People's Council at this session aim to ensure a legal basis and timeliness in organizing the implementation of the Central and Provincial Party Committee's policies on restructuring the apparatus and implementing the socio-economic development tasks in 2025 according to the Central's direction. Therefore, it is recommended that the Provincial People's Council delegates promote their sense of responsibility, continue to study and discuss the issues presented by the Provincial People's Committee. Thereby, consider and decide to pass resolutions that ensure compliance with legal regulations and are close to the actual situation of the locality, in the spirit of turning "bottlenecks" into "breakthroughs", unlocking resources to promote the socio-economic development of the province".

After listening to the Provincial People's Committee present the Report on the draft resolution documents submitted to the meeting; the Legal and Economic - Budget Committees of the Provincial People's Council presented the Verification Reports within their authority and discussed in the hall with a democratic and intellectual spirit, the Provincial People's Council delegates voted to approve the Resolution on reorganizing the apparatus of specialized agencies under the Provincial People's Committee.
One of the important decisions is the merger of departments and branches to create new specialized agencies, helping to streamline the administrative apparatus while still ensuring effective management. Accordingly, the Department of Finance was established on the basis of merging the Department of Planning and Investment and the Department of Finance; the Department of Construction was established on the basis of merging the Department of Transport and Communications and the Department of Construction, at the same time, transferring the task of testing and granting road motor vehicle driving licenses from the Department of Transport and Communications to the Provincial Police; the Department of Agriculture and Environment was established on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, at the same time, taking over the task of state management of poverty reduction from the Department of Labor, Invalids and Social Affairs; the Department of Science and Technology was established on the basis of merging the Department of Information and Communications and the Department of Science and Technology, at the same time, transferring the task of state management of network information safety and security from the Department of Information and Communications to the Provincial Police; the Department of Home Affairs was established on the basis of merging the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee, receive additional functions, tasks and organization of the state management advisory apparatus on religion from the Department of Home Affairs; the Department of Health receives the functions, tasks and organization of the state management advisory apparatus on social protection; children and prevention and control of social evils from the Department of Labor, Invalids and Social Affairs (the state management task on drug addiction treatment and post-drug addiction treatment management is transferred to the Provincial Police); transfer the function of directing and managing the work of protecting and taking care of the health of provincial officials from the Department of Health to the Provincial Party Committee's Organization Committee; the Department of Education and Training receives the functions, tasks and organization of the state management advisory apparatus on vocational education from the Department of Labor, Invalids and Social Affairs; the Department of Industry and Trade receives the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganizes it into the Market Management Sub-Department under the Department of Industry and Trade; The Department of Culture, Sports and Tourism takes over the functions, tasks, and organization of the state management apparatus for press and publishing from the Department of Information and Communications; the Department of Justice transfers the state management tasks of criminal records and the provision of public services for issuing criminal records to the Provincial Police; merges the Department of Foreign Affairs into the Provincial People's Committee Office; and the Provincial Inspectorate. Thus, after the arrangement, the Provincial People's Committee has 13 specialized agencies (6 agencies less than before).

Also at the meeting, the Provincial People's Council reviewed and discussed the submissions of the Provincial People's Committee and passed 6 resolutions related to other areas such as: supplementing the 2025 socio-economic development plan with a growth target of 8%; allocating the 2025 public investment capital plan; allocating the 2025 plan for provincial budget capital to support the implementation of the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas; changing the purpose of forest use to implement projects in the province...
Speaking at the closing session, Comrade Cao Thi Hoa An said: “With 7 resolutions passed at this session, it demonstrates the high consensus of the Provincial People's Council delegates in implementing the policies of the Central Government and the Provincial Party Committee on reorganizing the political system and tasks and solutions for socio-economic development of the province, creating an important legal basis for all levels and sectors to implement local political tasks, contributing to promoting socio-economic development of the province in 2025 and the following years.
The establishment and reorganization of specialized agencies of the Provincial People's Committee is carried out in the context that the whole country is actively, determinedly and urgently rearranging the apparatus organization in the political system in the spirit of Resolution 18. It is requested that the Provincial People's Committee urgently implement the Resolution of the Provincial People's Council that has been passed (including the organization and rearrangement of the internal organization of departments and branches), to complete no later than February 21 to soon stabilize and ensure that the activities of agencies and competent persons are carried out continuously and smoothly, without missing tasks, without interruption, without affecting the normal activities of society and people in the spirit that the agencies after being rearranged and consolidated are truly "raised, of better quality, and of higher efficiency.
For agencies receiving functions, tasks, and powers to carry out administrative procedures, it is necessary to note that the organization must ensure smooth and uninterrupted implementation of administrative procedures. It is necessary to publicly announce information according to regulations, minimizing requests for individuals and organizations to resubmit submitted documents or to re-perform steps in administrative procedures that were performed before the arrangement.
“The Provincial People's Council calls on all levels, sectors, armed forces, business community, voters and people of the province to join hands and concentrate on exploiting the maximum potential and advantages for development, removing "bottlenecks" and "knots" to promote comprehensive and synchronous economic development. Promote the responsibility of heads of departments, sectors and authorities at all levels in state management at the local level; improve the effectiveness of coordination between levels and sectors, especially in promptly resolving and removing difficulties of people and businesses... strive to complete the goals and targets for 2025 and the 5-year socio-economic development plan for the period 2021 - 2025, creating a solid foundation to bring Phu Yen and the whole country into a new era of sustainable and comprehensive development", emphasized Comrade Cao Thi Hoa An.
Resolutions passed at the meeting
1. Resolution on reorganizing the apparatus of specialized agencies under the Provincial People's Committee.
2. Resolution supplementing the 2025 socio-economic development plan with a growth target of 8%.
3. Resolution on allocating public investment capital plan for 2025 from later allocation sources (phase 1).
4. Resolution on allocating the 2025 plan for provincial budget capital to support the implementation of the National Target Program on New Rural Construction in the province.
5. Resolution on allocating the provincial budget development investment capital plan to support the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in the province in 2025.
6. The Resolution stipulates that land users who are allocated land by the State without collecting land use fees, and who lease land in the High-Tech Park do not have to repay the State budget for compensation and site clearance costs that have been allocated by the State from the State budget in the province.
7. Resolution on the policy of changing the purpose of forest use to implement projects and works in the province. |
