Focus on improving administrative reform index by 2025

The Provincial People's Committee has just issued a Plan to improve and enhance the administrative reform index (PAR Index), the People's Satisfaction Index with the Services of State Administrative Agencies (SIPAS) and the Provincial Governance and Public Administration Performance Index (PAPI) by 2025.

The plan identifies a number of key contents, requiring agencies, units and localities to focus on reviewing and carefully analyzing the PAR Index, SIPAS, and PAPI indicators in 2024 to come up with specific solutions; strengthening discipline and administrative discipline, improving the responsibility and working efficiency of cadres, civil servants and public employees; promoting administrative procedure reform, improving the quality of online public services; rectifying service attitudes at one-stop shops at all levels, strictly prohibiting harassment and causing trouble for people. At the same time, strengthen information, propaganda, andeducation on laws and social security policies to people; periodically evaluate and review the progress and quality of implementation, associated with the responsibilities of each unit and individual.

For the People's Committees of communes and wards, in addition to focusing on directing the implementation of the above tasks, it is necessary to resolutely direct the implementation of a number of tasks on developing a specific plan to improve the PAPI index. The Provincial People's Committee assigns the Provincial People's Committee Office and the Departments of Justice, Home Affairs, Finance, Science and Technology to proactively urge, guide, inspect and promptly coordinate closely with agencies and units in the province to synchronously and effectively implement assigned administrative reform tasks and be responsible to the Chairman of the Provincial People's Committee for the contents, scores of criteria, and rankings of component indicators assigned to preside over and advise.
