Gender equality is a measure of progress and social justice, especially in the political arena, where important decisions for the country are made. In this journey, the role of female elected representatives is very important.

In the process of national development, gender equality (GEA) is not only a humane requirement but also a decisive factor for sustainability and fairness in all fields, especially politics . Our Party and State have always consistently valued the role of women, clearly demonstrated in the system of guidelines and policies throughout many terms.

Great policy, great determination

According to Resolution 11-NQ/TW of the Politburo on women's work in the period of accelerating national industrialization and modernization, the work of creating female cadres is placed in the national human resource development strategy. Directive 21-CT/TW of the Secretariat continues to emphasize the requirement of building Vietnamese women to develop comprehensively in the new period. The focus is on developing high-quality female human resources; paying attention to training, fostering, promoting and honoring women, especially female leaders, female intellectuals, female scientists , female entrepreneurs... to arouse the potential, intelligence and aspirations to contribute of this force.

Meanwhile, Resolution 26-NQ/TW of the 12th Party Central Committee has set specific goals: by 2030, there must be female cadres in the structure of the standing committees of Party committees and Party organizations at all levels; the proportion of female Party committee members at all levels must reach 20-25%; the proportion of female National Assembly and People's Council deputies at all levels must reach over 35%. These targets are not only a measure, but also a strong political commitment to promoting gender equality...

In that context, specific action programs such as the Project to promote gender equality - enhancing the role of elected female representatives in politics sponsored by the Irish Government , the Australian Government and APHEDA in Vietnam have been implemented with practical and strategic significance.

Specific actions, practical results

The project to promote gender equality - enhance the role of elected women representatives in political work was implemented in 4 provinces: Phu Yen, Hai Duong, Bac Kan and Hai Phong. With the goal of contributing to promoting gender equality in Vietnam, the project has had many practical and meaningful activities to increase women's participation in leadership, management and improve the proportion and quality of female representatives in elected bodies.

In Phu Yen, the project is implemented in 2 phases: phase 1 in Dong Hoa town, Son Hoa and Tuy An districts; phase 2 expands to 2 mountainous districts of Song Hinh and Dong Xuan. Since August 2017, the project has established the Provincial Women's Council Delegates Club and a network of women's council delegates at the commune level, creating a space for connection and mutual support in parliamentary activities. Along with that, capacity building training programs are organized regularly, focusing on practical skills such as technology application, planning, speaking skills, etc. to help female delegates gradually improve their expertise and become more confident in performing their role as voters' representatives.

Concrete and sustained steps are contributing to a shift in the perception and practice of gender equality in politics. When women are given opportunities and trusted to empower, they not only fulfill their roles, but also contribute to making society more progressive and comprehensively developed.

These efforts have brought positive results: The proportion of female delegates to the Provincial People's Council for the 2021-2026 term reached 28%; female officials in the Provincial Party Standing Committee reached 25%, an increase of more than 13.33% compared to the previous term. These figures are clear evidence of the change in awareness and action, affirming the effectiveness of the project as well as the capacity and mettle of the female delegates in local political work.

Assessing the role of the Women's National Assembly and Provincial People's Council Deputies Club in the project, Ms. Dang Thi Hong Nga, Chairwoman of the Club, affirmed: "Through the Club, we have more space to connect, share experiences in parliamentary activities and support each other to improve capacity. Thanks to that, many women have clearly matured in skills, thinking, actions and demonstrated a more proactive and positive role in contacting voters, reflecting the aspirations of the people."

From the perspective of the Provincial Women's Union, Ms. Nguyen Thi Phuong Lien, Vice President of the Provincial Women's Union, shared: The organization identifies the role of women in politics as very important in the strategy of gender equality. Therefore, the union has made efforts to accompany voters in mobilizing and propagating to change their awareness and create support for female candidates.

According to Ms. Hoang Thi Le Hang, Chief Representative of APHEDA Vietnam, in the coming term, before the Party Congresses at all levels (2025-2030) and the National Assembly and People's Council elections for the 2026-2031 term, the project will continue to aim to improve the quality and proportion of female elected representatives. Intensive training activities on public speaking skills, building action programs, and campaigning will be widely implemented. Along with that, community communication campaigns to raise voters' awareness of the role of female elected representatives will also be strengthened.

“The project’s goal is not only to increase the number of female representatives, but also to improve their quality, meaning that female representatives must have the capacity to debate, make policies and represent the voice of voters. Only when women are truly listened to and have a say in important decisions can the gender gap gradually be narrowed…”, said Ms. Hoang Thi Le Hang.
