According to the report, ministries, branches and localities have thoroughly grasped and urgently, seriously and effectively implemented Official Dispatch No. 65/CD-TTg, Directive No. 13/CT-TTg and the directions of the Prime Minister , Head of the National Steering Committee 389 on launching a peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights with the spirit of "clearly identifying people, clearly identifying work, clearly identifying time, clearly identifying responsibilities, clearly identifying authority and clearly identifying products". From there, creating a strong change in the awareness and actions of people, businesses and agencies, units and functional forces in the fight against and handling cases of smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights with the motto "handling one case, alerting the whole region and the whole field", "no forbidden areas, no exceptions".

The results have discovered, fought, and destroyed many organizations, lines, gangs, and subjects of smuggling, trade fraud, illegal transportation of goods, prohibited goods; production and trading of counterfeit goods, goods of unknown origin, and infringement of intellectual property rights on a large scale, operating inter-provincially. According to statistics, in the first 6 months of the year, the whole country handled 50,736 violations. Of which, 1,875 cases were criminally prosecuted (an increase of 188.46% over the same period), 3,235 subjects (an increase of 69.11% over the same period).
In Bac Giang province, in the first 6 months of the year, 932 cases were inspected, thereby detecting and administratively sanctioning 804 cases. Particularly during the peak period from May 15 to June 15, 2025, the authorities conducted 228 inspections, detected 159 violations and sanctioned 159 subjects. The total amount of money collected from administrative sanctions, liquidation of violating goods and tax collection reached more than 9 billion VND. Notably, 5 cases were prosecuted with 6 defendants related to the production and trading of counterfeit goods and other serious violations.

At the conference, delegates pointed out many limitations in the fight against counterfeit goods. Notably, some localities have not seriously implemented the direction of the Government and the National Steering Committee 389, especially in implementing Official Dispatch 65/CD-TTg. Many localities (Thai Binh, Lai Chau, Dong Thap , Ninh Thuan...) have not yet discovered organizations and lines of counterfeit goods production.
In addition, state management work is still overlapping and lacking in synchronization, especially in licensing food testing and production. Some local officials and leaders still show signs of evasion and lack of responsibility; inspection and supervision activities are not regular and thorough; there are even negative acts and abetting violations.
On this occasion, representatives of leaders of several ministries, sectors and localities shared experiences and proposed solutions to combat counterfeit goods such as: Combating counterfeit goods, trade fraud through sea routes, borders and border gates; needing to amend and supplement legal regulations clearly on the functions and tasks of each sector; strengthening coordination in building and sharing data in the production of goods to facilitate inspection and traceability; doing a good job of emulation and commendation, promptly encouraging organizations and individuals with many achievements in performing their tasks...
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that recently, functional forces across the country have cracked down on a series of major cases related to counterfeit, fake and banned goods. The recent peak period showed that this type of crime still has many potential complex developments. The Prime Minister praised the key role of the police force in detecting and cracking down on many gangs, contributing to protecting consumer rights and enhancing social trust.
Besides acknowledging the efforts of agencies during the peak month, the Prime Minister frankly pointed out that there are still places and people who lack a sense of responsibility, lax management, and unclear division of functions and tasks.
Agreeing with the proposals and recommendations, he suggested that in the coming time, it is necessary to firmly maintain the goal of continuing to resolutely fight, prevent and suppress, and move towards completely eliminating the situation of counterfeit and fake goods. This is not only an urgent requirement to protect the legitimate rights of the people and businesses, but also contributes to preserving the health and lives of the people, serving the goal of rapid and sustainable development of the country.
The fight against trade fraud and counterfeit goods is identified as a central, long-term and continuous task, requiring the participation of the whole society, from authorities to people and businesses. In particular, the spearhead is to focus on detecting and strictly handling the production, circulation and trading of fake drugs and functional foods - items that directly affect people's health and lives.
The Prime Minister stated that law violators thoroughly took advantage of tax incentives, legal loopholes and negligence of authorities to commit smuggling, trade fraud and illegally transport goods of fake origin for export to third countries.
The strong development trend of e-commerce, transactions via social networks and express delivery services has made the tricks of criminals increasingly sophisticated and complicated. In response to this reality, the Prime Minister requested the Government Office to urgently coordinate to develop a regular, continuous, focused and key action plan. The Prime Minister assigned the Ministry of Health to take the lead in implementing tasks to prevent and combat counterfeit goods in the field of drugs and functional foods; ministries, branches and localities, based on their assigned functions and tasks, will coordinate to effectively implement.
Continue to improve institutions, amend relevant laws, decrees and circulars this year; consolidate the organizational apparatus towards streamlining and efficiency, clearly defining responsibilities between levels, sectors and localities; increase resources, technology and promote digital transformation. This is a special task, related to people's health and sustainable economic development, the Prime Minister suggested launching a movement, in which each citizen is a soldier on the front line against counterfeit goods, and at the same time a smart consumer.
With a determined spirit, the Prime Minister requested law enforcement forces to "work day, night, and work on holidays" to thoroughly handle all lines and groups producing and trading counterfeit goods, especially in the pharmaceutical and food sectors, to bring confidence to the people.
It is necessary to perfect the mechanism to strictly control e-commerce activities and resolutely and strictly handle organizations and individuals who violate regulations on product quality.
At the same time, media and press agencies need to closely coordinate with ministries, branches and functional forces to develop extensive propaganda topics suitable for each target audience. The content focuses on raising people's awareness and responsibility in preventing and identifying tricks and methods of violations; especially strictly managing advertising activities, not allowing false advertising to occur, causing confusion in public opinion and damage to consumers.
