Mr. Vu Hai Quan holds the position of Permanent Deputy Minister of Science and Technology.

The Prime Minister has just appointed Mr. Vu Hai Quan, Chairman of the Council and Director of Ho Chi Minh City National University, to hold the position of Permanent Deputy Minister of Science and Technology.

Associate Professor, Dr. Vu Hai Quan, 51 years old, from Ninh Binh, is a member of the 13th Party Central Committee and a delegate of the 15th National Assembly. He is known as an expert in the field of artificial intelligence and is also Vice Chairman of the Advisory Council for Research and Development of Artificial Intelligence Applications in Ho Chi Minh City.

Associate Professor, Dr. Vu Hai Quan holds the position of Permanent Deputy Minister of Science and Technology .

After graduating from the Faculty of Mathematics and Information Technology, University of Natural Sciences , Vietnam National University, Ho Chi Minh City in 1996, he stayed to teach and research. In 2001, he received a scholarship to study at the University of Trento (Italy), joining the spoken language processing group of the ITC-Irst Institute. In February 2005, he successfully defended his doctoral thesis and continued his postdoctoral program at the University of Leuven (Belgium).

Returning to Vietnam in 2007, he worked at the University of Natural Sciences in many roles: Vice Principal, Director of the International Training Center ITEC, Head of the Artificial Intelligence Laboratory (AILab).

In October 2017, he was appointed by the Prime Minister as Deputy Director of Ho Chi Minh City National University.

In August 2020, he was elected Secretary of the Party Committee of Ho Chi Minh City National University for the 2020-2025 term.

In January 2021, he took on the position of Director of Ho Chi Minh City National University.

In his leadership role, Associate Professor, Dr. Vu Hai Quan repeatedly emphasized the innovation of university governance mechanisms to promote research. Thanks to that, key research centers such as the Center for Nanostructured and Molecular Materials (INOMAR) were formed, creating many high-quality international publications, collaborating with the world's leading universities such as Berkeley, UCLA, and owning a number of patents recognized by the US and Europe.

The Ministry of Science and Technology is currently headed by Mr. Nguyen Manh Hung as Minister, with 6 Deputy Ministers including: Permanent Deputy Minister Vu Hai Quan, Deputy Ministers Bui The Duy, Le Xuan Dinh, Pham Duc Long, Hoang Minh and Bui Hoang Phuong.
