Mr. Vu Hai Quan holds the position of Permanent Deputy Minister of Science and Technology.

The Prime Minister has just transferred and appointed Mr. Vu Hai Quan, Chairman of the Council and Director of the Vietnam National University Ho Chi Minh City, to the position of Permanent Deputy Minister of Science and Technology.

Associate Professor Dr. Vu Hai Quan, 51 years old, from Ninh Binh province, is a member of the 13th Central Committee of the Communist Party of Vietnam and a member of the 15th National Assembly. He is known as an expert in the field of artificial intelligence and is also the Vice Chairman of the Advisory Council for Research and Development of Artificial Intelligence Applications in Ho Chi Minh City.

Associate Professor Dr. Vu Hai Quan holds the position of Permanent Deputy Minister of Science and Technology .

After graduating from the Faculty of Mathematics and Computer Science, University of Science , Vietnam National University Ho Chi Minh City in 1996, he stayed on to teach and conduct research. In 2001, he received a doctoral scholarship at the University of Trento (Italy), joining the spoken language processing group of the ITC-Irst Institute. In February 2005, he successfully defended his doctoral thesis and continued his postdoctoral program at the University of Leuven (Belgium).

Returning to Vietnam in 2007, he worked at the University of Natural Sciences in various roles: Vice Rector, Director of the ITEC International Training Center, and Head of the Artificial Intelligence Laboratory (AILab).

In October 2017, he was appointed by the Prime Minister as Deputy Director of the Vietnam National University Ho Chi Minh City.

In August 2020, he was elected Secretary of the Party Committee of the Vietnam National University Ho Chi Minh City for the 2020-2025 term.

In January 2021, he assumed the position of Director of the Vietnam National University Ho Chi Minh City.

In his leadership role, Associate Professor Dr. Vu Hai Quan repeatedly emphasized the need to innovate university governance mechanisms to promote research. As a result, key research centers such as the Center for Nanostructured and Molecular Materials (INOMAR) were established, generating numerous high-quality international publications, collaborating with leading universities worldwide such as Berkeley and UCLA, and holding several patents recognized in the US and Europe.

The Ministry of Science and Technology is currently headed by Minister Nguyen Manh Hung, with six Deputy Ministers including: Permanent Deputy Minister Vu Hai Quan, and Deputy Ministers Bui The Duy, Le Xuan Dinh, Pham Duc Long, Hoang Minh, and Bui Hoang Phuong.
