Accidents due to alcohol violations during peak seasons decrease sharply

Reporting at the meeting, the Traffic Police Department (Ministry of Public Security) said that from December 15, 2022 to September 14, 2023, there were 8,333 traffic accidents nationwide, killing 4,763 people and injuring 5,802 people, a decrease of 194 cases (-2.28%), a decrease of 124 deaths (-2.54%), an increase of 161 injuries (+2.85%), compared to the same period in 2022.

The Deputy Prime Minister emphasized the need to study and legalize the assessment of the impact of social infrastructure works on urban traffic to avoid traffic congestion in urban areas.

Notably, the number of traffic accidents caused by drivers violating alcohol concentration regulations during peak periods has decreased significantly compared to previous years. The number of traffic jams on key traffic routes during peak periods has also decreased significantly compared to the same period in 2022; violations of vehicle weight and vehicle body extensions in localities have been fundamentally handled.

In addition to the achieved results, the work of ensuring traffic order and safety (TTATGT) in the first 9 months of the year still has shortcomings and limitations such as a number of particularly serious traffic accidents, killing and injuring many people, causing public outrage; landslides and flash floods during the rainy season seriously damaged traffic infrastructure, causing great loss of life and property.

The situation of gathering, driving in groups, and signs of illegal racing still occurs in some localities; traffic congestion in big cities like Hanoi and Ho Chi Minh City tends to become more and more complicated...

At the meeting, Minister of Transport Nguyen Van Thang said that the Ministry is closely coordinating with the Ministry of Public Security to complete and submit to the National Assembly two laws (Law on Road Traffic Order and Safety and Road Law) to clearly define the tasks and powers of competent authorities in ensuring traffic order and safety, and better manage vehicles and traffic participants.

The two ministries will coordinate to enhance the application of information technology to tighten the management of vehicles, aiming to make traffic participants "not dare" and "not want" to violate the law. The ministry will also focus on strongly developing road infrastructure. Experience shows that developing expressways contributes to reducing traffic accidents and conflicts between vehicles during traffic...

The Deputy Prime Minister requested that functional forces be more drastic in patrolling, controlling, and strictly handling violations of traffic safety.

Legalize the assessment of the impact of social infrastructure works on urban traffic to avoid congestion

Concluding the meeting, Deputy Prime Minister Tran Luu Quang highly appreciated the results achieved in reducing traffic accidents in all three criteria, especially from 2011 to present. This is a great effort of both the Central and local governments because changing people's thinking and awareness is very difficult while the traffic infrastructure, although having made many advances, has not kept up with demand and is facing the rapid and serious impacts of climate change.

Regarding tasks in the coming time, the Deputy Prime Minister requested that functional forces be more drastic in patrolling, controlling, and strictly handling violations of traffic safety because practice shows that "if we act decisively, we will win".

The Deputy Prime Minister suggested continuing to review and perfect current regulations on traffic safety; enhancing the application of information technology in management; and completing the development of sectoral plans and plans of the remaining localities according to regulations.

Regarding coordination between functional forces, the Deputy Prime Minister said this is still the weakest link, so it is necessary to develop coordination regulations to carry out each specific task.

Along with that, the Deputy Prime Minister requested careful preparation for the online conference to review the work of ensuring traffic safety in the first 9 months of the year, orient tasks for the fourth quarter of 2023, expected in early October 2023 and the Government's report to serve the supervision delegation of the National Assembly Standing Committee on the work of ensuring traffic safety./.
