Resolute and speedy to complete key transport projects

At the 17th meeting of the State Steering Committee for important national and key projects in the transport sector (Steering Committee), Prime Minister Pham Minh Chinh acknowledged and commended ministries, sectors and localities for completing and putting into operation a number of important projects. However, to achieve the goal of completing 3,000km of expressways and 1,000km of coastal roads by 2025, ministries, sectors and localities need to resolutely and rapidly accelerate the construction progress to meet the requirements of socio-economic development; creating momentum to promote economic growth.

Complete and operate many highways

According to the report of the Ministry of Construction, in recent times, ministries and branches have regularly reviewed and proposed to build special and outstanding mechanisms to speed up the progress of key transport projects. Local authorities at all levels have made efforts to carry out site clearance (GPMB), relocate technical infrastructure; speed up the progress of investment preparation procedures... Thanks to that, the whole country has 37 major projects, 95 important national component projects, key projects of the transport sector being implemented; of which 35 projects are in the road sector and 2 projects are in the aviation sector, with a total investment capital of over 1 million billion VND.

As a result, 19 projects and component projects have been completed and put into operation; including 16 expressways in the project list of the Steering Committee, increasing the total number of expressways in the country from 1,163km to 2,268km; putting into operation the connecting route and terminal T3 of Tan Son Nhat International Airport. In addition, 52 projects/component projects are being implemented, basically following the set schedule. All are getting very close to the goal of completing 3,000km of expressways and 1,000km of coastal roads by 2025.

In addition to the projects and sub-projects that are following the schedule, there is still a small area of ​​land clearance and technical infrastructure relocation that has not been completed; the source of materials for the projects of Ho Chi Minh City Ring Road 3, Chau Doc - Can Tho - Soc Trang has not been completely resolved, affecting the overall progress... Therefore, the Ministry of Construction requires localities to be more drastic in order to completely complete the site clearance work, relocate technical infrastructure and provide construction materials; 11 expressway projects planned to be completed in 2025 in 10 localities are still stuck and need solutions and more drastic implementation to complete the goal of opening the North - South expressway in 2025.

Phu Yen strives to break through

With the goal of completing 3,000km of North-South Expressway with the whole country, Phu Yen aims to open 2 component projects through the province in September and December 2025. To achieve this goal, thousands of workers and engineers are still working hard day and night, working through holidays to ensure the project is completed as committed.

Ky Lo Bridge at Km63+328 is considered the critical progress line of the Quy Nhon - Chi Thanh Component Project. The bridge is over 1.8km long; the pillars are 27.3-47m high (of which the 2 pillars T6 and T7 are up to 47m high), the terrain conditions are mountainous, the construction is very difficult and complicated. Up to this point, the contractor has completed the bored piles, substructure, and is constructing cantilever spans reaching 45/90 pairs of balanced cantilever segments. For many months now, hundreds of engineers and workers have been working urgently day and night on the construction site to complete the remaining items.

Mr. Nhu Dinh Van, Director of the Executive Board of Package 13XL of the Quy Nhon - Chi Thanh Component Project, said: At this construction site, we often organize work through holidays, day and night with the spirit of "overcoming the sun, overcoming the rain, not losing to storms". Up to this point, the Quy Nhon - Chi Thanh Component Project has completed a work volume of VND 5,359 billion, reaching 72.87% of the contract value. Specifically, the unit has completed about 88% of the roadbed volume; asphalt concrete pavement for 7.33km, reaching 22%; is organizing the construction of 28/28 bridge works, has completed the bridge deck of 147/188 spans; completed 15/16 residential underpasses, reaching 94%. We are determined to complete the project in September 2025.

Similarly, at the Chi Thanh - Van Phong Component Project, contractors have completed about 88% of the roadbed volume; paved 12.77km of asphalt concrete on the road surface, reaching 29.94%; organized the construction of 32/32 bridge works, completed the bridge deck of 130/134 spans, reaching 97%; Tuy An road tunnel has opened both tunnel tubes; completed 46/47 residential underpasses, reaching 97.87%... The total contract value has been implemented at 6,126 billion VND, reaching 74.57%; determined to complete the project in December 2025.

Creating momentum to promote economic growth

At the 17th meeting of the Steering Committee, Prime Minister Pham Minh Chinh affirmed: Prioritizing the development of a number of national key transport projects is one of the three strategic breakthroughs of the country; meeting development requirements, bringing practical benefits to localities. This is also the driving force to promote economic growth from 8% in 2025 and double digits in the coming years.

The Prime Minister added that the country has so far completed 2,268km of expressways and is striving to complete another 800km by the end of the year, to achieve the goal of having at least 3,000km of expressways. Many expressway projects are being actively implemented, with efforts to shorten the time with new and effective methods. With that spirit, on the occasion of the successful August Revolution (August 19) and the 80th National Day (September 2), the country will continue to start and inaugurate 80 major works and projects; on the occasion of the 79th anniversary of National Resistance Day (December 19) and welcoming the 14th National Party Congress, the country will continue to start and inaugurate many other works and projects.

The basic objectives of the projects remain unchanged; progress must be ensured and accelerated, quality must be improved, no cost overruns, no delays, no corruption, negativity, waste, safety, hygiene, and environment must be ensured. Leaders must regularly inspect and urge; investors, management boards, and contractors must closely follow the progress critical path, ensuring progress; localities must promote the spirit of daring to do, daring to take responsibility...

Prime Minister Pham Minh Chinh directed: In the coming time, units, ministries, branches and localities need to promote the highest sense of responsibility, mobilize the entire political system to speed up the progress and complete site clearance of projects. Investors and contractors mobilize resources from subcontractors, human resources, machinery in the locality... When problems arise, they must be handled immediately, the authority of whichever level should handle it, not push or avoid. Units and contractors need to work with a spirit of determination and speed to speed up the construction progress, striving to complete ahead of schedule.
