Thanks to that, in recent times, Party committees from the provincial to grassroots levels have resolutely directed and mobilized agencies, businesses, philanthropists and people from all walks of life to support the elimination of temporary and dilapidated houses to repair and build new, solid and spacious houses for poor and near-poor households.
To drastically implement activities to care for the poor, the Bac Giang Provincial Party Committee issued Resolution 316 on approving key tasks in 2024 with the goal of eliminating 100% of temporary and dilapidated houses for poor and near-poor households and families of meritorious people from socialized sources. In particular, the provincial level mobilized 50% of the funding to eliminate temporary houses in 6 districts including Son Dong, Luc Ngan, Yen The, Luc Nam, Hiep Hoa and Lang Giang. In particular, Bac Giang city, Viet Yen town, Yen Dung district, Tan Yen district proactively mobilized resources to eliminate temporary and dilapidated houses in the area. To carry out this task, the Provincial Party Committee Standing Committee established a Steering Committee for support mobilization (Steering Committee 714). According to the review, the whole province has 1,595 temporary and dilapidated houses that need support for repair and new construction, of which 1,175 houses were newly built; 420 houses were repaired.
Viet Yen town is one of two units assessed to have the fastest progress in starting to remove temporary and dilapidated houses in the province. Mr. Nguyen Van Dung - Secretary of Viet Yen Town Party Committee said that, implementing the policy of the Provincial Party Committee, Viet Yen Town Party Committee has established a Steering Committee, developed a plan to direct the implementation of this program in the locality. Accordingly, in the first phase of 2024, Viet Yen town has 29 houses approved for repair and 25 new houses. Up to now, the town has had 18 houses started construction, some houses have been prepared to be put into use in the excitement of the people. The above results were achieved thanks to the Party Committee's drastic direction; at the same time, speeding up the progress of reviewing and allocating support, so the results achieved were beyond expectations.
In the newly completed house, Ms. Nguyen Thi Uyen - a poor household in Thuong village, Thuong Lan commune shared that her family of 3 has been living in a dilapidated house of about ten square meters for many years. Every day, she works as a construction worker to raise her 2 children. However, for many years now, due to poor health and unstable work, the family has not had the conditions to build a house. Fortunately, during this period, her family is one of two households in Thuong Lan commune to receive support to build a new house.
Like many other localities, Lang Giang district is also the unit with the largest number of agencies, units, businesses and individuals registering to support Bac Giang province with the amount of 8.8 billion VND. Mr. Nguyen Van Loi - Chairman of the Fatherland Front Committee of Lang Giang district said that this result was achieved because the District Party Committee directed the communes and towns not only to mobilize benefactors but also called on the whole population to participate in support. Accordingly, each household in the district contributed at least 50 thousand VND to have more houses built and repaired by the people's will. From the mobilized resources, by April 8, the whole district had started to build 13 new houses.
Currently, in many communes in Son Dong, Hiep Hoa, and Yen The districts, in addition to directing the mobilization of financial support for house construction, the Commune Party Committee also directs villages and hamlets to support working days and materials to make the house spacious. Also in April 2024, Mr. Tran Van Ly's family, a poor household in Sau village, Doan Bai commune, received 50 million VND in support from Hiep Hoa district to build a new 3-room house. In addition to the support resources from the District Party Committee, cadres, party members, and people in the village each helped with a part of the work such as: Supporting materials, working days, etc. Currently, the house is being completed in the joy and happiness of his family.
Mr. Tran Cong Thang - Chairman of the Fatherland Front Committee of Bac Giang province, Deputy Head of the Standing Committee of Steering Committee 714 of Bac Giang province said that, consistently implementing the policy of the Provincial Party Committee, departments, branches and localities have deployed the right screening of subjects, at the same time stepping up inspection and urging the implementation, ensuring the 3 hard criteria. In addition, promoting the positivity and proactiveness of household owners, the participation and support of the entire political system are determined to complete the elimination of temporary and dilapidated houses according to the set roadmap.
“The 714 Steering Committee requires districts, towns and cities to focus on monitoring and speeding up the progress of allocating funds from mobilized sources. In particular, directing the review of conditions on land use rights ownership, construction permit documents, especially for households in urban areas to ensure the commencement of construction and repair of houses for households that have been approved for support in accordance with regulations. For households that are too difficult and cannot afford to respond, the 714 Steering Committee will continue to direct support mobilization and request grassroots Party committees to direct sectors and organizations to call for the joint help of relatives and people in the village and commune,” said Mr. Thang.
As of April 8, the Fatherland Front Committees at all levels in Bac Giang have received nearly VND8 billion in support for the removal of temporary and dilapidated houses. Accordingly, the entire Bac Giang province has started repairing and building 102 new houses, of which 12 have been completed. In the new houses, many poor and near-poor households are excited because their lifelong dream has come true, having a stable place to live so they can work with peace of mind and escape poverty.
