Review golf course planning, adjust housing program
In his opening speech, Chairman of the City People's Council Le Truong Luu emphasized: This session is of great significance, aiming to promptly decide on urgent issues serving socio-economic development and State management in the area. Accordingly, the City People's Council will focus on reviewing and deciding on key groups of issues such as: Finance - budget; public investment; planning and land use; public administration - services; natural resources - environment; policies to support agricultural and livestock development; housing and urban development; abolishing expired resolutions...
At the meeting, delegates focused on reviewing many contents, notably the reports of the City People's Committee on: The zoning plan of Kim Long - Binh Dien golf course tourist area, adjusting the Housing Development Program to 2030, regulations on charter capital, and the operating model of the Hue City Land Development Fund...
According to the review reports of the People's Council's committees, the submissions were carefully prepared, had a legal basis and were consistent with the city's development orientation, but still needed to clarify factors regarding resources, feasibility and impact on the environment and urban infrastructure.
One of the notable contents is the Project of Zoning Planning for Kim Long - Binh Dien Golf Course Tourist Area.
According to the report, the area of more than 90 hectares located between Kim Long ward and Binh Dien commune will be planned into a complex of 18-hole golf course, resort, landscape trees and synchronous infrastructure, aiming to develop high-class sports and resort tourism.
The City People's Committee affirmed that this planning aims to concretize Resolution 54-NQ/TW of the Politburo and the Provincial Planning (now Hue City) to 2030, vision 2050; at the same time, expanding the development space to the Southwest, connecting eco-tourism routes.

Presenting the review report, Mr. Nguyen Anh Dung, Deputy Head of the Urban Committee of the City People's Council, requested the People's Committee to clarify the impact on the environment, traffic and the lives of residents in the surrounding areas, and at the same time determine a suitable investment model, avoiding formalization or secondary transfer of tourism land. The Committee also emphasized the need for a detailed report on water supply and drainage, waste treatment and traffic connection before official approval.
Along with that, adjusting the Housing Development Program of Hue City to 2030 is a notable content. The city aims to have an average housing area of 32 square meters per person by 2030, harmoniously developing commercial housing, resettlement and social housing, and encouraging smart, energy-saving housing models.
The City People's Committee said the adjustment is to ensure compliance with the National Housing Development Strategy and the two-level administrative model, aiming at "sustainable housing development, linked with urban planning and infrastructure".
However, reviewing the report, Mr. Nguyen Anh Dung, Deputy Head of the Urban Committee of the City People's Council, noted: "The People's Committee needs to review and update the land fund for social housing development in central wards and new urban areas. The arrangement of land fund must be linked to technical infrastructure, avoiding the situation of "housing first, infrastructure later".
The Committee also proposed adding criteria to support housing for low-income earners and industrial park workers, both ensuring humanity and preserving the architectural identity of Hue city.
Passed 11 resolutions
At the meeting, a highlight considered an "institutional breakthrough" was the People's Council passing a Resolution on the Hue City Land Development Fund.
According to the report of the City People's Committee, the initial charter capital of the Fund is 360 billion VND, formed from the budget and legal revenues, without additional expenditure from the new budget.
The Fund will switch to a trust model for the Hue City Development Investment Fund to manage, in order to create a flexible mechanism in preparing clean land funds for public investment projects, resettlement and urban beautification.
The Economic - Budget Committee of the People's Council highly appreciated this proposal but suggested specific regulations on capital use mechanisms to avoid overlap between financial funds, and at the same time develop regulations to monitor cash flow, ensuring transparency and efficiency.

The meeting also approved the allocation of the regular expenditure estimate for the National Target Program on Sustainable Poverty Reduction in 2025, regulations on support levels for crops and livestock damaged by natural disasters and epidemics, mechanisms to support investment in building social housing, and the policy of changing the purpose of forest use to implement the Loc Binh resort tourism project...
Speaking at the closing session, Chairman of the City People's Council Le Truong Luu said that the session had reviewed, discussed and approved 11 important resolutions. At the same time, he requested the City People's Committee, relevant sectors, localities and units to focus on effectively implementing the resolutions that have been approved, in which it is necessary to pay attention to some key contents such as urgently allocating and effectively using financial resources, synchronously implementing housing programs and projects, tourism - service projects; implementing planning projects, implementing policies on forest and land use, sustainable resource management; effectively implementing policies to support agriculture, forestry and fisheries; reviewing and abolishing expired resolutions, ensuring a unified and synchronous local legal system.
