Colonel Nguyen Ngoc Ngan: The tradition of the Vietnam People's Army is: "For the people, we forget ourselves; for the people, we sacrifice." Of all choices, sacrifice is the most difficult. The sacrifices of soldiers, whether in wartime or peacetime, cannot be compared to or compensated for by any salary. The image of soldiers in green uniforms rushing into forest fires to save the people, overcoming raging floods to save lives, or going straight into the heart of the Covid-19 pandemic to support the fight against the disease... clearly demonstrates this.

The military is "a special labor sector," with units maintaining 24/7 working hours and frequently being away from home... Faced with the ever-increasing demands of the revolution, every officer and soldier throughout the army must further strengthen their determination to make the spirit of "7 dares" a regular and long-term practice, a driving force and guide to overcome all difficulties and challenges, and to excellently fulfill all assigned tasks.

Reporter: What measures have the Provincial Party Committee and the Provincial Military Command implemented regarding the theme of studying and following Uncle Ho's example in 2024?

Colonel Nguyen Ngoc Ngan: Over the years, the Provincial Military Party Committee has directed 100% of Party committees and branches to develop and implement plans for studying and following the ideology, ethics, and style of Ho Chi Minh, in conjunction with the "Promoting traditions, contributing talents, and living up to the name of Ho Chi Minh's soldiers" campaign in the new era. The implementation process has always closely followed the resolutions, directives, plans, and guidelines of the Central Military Commission, the General Political Department, the Party Committee of Military Region 2, and the Lao Cai Provincial Party Committee to promptly supplement and concretize programs and plans to suit the reality; closely combining the study and emulation of Ho Chi Minh's ideology, ethics, and style…

The Provincial Party Committee has determined the theme for studying and following President Ho Chi Minh's example in 2024. The Provincial Party Committee and the Provincial Military Command have led and directed Party committees and organizations at all levels to concretize the content into regular resolutions and plans for studying and following Ho Chi Minh's thought, morality, and style; ensuring that 100% of cadres and Party members write commitment statements to set an example, cultivate self-improvement, and strive for excellence throughout the year through specific actions linked to their assigned responsibilities. They have selected, developed, nurtured, and replicated advanced models within the provincial armed forces; and promoted propaganda activities through the internal broadcasting system, highlighting good people and good deeds... contributing to further enhancing the image of "Uncle Ho's soldiers" in the new era.

To concretize the spirit of "7 dares," Regiment 254 implemented the "3 together, 2 before, 2 after" model to highlight the exemplary conduct of cadres and party members.

The implementation of the "7 Dares" principles is integrated into the annual emulation movements and peak emulation campaigns of the Provincial Military Command. Currently, some units have developed models for learning and following Uncle Ho's teachings, closely adhering to relevant themes. A prime example is the "3 Together, 2 Before, 2 After" model at Regiment 254, aimed at highlighting the exemplary conduct of cadres and Party members. "3 Together" means eating, living, and working together with soldiers; "2 Before" means waking up and working before soldiers; and "2 After" means eating and sleeping after soldiers.

For the Provincial Military Command, the staff serving as assistants, advisors, and support staff for the commanders should concretize implementation according to the following criteria: Providing accurate, relevant, and effective advice; speaking concisely and clearly; and acting immediately.

In addition, over the past period, the Provincial Party Committee and the Provincial Military Command have placed great importance on setting a good example, from the Political Commissar and Commander of the Provincial Military Command down to each grassroots officer, with the motto "those above set a good example, those below actively follow suit".

Reporter: What is the significance of thoroughly understanding and strictly implementing the spirit of "7 dares" in building a strong and comprehensive provincial armed force, meeting the requirements of national construction and defense in the new situation, Comrade?

Colonel Nguyen Ngoc Ngan: The task of building a strong and comprehensive provincial armed force is of great importance in successfully fulfilling local military and national defense tasks. Building a strong and comprehensive unit is linked to building a clean and strong Party organization; taking political strength as the foundation, building a clean and strong Party organization as the core, and building cadres as the center. Strictly adhering to and implementing the spirit of "7 dares" is of great importance, directly contributing to building a team of cadres who are both politically sound and professionally competent, meeting the requirements and tasks of building and defending the Fatherland in the new situation.

Colonel Nguyen Ngoc Ngan: First of all, it can be affirmed that the implementation of the "7 Dares" spirit is not just a widespread political activity at a specific time, but the Party Committee and the Provincial Military Command have identified it as a regular "guidebook," linked with other forms and methods of education to promote self-education, self-cultivation, and self-training of each officer and Party member. Only when officers truly "dare" to confront their own bad habits, flaws, and shortcomings... will they have the motivation to "dare" to contribute and sacrifice for the collective, for the unit, and for the cause of building the army. This is also a way to prevent and repel negative manifestations and the decline in political ideology, morality, and lifestyle; and to effectively prevent and combat "self-evolution" and "self-transformation" in the army.
