Site clearance (GPMB) for the 500kV line 3 project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) through the province, with Thanh Hoa is a "huge" amount of work. Determined to join hands for a project of great significance, the Party Committees and authorities of Thanh Hoa province have been resolute in directing and operating, flexible in mass mobilization work. And the result today is that the entire "clean" site is ready to be handed over for the project of the century.
Leaders of Nghi Son town and Tan Truong commune grasp the thoughts and aspirations, and propagate the consensus of households affected by the project in site clearance work.
Mr. Le Vinh Tri's family in Tam Son village, Tan Truong commune (Nghi Son town) has a total land area of 3,531.6m2 ; of which 869.9m2 (at column T49-T50A) is affected by the corridor of the Quynh Luu - Thanh Hoa 500kV transmission line project. The current status of the land plot includes houses, constructions, architectural objects and perennial trees. Because the remaining land area of the family is not suitable for the planning and land use plan, Nghi Son town has promoted, encouraged, and resolved the compensation and resettlement support mechanism for the family.
On May 29, Mr. Tri's family agreed with the State's policy, received compensation and was ready to arrange temporary accommodation and clear the site for the contractor to prepare to pull the wire. The Chairman of Nghi Son Town People's Committee also directed Tan Truong Commune People's Committee to arrange forces from the Youth Union and the Commune People's Committee to support the family in dismantling and moving assets.
Mr. Le Vinh Tri shared: "After being propagated and encouraged by all levels, my family realized our responsibility and agreed to hand over the site for the construction project. We are also very grateful to the State for supporting and creating conditions for a resettlement site with better conditions than the old place for our family."

It is known that in order to clear the 500kV line 3 project, the task for Nghi Son town is extremely heavy, because the project's component is the 500kV Quynh Luu - Thanh Hoa line with a length of 19.7km, passing through 5 communes with 42 pole positions. The total affected area is up to 57.88ha, involving 138 households and 3 organizations. Mobilizing the participation of Party committees and authorities, closely coordinating with investors to promptly resolve difficulties and problems, and receiving the support of the people, by May 29, Nghi Son town had completed the clearance of the entire affected area, together with the whole province completing the task as committed to the Government so that the contractor could proceed with pulling wires and energizing the project.

Vice Chairman of Nghi Son Town People's Committee Trinh Tien Dung said: "Realizing the importance and urgency of the project, right from the first days of implementation, the town identified the work of mobilizing and propagating so that households clearly understand the purpose and meaning of the project, and voluntarily hand over the site as the key to the site clearance work. From there, the Standing Committee of the Town Party Committee established a Propaganda Team led by the Head of the Mass Mobilization Committee, Chairman of the Town Fatherland Front; at the same time, closely coordinated with the compensation council, the project site clearance, and the commune-level authorities to actively and persistently mobilize and persuade the people. Closely following the direction of the Provincial People's Committee, the town leaders also actively went to the scene, promptly directed the removal of difficulties and obstacles within their authority; reported to the Provincial People's Committee, provincial departments and branches on matters beyond their authority to best resolve the interests of the people within the framework of the law".
Nga Son district has 22.5km of the project line passing through it, with 55 pole foundation locations. The total area affected by the project is more than 11ha, including 101 households whose residential land must be recovered to clear the corridor. However, Nga Son is one of the first localities among the provinces where the project passes through to complete the site clearance work. According to the representative of the Northern Power Project Management Board, the early handover of the clean site has created conditions for the 500kV line project, circuit 3, Thanh Hoa - Nam Dinh 1 section with a length of more than 74.4km, to exceed the schedule of many packages and has been commended by the Vietnam Electricity Group.

Vice Chairman of Nga Son District People's Committee Nghiem Phu Lam shared: "In the past time, the Standing Committee of the District Party Committee has issued a directive to strengthen leadership and direction in implementing the land acquisition and compensation work; the District People's Committee and the Compensation and Compensation Council have mobilized human resources, implemented all plans, and applied all mechanisms and policies of the law to ensure the rights of people when giving up land for the project. Along with that, we have stepped up propaganda, created trust, consensus, and support from the people in the project area to complete the urgent and important task of land acquisition and compensation for this project."
Along with the responsibility and high determination in implementing the tasks of site clearance of localities, there is the strong and drastic direction of the provincial leaders. From the beginning of 2024 to now, which is also the time when the project officially started, in addition to the meetings of the Government, the Steering Committee of the program, works, and important national projects, key energy sector projects, and the Ministry of Industry and Trade, Thanh Hoa province regularly conducts quick meetings every 2 weeks to grasp the progress of site clearance.

At the meetings, difficulties and problems in the land acquisition and clearance work related to land and structures; in the implementation of resettlement projects; mechanisms and policies to support people renting houses, stabilizing their lives and other benefits were directed, guided and promptly resolved by the provincial leaders. Timelines for each component of the work were also "set", serving as the basis for the plan to arrange and implement the land acquisition and clearance work of all levels and localities where the project passes through.

Grasping the reality of difficulties and obstacles, the provincial leaders also directly went to the site to survey, listen to the suggestions, thoughts and aspirations of the people. To ensure the rights, legitimate needs and create maximum conditions for households affected by the project, the provincial leaders have given specific instructions on how to resolve each case with a petition, on the basis of properly and flexibly applying the State's mechanisms and policies; thus, creating high consensus in the site clearance work so that the project can be implemented smoothly.
Nong Cong district authorities encouraged and supported people to demolish their houses to hand over the project site.
According to the synthesis of the functional sector, the entire 500kV line 3, along with the affected forest land and agricultural land, the whole province has 268 households affected by residential land and housing, of which 81 households are subject to resettlement. In order for people to quickly stabilize their living places, localities have promptly implemented the selection of resettlement locations in auctioned areas with available synchronous infrastructure, arranging mixed-residence options. For areas requiring new planning, the Department of Construction has guided localities to submit approval documents and implement construction planning to implement projects as quickly as possible.

With 131km of power lines going through 11 districts and towns in the province, with high determination, strong direction and consensus of the people, by May 29, Thanh Hoa had completed all the site clearance work for the 500kV line 3, handing over the clean site for 299 pole foundation positions and 137 anchorage spaces, earlier than the deadline that Thanh Hoa province committed to the Prime Minister on May 30.
According to representatives of project management boards, thanks to the support and facilitation of site clearance, the construction of the 500kV line 3 packages has been facilitated to ensure progress. Of which, as of May 30, the Quynh Luu - Thanh Hoa 500kV line project has completed casting the foundations at 166 locations (100%); completed the erection and handed over a total of 111 steel poles, and is currently installing 57 steel poles. Along with that, on the Thanh Hoa - Nam Dinh 1 500kV line, contractors have been organizing the construction of wire pulling at many anchorage locations.
Provincial Party Secretary Do Trong Hung presented gifts and encouraged the family of Mr. Le Vinh Tri, Tam Son village, Tan Truong commune (Nghi Son town) to agree on compensation and site clearance for the project.
During a recent visit and work at the construction site of the 500kV line 3 in Nghi Son town, Provincial Party Secretary Do Trong Hung acknowledged, highly appreciated and commended the relevant sectors and localities for their efforts in site clearance and site clearance to serve the construction of the 500kV line 3 project through the province. The Provincial Party Secretary also sincerely thanked the people in the affected areas for their correct understanding of the meaning and importance of the project; agreed to support, sacrificed their personal interests, handed over production land, residential land, demolished houses and crops to hand over "clean" land for construction.
The shape of the 500kV line 3, the section passing through Thanh Hoa province, has been formed. The 500kV line 3 project, when put into operation, will help increase the capacity of transmitting electricity from the Central region to the North to about 5,000 MW, double the current capacity.
The 500kV line 3 is entering the urgent phase to reach the finish line on June 30. Contractors are closely following the progress milestones. The responsible participation and consensus of the Thanh Hoa people have and will contribute greatly to the journey of creating this historic project. In the future, the abundant electricity source in the Central region will be transmitted to the North, where there is a very high demand for electricity to serve socio-economic development, including Thanh Hoa province.
