Reporter (PV) : The project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 06) is an important project, affecting the entire population, implemented by the Ministry of Public Security . Could you please share with us the efforts and outstanding results of the Ministry of Public Security in implementing this project?

Minister To Lam : Project 06 is an important, complex task with high spread and practical benefits, a huge reform step, overcoming mentality, habits, even "local interests" to serve the people with the highest spirit of dedication. The impressive results of the Project are due to the strong direction of the Government and the Prime Minister, the close coordination of relevant ministries and branches, the participation of organizations and enterprises, the consensus and support of the people and the close and strong direction of the Central Public Security Party Committee, the leadership of the Ministry of Public Security with high political determination, unity, throughout from the Central to the grassroots level. It can be affirmed that the Ministry of Public Security has focused on performing well both roles of advisory and pioneering, exemplary, leading in the implementation of Project 06. Up to now, the National Population Database has connected and shared data with 12 ministries, branches, 31 localities and 04 State-owned enterprises; provided 21/25 essential public services related to people in the electronic environment; the Public Security sector alone has expanded the provision of 227/227 online public services, many of which were previously thought impossible to do such as online passport issuance, online vehicle registration, vehicle registration at the commune level... but with high political determination, we have done it. The digital transformation is not only limited to the Ministry of Public Security but also spreads, expands, connects, and shares utilities with ministries, branches and localities. This is an extremely valuable national resource, a core resource, a foundation for building e-Government, a digital economy, a digital society, changing the way of management, social governance, and work operations; Changing people's approach and lifestyle towards transparency, openness and fairness; minimizing negativity and "petty corruption", creating favorable conditions for state agencies, businesses and people, initially bringing great benefits, helping to save costs, human resources, time...

These results have affirmed the role, position, dedication and contribution of the Public Security Forces to the national digital transformation process, creating a foundation to further promote this task in 2023 and the following years.

Actively identify and prosecute many major corruption cases

PV : Last year, the work of preventing and combating corruption continued to be promoted and achieved many very important results. Could the Minister please tell us more about the contributions of the People's Public Security force in this work ?

Minister To Lam: It can be affirmed that the work of preventing and combating corruption and negativity initiated and comprehensively led by our Party and State, especially with the drastic direction of General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on preventing and combating corruption and negativity, has achieved extremely important results, which have been supported by cadres, party members and people, and recognized by the international community. The effects, imprints and positive spread of the fight against corruption and negativity have been very clear, which is to strengthen and consolidate the trust of cadres, party members and people in the Party, the State and law enforcement agencies. Promoting the achieved results, in 2022, the Public Security force has promoted its core role, being the spearhead force advising the Party, the State and the Central Steering Committee on preventing and combating corruption and negativity, and maintaining a strong spirit, high determination and achieving very good results, specifically:

In the prevention work, the Public Security force has actively coordinated with departments, ministries and branches to perform well the advisory function with the Party and the State to issue and implement many policies, solutions to perfect the law on preventing and combating corruption and negativity; overcome loopholes and inadequacies in state management in all fields. Promote the propaganda of the Party's guidelines and viewpoints, the State's policies and laws on preventing and combating corruption and negativity.

In the work of detecting, investigating and handling corruption and negative cases, the police force always closely follows the direction of the Central Steering Committee, proactively identifying and determining key areas and fields to deploy professional work (bonds, securities, epidemic prevention, bidding, land, vehicle inspection, etc.). In particular, the work of prosecuting and investigating corruption and negative cases has been assessed by General Secretary Nguyen Phu Trong as a "bright spot" in the recent period. In fact, this is a very important step, deciding the work of prosecuting and strictly trying criminals with the motto "no forbidden zones, no exceptions, no privileges, regardless of who that person is". PV : How will the Ministry of Public Security continue to implement this work in 2023 , Minister ?

Minister To Lam: In 2023, the Ministry of Public Security will continue to thoroughly grasp and effectively implement the directions of the Central Steering Committee on anti-corruption and negativity, improve the effectiveness of propaganda and education on anti-corruption and negativity; focus on advising on perfecting institutions to ensure synchronization, feasibility, publicity and transparency. Strengthen the fight against corruption, proactively detect and resolutely fight, especially in specialized fields, closed activities, intertwined between the state and non-state sectors, and "sensitive" fields. Speed up the handling of corruption and negativity cases under the supervision and direction of the Central and provincial Steering Committees on anti-corruption and negativity, creating a stronger change in the fight against corruption and negativity.

PV: How does the Minister evaluate the work of ensuring security and order (ANTT) in 2022 ?

The People's Public Security Forces have always been exemplary and taken the lead in implementing the Resolution of the 13th National Party Congress, resolutions, directives and conclusions of the Central Executive Committee; proactively advised the Politburo to issue Resolution No. 12-NQ/TW, dated March 16, 2022 on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security Force, meeting the requirements and tasks in the new situation and Project 06 of the Government on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030. They have proactively grasped and closely forecasted the situation, promptly advised the Party and State on strategic policies and solutions to firmly protect national security, ensure social order and safety, maintain a peaceful and stable environment to effectively serve the socio-economic development tasks of the country.

The fight against crime has achieved and exceeded many targets assigned by the National Assembly (the number of crimes against social order decreased by 13.71% (more than 6,300 cases) compared to 2019 - before the COVID-19 pandemic) bringing peace and happiness to the people - this is an extremely impressive number, meaningful in terms of society and very humane; State management of security and order has been promoted and implemented drastically with many innovations and breakthroughs. For the first time, the Public Security force participated in the United Nations peacekeeping operations.

In work and combat, there have appeared more and more examples of cadres and soldiers wholeheartedly serving the Fatherland and the People, resolutely attacking and suppressing crime for the peaceful and happy life of the People, which have been recognized and highly appreciated by the Party, the State, the People and international friends.

PV: It is forecasted that the work of ensuring security and order in 2023 will face many difficulties and challenges . What solutions has the Ministry of Public Security proposed to prepare for this work?

Minister To Lam: In 2023, in addition to basic advantages, the task of protecting national security and ensuring social order and safety of the People's Public Security Forces will face many difficulties and challenges that are forecast to be more numerous and more complicated than in 2022.

Deeply aware of the difficulties and challenges, promoting the achievements and results achieved in 2022, the entire Public Security force is determined to carry out and excellently complete the tasks of 2023, with the motto of action "Building a truly clean, strong, disciplined, elite, modern Public Security force, meeting the requirements and tasks in the new situation", the Public Security force will focus on synchronously and comprehensively deploying solutions to ensure national interests and security, maintain security and order, and focus on implementing key and breakthrough tasks:
