Gratitude to the meritorious
In recent years, along with the policies of the Party and the State, the province has paid special attention to taking care of families of NCC, effectively resolving policies to improve living conditions for NCC with the revolution. The movements to build the "Repaying gratitude" Fund, helping families of policy beneficiaries have been increasingly strongly promoted, mobilizing the active participation of all levels, sectors and the people to support, bringing practical results, contributing to increasingly improving the material and spiritual life of NCC.
However, over time and for many different reasons, there are still families with policies and NCC with the revolution who cannot build solid, sturdy houses and are living in degraded, unsafe houses. To overcome this problem, on November 22, 2024, the Prime Minister issued Decision No. 21/2024/QD-TTg on supporting NCC with the revolution in housing, which promptly met the aspirations of NCC, creating conditions for families to improve their housing and improve their living conditions.
According to Deputy Director of the Department of Construction Nguyen Duc Cuong, immediately after the Prime Minister's Decision No. 21/2024/QD-TTg was issued, the Provincial People's Committee quickly directed relevant agencies, especially the Department of Construction, to take the lead in implementing the project. The work of reviewing the subjects and approving the list of households eligible for support was carried out urgently and transparently.
Up to now, the total number of NCC households supported in the province is 2,583, of which 724 households are supported to build new houses and 1,859 households are supported to repair and renovate houses with a total amount of 99.210 billion VND (60 million VND/household for new construction; 30 million VND/household for renovation and repair).
In particular, the province has decided to support an additional VND20 million for each newly built household and VND10 million for each renovated and repaired household in addition to the support from the central budget. The total additional support from the provincial budget is up to VND33,070 billion.
At the same time, to help NCC easily implement housing construction, the Department of Construction has issued 5 typical housing design models, encouraging households to refer to and apply if appropriate. This not only helps households save design time, but also ensures uniformity and saves construction costs.
Determined to complete on time
Although the project has been vigorously implemented, some difficulties and obstacles need to be promptly resolved. One of the challenges is the progress of the program implementation. With the funding from the Ministry of Finance not yet allocated and only 9 months left, the Provincial People's Committee has directed relevant units to focus all resources to complete the support for housing construction for NCC households in September 2025.
In addition, some other problems arise, such as: cases where the NCC dies after the support list has been approved, there are cases where the request is to change from new construction to house renovation or vice versa... To resolve these situations, the Provincial People's Committee has proposed specific plans and requested departments, branches, sectors and People's Committees of districts, towns and cities to continue to coordinate closely, promptly complete construction procedures, grant construction permits, as well as fully prepare land for supported households.
On April 3, 2025, the Provincial People's Committee decided to temporarily provide housing support funds for NCC with revolutionaries and martyrs' relatives in the province with an amount of VND 29,763 billion to speed up the implementation progress. At the same time, the Department of Construction was assigned to continue to advise and resolve problems arising during the implementation process and urge localities to complete housing support for NCC in September 2025.
Districts, towns and cities need to review the list to ensure the correct support objects and step up propaganda and mobilization of households to participate in the project implementation, determined to complete at least 50% of households by the end of June and complete 100% by September 2025.
As the first locality in the province to start construction of new houses for the disabled, Secretary of Bo Trach District Party Committee Nguyen Ngoc Tuan said: As soon as the province's policy was issued, the district quickly implemented it, with a total of 276 households receiving support in the area (including 75 newly built houses and 201 repaired houses).
Along with the financial support from the Central and the province, Bo Trach has strengthened the propaganda and mobilization of social resources from the community, businesses, and clans to provide additional material and working days to help NCC families build and repair solid houses, each house from 5-30 million VND.
As of April 10, 2025, Bo Trach district has started construction on 167/276 houses, reaching 60.5% of NCC houses (of which, 42/75 houses were newly built, 125/201 houses were repaired); 92 houses have been completed and are awaiting acceptance (5 new houses and 87 houses were repaired). Typically, there are NCC families who have invested in building spacious houses with a budget of over 200 million VND from many sources of support, some houses cost up to 400 million VND, bringing many warm feelings to NCC with the revolution.
As of April 10, the province has started construction of 472/2,583 houses for NCC, reaching a rate of 18.3% (of which, 172 new houses were built, 300 houses were renovated); the total number of completed houses awaiting acceptance is 98 houses.
Vice Chairman of the Provincial People's Committee Hoang Xuan Tan: The project to support the NCC with the housing revolution demonstrates the deep concern of the Party and State for those who have devoted and sacrificed for the revolutionary cause and national independence, helping to improve living conditions and enhance the quality of life for NCC households. In order to implement the project on schedule and effectively, authorities at all levels need to proactively review and approve the list of beneficiaries, allocate capital in a fair and reasonable manner, ensuring publicity and transparency. |
