Expanding clean water supply network in rural areas

(QBĐT) - In order to increase the rate of rural people using clean water that meets standards, recently, the Center for Clean Water and Rural Environmental Sanitation (NS-VSMTNT) has implemented solutions to expand the network, gradually increasing the rate of NS usage in this area.

The NS-VSMTNT Center was assigned by the Provincial People's Committee to manage, operate and exploit 22 centralized water supply works operating sustainably with a total water supply capacity of 23,390m3 /day and night, providing regular and continuous NS to more than 34,825 rural households in 30 communes and towns, in 5 districts/towns in the whole province.
Of which, Le Ninh water supply station manages 7 works, serving water supply in 8 communes and towns of Le Thuy district; Thanh Trach water supply station manages 6 works, serving water supply in 6 communes of Bo Trach and Quang Trach districts; Tien Hoa water supply station has 4 works, serving water supply in 6 communes of Tuyen Hoa district; Ba Don water supply station has 1 work, serving water supply in 10 communes of Ba Don town.
In 2024, in addition to continuing to invest in upgrading and expanding the water supply network, the acceptance of domestic water supply projects for 10 communes of Ba Don Town has contributed to significantly increasing the scale of production activities and NS supply services of the unit. Specifically, the total number of customer service meters is 34,852; the total NS production volume is over 5.8 million m3 ; revenue reaches more than 22.5 billion VND, an increase of 9.8 billion VND compared to 2023.

In particular, recently, the domestic water supply project of the western commune cluster of Le Thuy district was put into operation with a designed capacity of 2,200m3 /day and night, providing water meeting QCVN standards for about 4,000 households and units in the three communes of Phu Thuy, Mai Thuy and Truong Thuy. Currently, 1,372 households in Phu Thuy and Truong Thuy communes have been connected to the meter and are ready to provide water for 1,128 households of the Mai Thuy commune water supply project.

To protect their health, in the past, her family had to collect rainwater for use, but it was not enough, especially during the peak hot months; the family's well ran dry, so she had to ask for water from a neighbor's well, which was very difficult. Now that she has a source of water, she is very happy because she no longer has to worry about thirst during the peak hot season.
Chairman of Phu Thuy Commune People's Committee Le Thanh Hanh said: Previously, Phu Thuy did not have a water supply project, so the people's daily life encountered many difficulties. Now that the water supply project has been built, everyone is excited. However, there are still nearly 600 households without a connection pipe. The locality hopes that in the coming time, the Rural Water Supply and Sanitation Center will continue to expand the water supply area so that everyone can use water, ensuring health safety.
In recent years, in order to expand the rural water supply network, in addition to mobilizing resources from the local budget and capital sources under the National Target Program on New Rural Development, the Provincial Center for Rural Water Supply and Sanitation has always taken advantage of socialized resources to implement policies and invest in the construction of concentrated water supply works in residential areas, contributing to improving people's health. Typically, Carlsberg Vietnam Brewery Co., Ltd. continued to sponsor 700 million VND for the project to upgrade and repair the Tan Hoa commune water supply works. The project has been completed and put into use, helping to ensure water flow, pressure and quality for 561 households in Tan Hoa commune (Minh Hoa).
Director of the Center for Rural Water Supply and Sanitation Bui Thai Nguyen said: In recent times, the field of rural water supply has always received attention from all levels and sectors from the central to local levels, from domestic and foreign organizations and enterprises, and the rate of people using water is increasing. However, besides the achieved results, the situation of revenue loss and waste of water resources still occurs.
By 2025, the NS-VSMTNT Center strives to receive 1-2 more qualified projects to expand the rural NS network; increase the number of meters to about 1,800 compared to 2024; revenue reaches 26 billion VND...

At some projects, the water supply pipeline system has deteriorated and is frequently broken and damaged. The budget allocated to the new unit only focuses on maintenance, repair, and upgrading of key items to increase water supply capacity and repair some main pipeline sections; there is still a lack of funds to repair, install, and replace the entire water supply pipeline network. In addition, the projects received from the communes at the time of handover do not have complete legal documents related to the management and exploitation of NS projects according to the provisions of law, such as: Safe water supply plan, land records, environmental permits, meter inspection, etc.

To complete the set goals and tasks, the center will continue to implement the safe water supply plan; research solutions, develop alternative plans, and supplement water sources for works affected by drought, saltwater intrusion, and underground water exploitation works; direct and urge water supply stations to strengthen route management, area management, coordinate inspection and review to prevent water loss right from the design stage and during the construction of works and items; strengthen research and application of science and technology, digital transformation in management and operation; coordinate with local authorities to organize propaganda and mobilize people to raise awareness and responsibility in using and protecting water supply works...
