● Reporter: Could you please tell us about the basic results that the Border Guards of the two provinces have achieved in the past term?
- Colonel Trinh Thanh Binh: Under the leadership and direction of the Provincial Party Committee, the People's Committee of the two former Quang Binh and Quang Tri provinces, the Party Committee, the Border Guard High Command and close coordination with local Party Committees and authorities, the Border Guard Party Committees of the two provinces have promoted the spirit of solidarity, democracy, proactiveness, creativity, overcome difficulties, and successfully completed the set goals and tasks.
At the same time, proactively and effectively advise local Party committees and authorities and the Party Committee and the Border Guard Command on border management and protection, building a strong people's border defense; maintaining political security and social order and safety in border areas; promoting border diplomacy; actively participating in building political bases, developing the socio-economy and helping people prevent and combat natural disasters and epidemics.
Logistics, technical and financial work has many positive changes, meeting the requirements of the tasks. The leadership capacity and fighting strength of Party committees and organizations at all levels have been maintained and improved; the quality of cadres and Party members has been focused on training, promoting their core role in performing political tasks, which has been recognized and highly appreciated by Party committees, authorities and the people.
● Reporter: Specifically, how will the Border Guards of the two provinces focus on successfully implementing the identified breakthroughs?
- Colonel Trinh Thanh Binh: During the past term, the Party Committee and the Border Guard Command of the two provinces have focused on leading and directing resolutely, synchronously, with a focus and key points, focusing on the following three basic breakthrough groups: The breakthrough group on improving the quality of grasping, forecasting, and advising on handling the situation at sea and on the border; focusing on innovating the content, measures of professional work and the quality of law enforcement of border posts; proactively collecting, analyzing, evaluating, and forecasting the situation close to reality; closely coordinating with relevant forces, agencies, and units to promptly report and advise superiors and local authorities to effectively handle issues arising on the two borders, avoiding passivity and surprise, contributing to maintaining political security and social order and safety in border, sea, and island areas.
Breakthrough group in compliance with regulations, regularity, discipline and safety in the provincial Border Guard: Party committees at all levels closely lead and direct, linking regularity building with improving the quality of political, professional and legaleducation ; promoting the combined strength of the entire unit, promoting the exemplary role of cadres at all levels, combining educational work with strengthening inspection and rectification of agencies and units, contributing to raising awareness, responsibility and sense of discipline for cadres and soldiers.
Finally, the breakthrough group on innovation, improving the quality of Party committee activities, Party organizations and building a contingent of cadres; strictly implementing resolutions, directives and conclusions on Party building work. Focusing on innovating the content and form of Party activities, improving the quality of promulgation and strict implementation of resolutions, working regulations and leadership regulations in key aspects of the Provincial Border Guard. ● Reporter: Building a clean, strong, and exemplary Party organization is one of the key factors that determine all victories in carrying out the political tasks of the entire force. After the merger, what solutions has the Quang Tri Border Guard had to focus on building the Party organization?
- Colonel Trinh Thanh Binh: The Border Guard Party Committees of the two provinces lead, direct, thoroughly grasp, and seriously and effectively implement resolutions, directives, conclusions, and action programs of superiors; focus on political and ideological education, fostering qualities, ethics, and lifestyles for all cadres and Party members.
Organize well political activities, study and disseminate Central resolutions on Party building and rectification in conjunction with implementing Directive 05-CT/TW of the Politburo, gradually putting ethical standards and exemplary responsibility into practice.
Strictly comply with the principles and practices of the Party, promptly promulgate and amend regulations and work programs. Regularly consolidate and improve Party committees at all levels, do a good job of developing the Party, managing, evaluating and classifying Party organizations and Party members according to regulations.
After the merger, the new Party Committee quickly stabilized the organization, maintained the principle of democratic centralism, promoted the spirit of solidarity, proactively innovated leadership methods, closely followed political tasks and local realities, and contributed to the successful implementation of assigned goals and tasks.
Leaders and commanders at all levels actively innovate working methods, build a democratic working style, stay close to the grassroots, and be close to the troops. Promote the spirit of "7 dares", effectively implement breakthrough solutions, improve leadership and direction capacity, and successfully complete political tasks.
● Reporter: Could you please tell us about the direction and tasks set for the provincial Border Guard force in the new term?
- Colonel Trinh Thanh Binh: In the coming time, the situation on the two borders still has many potential complex factors: Religious security, rural areas, drug crimes, weapons, explosives, illegal immigration, smuggling, trade fraud are complicated, with many sophisticated tricks; natural disasters, unpredictable epidemics; the lives of people in border areas and coastal areas still have many difficulties...
The implementation of the arrangement of the local government apparatus and the organization of local military forces in a streamlined and effective manner, along with the requirements of border protection tasks in the new situation, poses many challenges for the Provincial Border Guard Command in terms of force organization and methods of operation with many new tasks, while the area of responsibility is large, the terrain is complex, and it borders many provinces and many border and sea directions.
From the above advantages and difficulties, the Border Guard of Quang Tri province clearly shows its determination to firmly protect territorial sovereignty and national border security in all situations, not allowing "hot spots", passivity, or surprise to occur.
Continue to thoroughly grasp the Party and State's viewpoints and guidelines on military, national defense, border and foreign affairs tasks in the new situation. Proactively coordinate closely with forces to grasp the situation, research, evaluate, forecast closely, accurately, early and from afar; promptly advise the Party Committee, the Border Guard Command and the Party Committee, the Provincial Military Command on appropriate policies and solutions, contributing to building a comprehensively strong border area, effectively handling complex situations, avoiding passivity and surprise. Improve the quality of advice, especially in organizing and perfecting forces after the merger, to meet the requirements of tasks in the new period.
Focus on leading the synchronous and effective implementation of border protection work, management, and firmly protecting territorial sovereignty and national border security on the two borders. Do a good job of controlling entry and exit at border gates, seaports, river mouths, and estuaries. Resolutely fight and handle acts of sovereignty infringement, law violations, and protection of resources, environment, and national interests.
Promote border diplomacy activities in a practical and effective manner, in line with the foreign policy of the Party and State. Continue to consolidate and expand cooperative and friendly relations, closely coordinate with the border protection forces of Laos. Advise local Party committees and authorities to strengthen people-to-people diplomacy activities, establish twinning of residential areas on both sides of the border, and build a border of peace, friendship, stability, cooperation and development.
Innovate the content and form of propaganda and mass mobilization; promote the role of village elders, village chiefs, religious dignitaries, and prestigious people in propagating the law, mobilizing people to comply with policies and guidelines, participate in border protection, and maintain local security and order. Maintain effective coordination models and movements such as "All people participate in protecting national sovereignty and border security", "All-people Border Guard Festival", "Border Spring - Warming the hearts of villagers"... contributing to consolidating a solid "border defense posture".
