After a day of urgent, serious, united, democratic, intellectual and highly responsible work, the 1st Congress of the Party Committee of the Ministry of Science and Technology (MOST) for the 2025-2030 term successfully completed all contents and programs.
With a spirit of frankness, democracy and sense of responsibility, the Congress focused on discussing, contributing many additional opinions, assessing the implementation of the Resolution, reviewing the Party Committee for the 2020-2025 term, determining the direction and tasks for the 2025-2030 term; giving comments on the Political Report of the 1st Government Party Congress, term 2025-2030; giving comments on the Draft documents to be submitted to the 14th National Party Congress.
At the Congress, comrade Vo Thanh Nam, Deputy Head of the Government Party Committee's Organization Commission, announced the Government Party Committee's decisions on appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term.
According to the Decisions, the Party Executive Committee of the Ministry of Science and Technology for the 2025 - 2030 term consists of 30 comrades; the Standing Committee consists of 8 comrades.
Comrade Nguyen Manh Hung, member of the Party Central Committee, member of the Government Party Executive Committee, Party Secretary, Minister of Science and Technology, was appointed to hold the position of Party Secretary of the Ministry of Science and Technology for the 2025-2030 term.
Comrade Pham Duc Long, Standing Deputy Secretary of the Party Committee, Deputy Minister of Science and Technology and Comrade Tran Thi Nhi Thuy, full-time Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2020-2025 term were appointed to hold the position of Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term.
The Congress also announced the decision to appoint the Inspection Committee of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term; the decision to appoint the delegation to attend the 1st Government Party Congress.

On behalf of the comrades in the Executive Committee, in his acceptance speech, comrade Nguyen Manh Hung, Party Secretary, Minister of Science and Technology, respectfully thanked the trust of the Government Party Committee, of the Party Secretary of the Government, Prime Minister Pham Minh Chinh and the entire Congress.
"We are fully aware of our responsibility and honor when being assigned the responsibility of leading the Party Committee of the Ministry of Science and Technology into a very special period, with a historic mission, contributing significantly to making Vietnam a developed country with high income by the middle of the 21st century," said Minister Nguyen Manh Hung.
According to the Minister, science and technology, innovation and digital transformation must contribute more than 50% of the country's GDP growth. Agriculture has helped Vietnam escape poverty, industry has made Vietnam a middle-income country, but to become a high-income country, science and technology are needed. For the Ministry of Science and Technology, this is a historic moment.
"We promise before the Congress and the Party Committee of the Ministry of Science and Technology that we will do our best to successfully complete the Resolution of the Congress," Minister Nguyen Manh Hung emphasized.
The Congress unanimously voted to pass the Resolution of the 1st Congress of the Party Committee of the Ministry of Science and Technology, term 2025 - 2030. Among them, there are a number of important targets such as: By the end of the term, science, technology, innovation and digital transformation will contribute 5% of GDP; digital economy will reach 30% of GDP.
Complete digital infrastructure and modern science and technology, ensure 100% of the population is covered by 5G, pilot 6G, mobile Internet access speed reaches 200Mbps and fixed Internet reaches 400 Mbps; build 100 innovation centers, of which at least 6 centers reach regional level; build 01 national supercomputing center; postal development integration index is in the top 20 countries in the world.
Put into operation a national technology exchange and an innovative startup capital exchange connecting with at least 10 countries; ensure that 40% of technology research and development results are commercialized or applied in practice; support at least 1,000 science and technology enterprises and 3,000 technology startups.
Complete the national standards system to ensure that 90% of the total standards that need to be issued are met, and the rate of standards in harmony with international standards is 80%; strive for 100% of strategic technology products to have standards and regulations; the number of patent applications from Vietnam to triple, reaching 20 applications per million people.
Effectively implement the atomic energy development program; build a small modular research reactor (SMR), complete the new nuclear research reactor in Dong Nai; fully prepare practical human resources for the Ninh Thuan nuclear power plant.
Train 50,000 engineers in the fields of strategic technology, atomic energy, and standardization; attract 500 international experts and overseas intellectuals to work long-term in Vietnam.
Ensure mastery of at least 70% of strategic technologies, contributing to improving technological autonomy and national competitiveness.
