The launching ceremony was organized in a combination of direct and online forms, connecting from the provincial Social Insurance bridge point to the Social Insurance facilities in the province. Recently, local Party committees and authorities at all levels in the province have paid attention to directing the implementation of social insurance and health insurance policies, contributing to ensuring social security in the area.

As a result, in Ninh Binh province, 680,000 workers participated in social insurance, of which 74,000 participated in voluntary social insurance; nearly 3.5 million people participated in health insurance, reaching nearly 95% of the population. This affirms that the social insurance and health insurance policies have widely spread humanistic values and superiority, contributing to stabilizing the lives of workers and people, ensuring social security and social order and safety in the locality.

However, in the province, there are still more than 1 million people of working age who have not participated in social insurance. The implementation of the goal of universal health insurance by 2030 as directed in Directive No. 52-CT/TW dated October 3, 2025 still faces many difficulties and challenges. At the same time, to complete the target assigned by Vietnam Social Security in 2025, by December 31, 2025, the whole province needs to strive to develop 43,000 more people to participate in voluntary social insurance; 152,000 people to participate in health insurance.

The launching ceremony of Propaganda and Mobilization for People to Participate in Voluntary Social Insurance and Health Insurance is an outstanding propaganda activity in the Month of Mobilizing People to Participate in Voluntary Social Insurance and Health Insurance with the aim of spreading the Party's guidelines and policies and the State's laws on Social Insurance and Health Insurance, contributing to completing the target of Social Insurance and Health Insurance participants in 2025.

At the launching ceremony, the provincial Social Insurance established 233 propaganda groups with 678 social insurance officers, officials and collection support staff to propagate and mobilize people to participate in voluntary social insurance and health insurance in the whole province.
