
To complete the assigned tasks, immediately after the administrative unit merger, the province established a Steering Committee for social housing development and implemented housing support policies for the subjects in the area. Based on the assigned plan and to ensure feasibility when implementing projects as well as meeting actual needs, the province divided the number of apartments to be implemented each year.
To date, the province has allocated land funds for 99 projects, including independent projects and projects within the 20% land fund, to develop social housing in commercial housing projects, including 28 independent social housing projects, 58 social housing projects within the 20% land fund and 13 worker accommodation projects in industrial parks.
From 2021 to October 2025, the province has been, is, and plans to implement 31 social housing projects with about 28,348 apartments. Up to now, 4 projects have been completed with a total of 2,958 apartments, including: Social housing project under the master plan of the Trade Union Institutional Area in Dong Van II Industrial Park with 910 apartments; Social housing project in Dong Van Xanh Urban Area with 372 apartments; Investment project to build a service area, workers' housing in Dong Van IV Industrial Park with 754 apartments; Investment project to build an administrative area, commercial services, and accommodation in Dong Van III Supporting Industrial Park with 922 apartments.
For completed projects, the province requires investors to urgently complete procedures and widely publicize on mass media to proceed with selling and handing over to people as well as to workers in industrial parks for rent to improve the efficiency of social housing.

Mr. Nguyen Huy Cuong, Chairman of the Board of Directors of Thanh Dat Development Investment Joint Stock Company, said: The administrative and commercial accommodation service area of Dong Van III Industrial Park is designed as a spacious administrative and commercial accommodation service complex, not only contributing to increasing the utilities and attractiveness for businesses and investors but also bringing the best quality of life and work for workers when living and working in Dong Van III Industrial Park. The project has been completed and put into use, promoting high service efficiency.
In 2025, Ninh Binh province was assigned to complete the construction of 4,461 social housing units. To ensure the completion of the set target, the province directed localities and units to strengthen coordination, speed up site clearance and project construction; at the same time, pay attention to shortening the time to handle administrative procedures, not issuing regulations that create difficulties and administrative procedures that cause trouble for businesses and people.
Currently, there are a number of projects under construction such as the Social Housing Project in Dong Van Ward; Social Housing Investment Project at plot OCT-01 for officers, doctors, and workers of Viet Duc Friendship Hospital (facility 2 in Liem Tuyen Ward); Social Housing Investment Project at plots CT01 and CT02 for officers and doctors of Bach Mai Hospital (facility 2 in Liem Tuyen Ward); Social Housing Investment Project and Workers' Housing Construction in Le Ho Ward...
Based on the actual implementation of projects, by 2025, the province is expected to complete 4,278 social housing units, reaching 96% of the target assigned by the Prime Minister .
The project to invest in the construction of social housing and workers' housing in Le Ho ward has a land use area of over 12 hectares, with a construction density of 36.57%; population size of about 3,120 people. The scale of construction of social housing - low-rise townhouses has 587 units, 3 floors high; social housing - apartment buildings 15 floors high, about 504 apartments. The total investment of the project is about 1,000 billion VND. In 2025, the project plans to complete about 300 low-rise houses and complete the technical infrastructure and landscape system.
Currently, the project is being invested by the joint venture of Flamingo Hai Tien Co., Ltd. and Hong Hac Dai Lai Joint Stock Company, focusing on highly concentrated resources, ensuring the completion of the set goals, ready to serve workers and low-income workers in Kim Bang Industrial Park and surrounding areas. The project strives to complete all remaining low-rise houses by the third quarter of 2026; high-rise apartment buildings will start construction in the second quarter of 2026 and be completed in the second quarter of 2028, about 3 years ahead of schedule.
According to Flamingo Hai Tien Company Limited, the investment objective of the project is to build a new social housing area, complete workers' housing (technical infrastructure system, social housing area, green trees, combined with urban embellishment). Trading in housing products to meet the housing needs of workers working in industrial parks and beneficiaries of social housing support policies according to regulations.
Recently, the working delegation of the Ministry of Construction visited Ninh Binh to inspect, urge, remove difficulties, and promote the development of social housing in the province. The inspection delegation highly appreciated the attention, direction, and leadership of the province in the development of housing in general and social housing and workers' housing in the recent period.
Based on the results of checking the progress of a number of projects and reviewing each construction project under construction, the Inspection Team assessed: By 2025, Ninh Binh province will basically complete the target assigned by the Prime Minister on social housing construction.
