Improving the effectiveness and efficiency of management.
In Binh Ca commune, the use of digital signatures has become commonplace and an indispensable part of the leadership and management work. Ms. Luu Thi Lan Huong, Chairwoman of the People's Committee of Binh Ca commune, said: “After the merger, the commune's area is larger, and the volume of documents has increased significantly. Thanks to digital signatures, we process work faster and more flexibly. Documents are signed, transmitted, and issued entirely online, saving a lot of time and costs.”
Commune officials also highly appreciate the benefits that digital signatures bring. The process of signing, approving, submitting to leaders, and issuing documents is no longer dependent on time and geographical location. In many cases, commune leaders can sign and approve documents remotely, ensuring that the processing of citizens' applications is not interrupted.
The application of digital signatures in Binh Ca commune also contributes to the transparency of administrative processes. Each step in document processing is recorded and stored in the system, enhancing the accountability of officials and civil servants involved in handling files.
In addition, many remote and disadvantaged communes, which were once considered difficult to implement digital transformation, are now adapting quickly and proactively to the requirements of digital transformation, including the use of digital signatures in public administration.
In Ho Thau commune, a challenging area with complex terrain, there are still 6 villages in areas with poor mobile phone coverage. Mr. Hoang Xuan Hoa, Chairman of the People's Committee of the commune, shared: “Once, I was in a remote village and received a message needing to urgently sign a document. Because I was in an area with poor coverage, I had to move to a place with network connectivity to open my computer, digitally sign, and send it. Even so, the whole process only took a very short time, whereas before, the documents would certainly have to wait until the next day. Thanks to digital signatures, we save many working hours each day; documents are quickly exchanged with the provincial level, and work is processed promptly.”
Synchronize digital signature applications
According to a report from the Department of Science and Technology, to date, 100% of provincial-level departments and agencies have been guided, completed their dossiers, and received new or updated digital certificates, deploying the use of specialized digital signatures for official duties in accordance with regulations. At the commune level, after review, 100% of commune and ward People's Committees have submitted applications for digital signatures to officials at the Public Administrative Service Center, facilitating the digitization of administrative procedures and ensuring synchronized implementation across agencies and units.
The use of digital signatures has transformed traditional working methods, enhancing a sense of responsibility, discipline, and administrative order among officials and civil servants. All operations are performed on the document management and operational software system, making electronic documents easy to check and monitor. Simultaneously, the work process is shortened, administrative costs are saved, and services to citizens and businesses are provided quickly and efficiently.
