Implementing the direction of the Central and the Provincial Party Committee, up to now, localities in the province have urgently completed the arrangement of the framework and personnel plans of communes and wards and reported to the Provincial Party Committee Standing Committee. The arrangement and assignment of civil servants at the new commune level is also associated with restructuring the team, improving the quality of cadres and civil servants to increase the efficiency of the government apparatus, better serving the people and businesses. Along with that, localities have also actively and closely directed the management, archiving of records, digitizing documents, inventorying, controlling, preparing for the final settlement of accounts, assets, and public projects.
Based on the merger from 171 to 54 administrative units, localities have consolidated budget estimates, paid policies and adjusted revenues and expenditures. Some large revenues such as land use fees (except for some special projects) will be decentralized to communes to increase initiative at the grassroots level. By the end of April 2025, all 171 old commune-level administrative units have completed budget settlement. The remaining districts are also urgently completing the work to submit to the district-level People's Council for approval in June.
Along with that, Quang Ninh also ensures necessary conditions such as headquarters, working facilities, software, infrastructure for e-government, and public administration centers to operate the trial mechanism from June 15, 2025. Implementing the direction of the Provincial Party Committee, localities have basically completed the arrangement of headquarters and working facilities for new commune-level agencies. Accordingly, the whole province currently has 376 district and commune-level headquarters. Through review, after rearranging commune-level administrative units and abolishing the district level, 228 headquarters continue to be used, with 148 remaining redundant headquarters. The arrangement of headquarters is carried out in a scientific and reasonable manner, both meeting the working requirements of the staff, civil servants, and public employees, and creating favorable conditions for people to come and handle administrative procedures. Localities have also reviewed and prepared adequate machinery and equipment for work, on the principle of making the most of existing assets, ensuring efficiency, transparency and avoiding waste; upgrading or new investment is only carried out when really necessary.
For surplus assets, the province has developed a roadmap to 2027 and applied two main handling options: Prioritizing the conversion of functions to serveeducation , health, and public interests; transferring to units with the function of managing and exploiting local real estate for effective use, avoiding waste of public assets.
At the same time, the province and localities and units have organized in-depth guidance and training for commune-level cadres, especially cadres in charge of handling administrative procedures in communes after the rearrangement, to help them quickly adapt to the new operating method. Typically, on June 8, the Quang Ninh Provincial Party Committee organized a training session on task deployment for the Secretaries and Deputy Secretaries of the Party Committees of communes, wards and special zones to implement the 2-level local government model. Also on June 8, the Provincial Public Administration Service Center organized a training conference on deploying the one-level Public Administration Service Center according to the 2-level management government model for nearly 400 cadres, civil servants, public employees and workers of the Provincial Public Administration Service Center and 13 branches in localities, reception and result delivery departments of communes, wards and towns.
Organizing training courses to update and supplement knowledge for key staff at the commune level to ensure that the trial operation from June 15, 2025 will be implemented smoothly and systematically. At the same time, creating conditions for the two-level local government model to officially come into operation smoothly and effectively on July 1, 2025, contributing to the goal of further improving the effectiveness and efficiency of local governance, serving the people better and better.
Along with that, Quang Ninh also organized a trial operation of Party agencies, state agencies, the Vietnam Fatherland Front and commune-level organizations starting from June 15, 2025 to study, learn from experience, make timely and reasonable adjustments, and ensure smooth operation when officially operating from July 1, 2025. Quang Ninh Provincial Party Committee also assigned members of the Provincial Party Committee Standing Committee to be responsible for monitoring, supervising and directing the Standing Committees of district, town and city Party Committees to deploy the arrangement of organizational apparatus, resolve complaints and petitions of the people, guide the removal of difficulties and arising problems, and inspect and urge localities in the process of trial operation of new administrative units to ensure progress and requirements set out.
