Previously, many localities had cumbersome press systems with separate press and radio agencies, leading to overlapping functions, waste of resources and difficulty in adapting to modern media trends.
The need for merger
After implementing the merger policy, many localities have pioneered the consolidation of local press agencies and radio and television stations, forming press and media centers. This not only helps reduce operating costs but also facilitates investment in technology, improves content quality and expands readership reach.
For example, in Quang Ninh, the establishment of the Provincial Media Center on the basis of merging Quang Ninh Newspaper, Radio - Television Station and subsidiary publications has helped the locality build a modern, multi-platform media agency. Similarly, Ho Chi Minh City, Da Nang, Thai Nguyen, Can Tho... are also implementing models of integrating the press with the local information and propaganda system to streamline the apparatus, improve the effectiveness of policy propaganda and reflect social life.
In addition to the obvious management benefits, these models also help to enhance content coordination between traditional and modern forms of journalism, promoting digital content production. When information is organized according to a convergence model, the speed of news reporting is faster, the content is more diverse, and readers can easily access it in many forms, from print, radio, television to digital platforms such as social networks and mobile applications.
However, the merger process also poses many challenges, such as the problem of rearranging the staff, reporters, and editors; building a new organizational model; ensuring consistency in propaganda content between different types of press (print, radio, television, electronic newspapers). These challenges require close, flexible direction, suitable for each locality and each type of press.
Orientation for the development of Vietnamese press in the future
In a congratulatory letter to all cadres, members and journalists nationwide on the occasion of the 100th anniversary of Vietnam Revolutionary Press Day, Chairman of the Vietnam Journalists Association Le Quoc Minh emphasized that the press needs to continue to innovate, create, improve the quality of content and form, to meet the increasingly high demands of the public; at the same time, maintain political will and professional ethics, contributing to building a strong and increasingly developed Vietnamese revolutionary press. He also affirmed the important role of digital transformation in the field of journalism: Digital transformation is an inevitable trend of modern journalism. To be successful, it is necessary to start with the mindset of the leader, from building appropriate strategies to implementing effective technology solutions.
In addition, journalist Le Quoc Minh also noted that journalists need to constantly learn and improve their professional skills in the context of rapidly changing technology. The ability to use digital tools, big data, artificial intelligence... is increasingly becoming an important part of modern journalism.
A particularly important point is to maintain the identity and revolutionary character of the Vietnamese press. The press cannot just follow trends and forget its principles and purposes. The press must play a central role in building social trust, refuting false information and spreading positive values.
Speaking at the National Scientific Conference to celebrate the 100th anniversary of Vietnam Revolutionary Press Day, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, affirmed that over 100 years of establishment and development, Vietnam Revolutionary Press has made strong progress in terms of quantity, quality, programs, and content of publications, and has initially mastered modern communication technology. Many press agencies have developed into multimedia press agencies on par with the region and the world, and the team of journalists is increasingly strong, steadfast in political will, good at professional skills, exemplary in professional ethics, and performing well in social responsibilities.
The Vietnamese revolutionary press has always been the Party's sharp ideological weapon, a forum for the people, making an important contribution to the cause of building and defending the Fatherland. In response to the new requirements, comrade Tran Cam Tu emphasized the need to continue to perform well a number of key tasks, namely: The press must closely follow the Party's viewpoints, policies and guidelines, closely follow the breath of life and the times, and regularly and continuously propagate major, important and urgent matters that the entire Party and the entire political system are currently focusing on organizing and implementing. Along with that, it is necessary to actively and resolutely carry out innovation and reorganize the press agency system in the direction of streamlining - compactness - strength, continuing to innovate, improve the quality, attractiveness and persuasiveness in the information and propaganda work of the press system. Each press agency operates in accordance with its principles and purposes in summarizing practical developments in theories on the Party's guidelines and viewpoints and the State's legal policies on publications, platforms and types of press, especially on the Internet and social networks, contributing to protecting, building and developing the country.
To effectively implement the Party's direction on streamlining the press agency system towards streamlining - compactness - strength, in the coming time, press agencies need to actively promote research, exploitation and application of scientific and technological achievements in digital transformation; press associated with administrative reform, building professional press agencies, operating effectively, efficiently, effectively and integrating internationally. Strengthen the presence of revolutionary press on social platforms; master the information and propaganda front in the face of the development of cross-border digital platforms, maintain the brand and position of Vietnamese revolutionary press in the international arena. The Party and State always have high expectations and create the most favorable conditions for the press to perform well its functions and tasks.
Modern but still maintaining revolutionary tradition
Streamlining is not just about reducing the number of contacts or saving costs, but restructuring to become stronger, more effective, more influential and lead public opinion. After the merger, many local press agencies have transformed dramatically. They do not just stop at integrating media platforms but also aim to develop a converged newsroom model, produce multimedia content, and personalize user experiences.
However, in all innovations, the press must maintain its role as the voice of the Party and the State, and a trusted forum for the people. As the late General Secretary Nguyen Phu Trong affirmed: "The Vietnamese revolutionary press must always maintain its revolutionary nature, fighting spirit, humanity, science and honesty."
Lessons learned throughout 100 years of Vietnamese journalism history show that the press cannot stand outside the country's transformation. The more turbulent the period, the more important the role of the press becomes in creating social consensus, spreading positive values, promoting reform and innovation. To do that, the press must be streamlined, but not streamlined in terms of mettle, must be modern but not stray from the traditional core.
Streamlining press agencies is an inevitable step in the process of modernizing and professionalizing the Vietnamese press industry. However, to achieve the goal of "becoming more refined, leaner and stronger", press agencies need to constantly innovate their thinking, improve the quality of their staff, boldly apply technology, develop a convergent newsroom model and maintain the identity and ethics of revolutionary journalism.
According to Chairman of the Vietnam Journalists Association Le Quoc Minh: "The new journey of Vietnamese journalism will still have many challenges, but also open up unprecedented opportunities. Only when we unite to innovate, maintain our principles and transform together, will Vietnamese journalism truly take firm steps in the digital age."
The Vietnamese press will continue to develop in a professional, humane, modern and deeply integrated direction. Streamlining is not only a requirement of administrative reform, but also a stepping stone to gradually build a strong national press, worthy of the glorious 100-year tradition and noble mission in the new era - the era of national development.

Need great political determination, dare to think, dare to do, creative breakthroughs
Officially put into operation from January 1, 2019 on the basis of merging the information and press agencies of Quang Ninh province, after 6 years, the Quang Ninh Provincial Media Center model has made important developments, creating strong changes in the methods of operation, management, administration, maximum application of technology in the process of content production and distribution, actively implementing digital transformation of the press. The establishment of the Quang Ninh Provincial Media Center aims to form a unified media complex, concentrating strength, resources, types of media, optimizing the organizational model and effectively using resources.
Immediately after its establishment, on the basis of the unified press agencies, the Center operated according to the model of "Multimedia convergence newsroom, multi-type reporters, using information technology as the foundation". The Center gradually implemented digital transformation by digitizing all data, computerizing all stages in the "convergence newsroom" model to exploit the power of all types of journalism. In which, printed newspapers are data journalism, in-depth, both a press product and a document of the Party's political and ideological activities distributed to Party cells, Party committees, cadres, Party members and the people. Electronic newspapers, television and radio are multimedia, multi-platform journalism, updating information 24/7, meeting the public's need for quick and timely information.
The Center's "converged newsroom" model has 3 levels (center leaders, department leaders and workers). Accordingly, the "input" production departments are responsible for producing programs for all radio, television, print and electronic media platforms. A reporter or a team of reporters from a news source can produce programs for all platforms. They receive 100% of the royalties for one type of journalism and receive an additional 30% of the royalties when producing for other platforms (up to 4 platforms). Depending on the content of the information, it will be posted on which platform first and which platform later, but must ensure information competition with other press agencies.
From the practical work of leadership, direction and implementation of the Quang Ninh Provincial Media Center model, it can be seen that because this is an unprecedented model, in the implementation process, it is necessary to have great political determination, unity, dare to think, dare to do, dare to take responsibility, dare to innovate for the common goal. When organizing the implementation, it is necessary to be resolute, methodical but cautious, scientific, not perfectionist, while doing, learn from experience and improve on the basis of ensuring efficiency and effectiveness. At the same time, regularly review and monitor the implementation to promptly remove and resolve difficulties or correct limitations and weaknesses.

The Hai Phong City Press and Media Center officially came into operation on March 1, 2025, based on the arrangement and streamlining of the focal points under the two previous press agencies, Hai Phong Newspaper and Hai Phong Radio and Television Station. After more than 3 months of implementation, many lessons have been learned in the process of operating under the new model.
The first is the initiative of the cadres, civil servants and workers of each unit. The initiative in determining the tasks and responsibilities of each individual plays a decisive role in the effectiveness and results of the work of arranging and streamlining the apparatus and simultaneously putting the apparatus into operation. The leaders of the Center and the key staff are all united in the spirit of setting an example, ready to accept assigned tasks, ready to receive the work assigned to the new apparatus while still implementing and completing the work they are undertaking.
The second is to maintain the stability of professional and technical positions in the departments that carry out the core work of the propaganda agency to ensure that communication activities in all forms of press are not disrupted. Maintaining the stability of professional and technical positions helps to exploit the capacity of individuals with many years of experience in performing tasks, while promoting the strengths of each individual in performing professional tasks.
Third, exploiting the capacity and strengths of young staff in assigning new tasks helps promote creativity, flexibility and innovation in performing professional tasks, especially in areas related to the application of science, technology and artificial intelligence.
And an important experience throughout to effectively implement the work of streamlining the apparatus and stably operating the new model is to maintain the spirit of solidarity and consensus among the leadership team, key staff and each collective unit, ensuring high unity in assigning internal tasks and implementing tasks under the direction of the Center's leaders. This creates a foundation to help the model after streamlining, arranging the apparatus to operate stably and effectively.
