Innovation from content to organization

The Dinh Trung Ward Party Committee (Vinh Yen City) currently has over 600 party members, operating in 20 party cells. Previously, the rate of party members participating in activities in residential village party cells was below 70%, due to some young party members working in companies, but now the rate of party members participating in activities is over 98%.

The above achievements are thanks to innovation and creativity in the organization method. Instead of organizing Party activities during the day, many grassroots Party cells in Dinh Trung Ward Party Committee have arranged and scheduled Party activities in the evening. This flexible approach has contributed to improving the quality of Party activities, enhancing the leadership capacity, governance capacity, and fighting strength of the Party organization.

Sharing about the organization of Party activities at Party cells, Secretary of the Dinh Trung Ward Party Committee Hoang Duy Han said: thoroughly grasping the resolutions, directives and instructions of the superiors, the Ward Party Committee has strengthened leadership, guidance, inspection and supervision of Party activities for Party cells in managing Party members participating in Party cell activities, implementing the principles of democratic centralism, self-criticism and criticism, maintaining discipline and order in the Party, ensuring the educational and combative nature of Party cell activities. Accordingly, the Party Committee has assigned Party Committee members to be in charge of Party cells, to promptly grasp the situation and advise the Party Committee, guide and help Party cells improve the quality of activities. At the same time, promote political and ideological education, maintain regular contact with Party members working far away and promote the strength of the entire political system, care for, care for and orientate the careers of Party members.

For Party cells belonging to agencies such as schools, health care , and police, Party activities will be organized during the day. In particular, most of the Party cells in residential villages have switched to organizing Party activities in the evening to suit the schedule of Party members. The time for organizing regular activities of Party cells is regulated by the locality from the 4th to the 10th of each month. Depending on the nature and characteristics of each unit, the Party cell secretary will organize the appropriate time for Party activities. "In reality, after switching to evening activities, Party members in the Party cell have had more time and participated more fully than before, especially young Party members working at companies. Thereby, the awareness and responsibility of Party members have been raised, contributing to improving the quality of activities in the Party cell" - Secretary of the Party Committee of Dinh Trung Ward Hoang Duy Han added.

Strengthen thematic activities

Looking from Dinh Trung, it can be seen that the flexibility and innovation of the content of Party cell activities in a practical direction associated with local realities have contributed to improving the quality of Party cell activities. The rate of Party members participating in activities at Party cells is currently over 98%. The fighting strength of the Party organization and Party members is clearly demonstrated in the discussion and resolution of local work and tasks. Party cell secretaries and Party members spend a lot of time discussing important issues and contents in the village, building specialized resolutions, and having practical and specific solutions. Thereby, the collective intelligence is aroused and promoted, creating a premise for successfully implementing the goals and tasks of socio -economic development in the locality.

Deputy Secretary of the City Party Committee, Chairman of the Vinh Yen City People's Committee Nguyen Viet Phuong said: Determining that improving the quality of Party cell activities is an important solution to consolidate and build grassroots Party organizations, the Standing Committee of the Vinh Yen City Party Committee has quantified the scoring table and evaluated the quality of each meeting for each type of Party cell. Accordingly, the Standing Committee of the City Party Committee has decided to assign members of the Standing Committee, City Party Committee members in charge of sectors, fields, communes, wards, branches, Party committees and with Party cell members to attend the activities of residential area Party cells under the Party committees of communes and wards.

The working group attending the Party cell meeting not only grasped the situation at the grassroots level, but also checked and commented on the content, procedures, minutes recording, and management of the Party cell meeting. Thanks to that, many problems arising in residential areas were promptly resolved. In fact, many solutions proposed by the Party cell were the wisdom of the Party members and members of the working group. Many problems were beyond the Party cell's ability to resolve, such as: Land prices to compensate people, the issuance of land use right certificates and the allocation of service land were still stuck... but during the meeting, there were senior officials attending, understanding the situation better, listening to the voices of the residential areas to advise the senior Party committee to find ways to resolve them, creating more trust with Party members in the Party cell.

To improve the quality of Party cell activities, Vinh Yen has proposed many specific solutions. In particular, it is necessary to continue to raise Party members' awareness of Party cell activities by implementing the scientific and guaranteed process of activities. In particular, it is necessary to strengthen the form of thematic activities. Accordingly, to ensure the Party's profound leadership and avoid boredom and stiffness in Party cell activities, it is necessary to strengthen the form of thematic activities once a quarter; the content of thematic activities is rich and highly effective; the Party cell secretary and the Party cell committee need to think and discuss with professional departments and organizations to select some content to include in thematic activities. Then, assign Party members to prepare the content, the Party cell committee needs to clearly state the purpose, requirements, instructions and provide necessary information documents to the person assigned to prepare the content of the activity.

On the other hand, it is necessary to promote the responsibility of the Party cell committee and the individual Party cell secretary for the activities of the Party cell and Party cell meetings. This is an important factor that determines the quality of Party cell meetings. In addition, the Party cell committee and Party cell secretary must promote their responsibility in preparing to review and evaluate the unit's situation; set out policies and orientations for the future, anticipate situations; assign Party members to implement; inspect, urge, and supervise the implementation of the Party's Resolution in general and of the Party cell in particular...
