Reorganizing party organizations in 18 corporations and 4 state-owned commercial banks

The Politburo and Secretariat agreed on the policy of rearranging party organizations in economic groups, corporations, and state-owned commercial banks.

Maintain the party organization model in 13 state-owned corporations and groups

The conclusion said that at the meeting on October 31, after considering the proposal of the Central Organizing Committee on amending and supplementing Regulation No. 60 dated March 8, 2022 of the Secretariat on party organizations in corporations, general companies, and state-owned commercial banks, the Politburo and the Secretariat agreed on the policy of arranging party organizations in economic corporations, general companies, and state-owned commercial banks.

Specifically, reorganizing the parent company party committees of 18 economic groups and corporations in the direction that the parent company party committees only retain affiliated party organizations in departments, offices, companies, and units under the headquarters and in a number of enterprises and member units with headquarters located in the same area as the headquarters in Hanoi or Ho Chi Minh City.

At the same time, transfer all party organizations in other units and enterprises belonging to economic groups and corporations to be directly under the Party Committees of communes and wards where the units and enterprises have their headquarters.

At the same time, reorganize the 4 Party Committees of State-owned commercial banks in the direction of only retaining the affiliated Party organizations in the departments, offices, companies, and units under the headquarters and the Party organizations in the branches and affiliated units headquartered in Hanoi.

At the same time, transfer all party organizations in other units and branches of state-owned commercial banks to be directly under the Party Committees of communes and wards where the units and branches are headquartered.

Continue to implement the Party organization model in 12 economic groups, corporations, and enterprises with specific characteristics and the Party organization model of the Shipbuilding Industry Corporation, which is currently leading and directing the implementation of the Politburo's conclusion on the dissolution and bankruptcy of enterprises. After completion, the Party organizations of enterprises and member units will be transferred to the direct management of the commune and ward-level Party Committees where the enterprises and member units have their headquarters.

Transfer 30 party organizations in economic groups and corporations to ministries

The Politburo and Secretariat also agreed to transfer 30 party organizations in economic groups, corporations, and state-owned commercial banks directly under the Government Party Committee to the Party Committees of the Ministry of Finance, Ministry of Construction, and State Bank.

The Politburo and the Secretariat agreed to pilot the implementation of Party Committees of economic groups, corporations, and state-owned commercial banks directly under the Party Committees of ministries and ministerial-level agencies with 400 or more Party members that are assigned authority at the grassroots level.

The functions, tasks, powers, and organizational structure of the Party Committee are assigned to superiors based on implementation according to Regulation No. 87 dated October 28, 2022 of the Secretariat.

In the immediate future, maintain the grassroots party organizations in enterprises and member units of the party committees of economic groups, corporations, and state-owned commercial banks when they are transferred to be directly under the party committees of ministries and ministerial-level agencies.

The Politburo and Secretariat also agreed to transfer party organizations in local state-owned enterprises that are under the direct control of local Party committees to the Party committees of communes and wards where the enterprises, units, and branches are headquartered.

The Politburo and the Secretariat assigned the Government Party Committee, provincial and municipal Party Committees to implement the above contents; complete before December 31, and report the implementation results to the Politburo and the Secretariat before January 5, 2026 (via the Central Organizing Committee).

The Politburo also decided not to amend or supplement Regulation No. 60 dated March 8, 2022 for the time being; assigned the Central Organizing Committee to continue researching and advising the Secretariat to issue Regulations on Party organizations in state-owned enterprises to replace Regulation No. 60 to ensure consistency and conformity with the Politburo's resolution on the state economy and the arrangement of state-owned enterprises.
