Prepare carefully the organizational plan.
Directive 46-CT/TW established 5 key requirements: improving the quality of human resources, innovating negotiations, standardizing operations, ensuring security and communication, and strictly controlling discipline in all organizational solutions. These contents were analyzed in depth at the Conference through important reports presented.

In the group of personnel contents, the spirit of “not lowering standards for the sake of structure” and “not letting political opportunists slip through” is set as a consistent principle throughout the entire election preparation process. Candidates, whether National Assembly or People’s Council deputies, must fully meet the standards, ensuring that they are truly representative in terms of quality, prestige and capacity.
The 2026 - 2031 term has many new points in terms of the structure of delegates and organizational apparatus, especially when Resolution 106/2025/UBTVQH stipulates that each Committee of the People's Council at the commune level is calculated to have an average of 2 Vice Chairmen, giving the authority to the Standing Committee of the Provincial People's Council to decide based on population size, urban classification and actual conditions. At the same time, the People's Council at the commune level is arranged to have full-time delegates for the positions of Chairman of the People's Council, Vice Chairman of the People's Council, Head of the Committee and Deputy Head of the People's Council Committee.
An important technique is that if the Head of the People's Council is assigned to work full-time, the number of Deputy Heads must be reduced accordingly; while Article 8 of this resolution stipulates that each committee of the People's Council at the commune level is calculated on average to have one Deputy Head who is a full-time People's Council delegate. That forces localities to carefully prepare the organizational plan, ensuring consistency between Resolution 106 and the Law on Organization of Local Government - which defines the Deputy Head of the People's Council at the commune level as a full-time delegate. Harmonious, non-overlapping and legal calculations become mandatory requirements before the election.
Along with that, when planning the structure and quantity, the Standing Committee of the People's Council also needs to closely follow Resolution 107 of the Standing Committee of the National Assembly on the structure, composition and allocation of candidates for People's Councils at all levels - considering this as the basis for localities to develop personnel plans to ensure "the right people, the right jobs, the right locations". In the requirements on the structure and composition of candidates for the People's Council deputies for the next term, the general spirit is emphasized to ensure broad and substantial representation and to correctly reflect important social groups in local political life. The proportion of women must reach at least 35% in the official list of candidates and strive for about 30% of elected deputies.
Along with that, the structure of non-Party members striving to reach no less than 10% in the official list clearly demonstrates the need to expand democracy, increase diversity in the People's Council forum, thereby contributing to a more objective reflection of the legitimate interest groups of voters. In particular, the proportion of young people under 40 years old is oriented to reach 15% or more, showing a strong determination in creating a source of successor cadres, adding new vitality and new thinking to the activities of elected bodies. These are not only mechanical indicators but also a measure of organizational capacity, a commitment to innovation to improve the quality of People's Council representatives at each level in the context of increasingly high requirements for local development and governance.

Increase real choice for voters
In the consultation content group, the report of the Central Committee of the Vietnam Fatherland Front emphasized the need to comprehensively reform the three-round consultation process according to Articles 38, 39, 43, 44, 48, 49 of the Election Law and detailed regulations in Resolution 101/2025/UBTVQH. The focus is to make each step in the process "transparent - democratic - substantial": candidate profiles must be fully publicized; the collection of opinions from voters at the place of residence must be true to nature; the process of verifying political history, interest relationships, and asset declaration must be conducted strictly, with accountability to the end. The legitimacy of candidates, accordingly, is established from objective verification, not just from the organization's introduction.
An important highlight of Resolution 101 is the mandatory balance in all three rounds of consultation. The list of candidates for the National Assembly in each constituency must have at least 2 more people than the number of elected representatives; the list of candidates for the People's Council must ensure a minimum balance of 2 people if 3 representatives are elected and at least 3 people if 4 or more representatives are elected. This provision aims to increase real choices for voters, avoid the situation of "equal numbers" and avoid imposing structures.
For the residential voters' conference, Resolution 101 requires it to be held between February 4 and 8, 2026, in villages and residential groups. In places with less than 100 voters, a general conference must be held and at least 50% of voters must attend; in places with 100 or more voters, a general conference or household representatives can be held, but there must be at least 55 voters. Verification of information reflected by voters must be completed no later than February 8. Those who do not gain more than 50% of the trust of the residential voters will not be included in the third consultation list, except in special cases that are fully explained for the conference to consider.
Concluding this group of contents, the representative of the Fatherland Front said that the 2026 consultation process is the “highest level of refinement ever”, requiring agencies and units to have a firm grasp of the documents, make detailed plans for each day and each week, and coordinate between levels. The seriousness in consultation will be an important “filter” to select those who are truly worthy to participate in the National Assembly and People’s Councils at all levels.
