The ultimate goal is to successfully hold the first election of the new era.

With the participation and direction of General Secretary To Lam, the chairing of National Assembly Chairman, Chairman of the National Election Council Tran Thanh Man, the participation of leaders of central agencies and the entire election organization system from the central to the grassroots level, the Conference tomorrow morning has a particularly important meaning: marking the transition from the stage of preparing the political and legal foundation to implementation, entering into specific procedures to organize the election nationwide.

The election work has been prepared very early, methodically and carefully. Since May 2025, the Politburo has issued Directive 46-CT/TW identifying 6 key groups of tasks. On that basis, the National Assembly , the National Assembly Standing Committee, the National Election Council, the Government, the Central Committee of the Vietnam Fatherland Front... have urgently completed and issued a system of resolutions, plans, directives, and detailed instructions, creating a solid "institutional foundation", helping the election process take place transparently and consistently.

According to the program, at the Conference tomorrow morning, the leaders of the Central Organizing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, the Ministry of Home Affairs , and the National Election Council will directly: disseminate the Politburo's Directive on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term, the Prime Minister's Directive on election work; disseminate the Guidelines on personnel work for deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; introduce the process of steps for consultation, selection, and introduction of candidates for National Assembly deputies, candidates for People's Council deputies, and the organization of conferences to collect voters' opinions; provide professional guidance on election organization work; Introduce the election implementation plan and answer any questions (if any)... Thereby, ensuring that all localities, agencies, organizations, and officials participating in the election organization "understand correctly, do it correctly", closely follow the direction of the Central Committee and resolutions, directives, and instructions of central agencies.

Tomorrow morning's conference, therefore, is also a conference to unify will and action throughout the entire political system with the highest goal: to successfully organize the first election of elected representatives when the country enters an era of growth with new and higher requirements and demands on the capacity and qualities of representatives.

After the Conference, there is still a huge amount of work to be done. In particular, as required by the Chairman of the National Assembly and Chairman of the National Election Council Tran Thanh Man, it is necessary to ensure that all legal requirements and work are completed in full, on time, and in a synchronous manner; and absolutely not to allow procedural errors that affect the right to vote and run for election. The implementation stage will determine the success of the election, so special attention must be paid to a number of issues.

First of all, the election must elect enough numbers and the elected people must be truly representative, virtuous, talented, healthy, properly structured, and of guaranteed quality. In his speech at the 1st Congress of the National Assembly Party Committee for the 2025-2030 term, General Secretary To Lam "sketched" the image of the people's representative: must truly be a loyal representative of the people's will and aspirations, have steadfast political will, pure morality, deep expertise, good parliamentary skills; must maintain close and regular contact with voters, listen to their thoughts, honestly reflect them in the parliament, and at the same time be subject to the people's supervision.

These requirements require that the process of consultation, selection, and introduction of candidates for the National Assembly and People's Council, and the organization of conferences to solicit voters' opinions on candidate introductions, must ensure democracy, objectivity, transparency, and accuracy. Those who organize and evaluate candidate profiles must uphold a high sense of responsibility, avoid all manifestations of deference, avoidance, or formality; and put the interests of the nation, the locality, and the people above all else.

Along with the personnel requirements, every step in the election organization process must achieve a higher level of professionalism and standards. “Clear people, clear work, clear deadlines, clear results, clear responsibilities” is not only a principle but must become a consistent working method. The creation of voter lists, information verification, complaint settlement and voting organization must be absolutely accurate in terms of procedures, ensuring that citizens’ rights to vote and run for election are fully implemented according to the law.

A highlight of this election is the first application of synchronization of population data and VNeID identification in voter list creation, integrating information on VNeID for candidates. This is a substantial step forward in digital transformation, contributing to reducing errors, improving transparency and reducing inconvenience for people. The spirit of "taking voters as the center", as directed by the Chairman of the National Assembly, Chairman of the National Election Council Tran Thanh Man, must continue to be concretized by technology, by the responsibility of each level and each person working in the election.

At the same time, it is necessary to focus on ensuring political security, cyber security and social order. The authorities need to proactively grasp the situation, promptly detect and handle acts of distortion and incitement that affect voters' confidence and the organization of the election.

The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is not only a political and legal event every five years. This is also an opportunity for the entire political system to affirm its organizational capacity, coordination efficiency and discipline. General Secretary To Lam, in his closing speech at the 13th Central Conference, especially emphasized the need to carefully prepare for the election, especially "reviewing the legal framework and procedures; ensuring democracy, discipline and transparency; proactively planning personnel and organization, so that the election is truly a broad political activity, strengthening people's trust".

The success of the election is not only measured by the voter turnout rate, by the election of enough representatives, but above all by the quality of the representatives, by the trust that each voter has placed in his or her ballot: trust in a strict socialist rule of law state, a renewed National Assembly and People's Council, and a team of representatives who truly represent the people's intelligence and aspirations for development in the new era. The organization of the election from this point onwards must therefore be strict, democratic, objective, and transparent in every step, every task, and every link of the process.
