National conference to disseminate the Politburo's Directive and deploy election work: Part 1: Sounds of election day

From the place where the will and intelligence of the whole country converge, the “sounds” in preparation for the National Festival - Sunday, March 15, 2026 - have been raised, recalling the historic election seasons and affirming the stature of a new period. That is, building a rule-of-law State of the People, by the People and for the People.

Echoes from the first election season

There are historical moments that, despite nearly eight decades, still retain their evocative power. The national atmosphere of thoroughly implementing the Politburo 's Directive, implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term on the morning of November 15, seemed to recall the spirit of the 1946 National Call to Vote - the first election season of an independent Vietnam. Just one day after reading the Declaration of Independence, in the first meeting of the Provisional Coalition Government on September 3, 1945, President Ho Chi Minh "requested the Government to organize as soon as possible a General Election with universal suffrage", because that is the foundation of a democratic country, where power must belong to the people.

The message he conveyed in the article “The Meaning of the General Election” published in the newspaper Cuu Quoc No. 130 is still like a bright flame: “General election means freedom, equality, democracy, and solidarity.” That is both the manifesto of a newly born democracy and the source for all future election seasons - even when the country enters the era of innovation and deep integration, and is now the stage of building a modern, streamlined, efficient, effective, and efficient socialist rule-of-law state.

From the echoes of that history, the Dien Hong Hall seemed to resonate with a lasting message: following tradition, continuing to innovate, continuing to put the people at the center of all power institutions. The reports presented at the Conference delved into the core issues: Directive 46-CT/TW of the Politburo; Directive of the Prime Minister ; personnel guidance; consultation process; plan of the National Election Council; election organization procedures; and resolving outstanding issues. All of these created a "master plan" for the 2026 election - an election that sets very high standards in terms of democracy, rule of law, and quality of representatives.

Directive 46 emphasizes the vital task: not lowering standards for the sake of structure, not letting in political opportunists, power-hungry, dishonest people, or allowing corruption and negativity to occur. At the same time, ensuring a reasonable structure, increasing full-time representatives; paying attention to women, youth, ethnic minorities, intellectuals, businessmen, workers and farmers - the faces that are creating the vitality of the country. Notably, the Directive also establishes a key requirement: electing enough but focusing on quality, not chasing after quantity as a formality. Each representative must truly represent the will, aspirations and mastery of the people.

Along with personnel work are tasks that cannot be overlooked, such as developing plans to ensure security and order; handling complaints and denunciations; proactively responding to natural disasters and epidemics; preventing all acts of taking advantage of democracy to sabotage elections. Because true democracy must go hand in hand with discipline, law and safety. All of these contents, when combined, create a spirit of close, methodical preparation and high leadership for all levels and sectors on the eve of the National Festival.

To let the people truly be the owners of the ballots

One point emphasized at the Conference - and always consistent during the election season - is the appointment of the election on Sunday. This seemingly simple thing fully demonstrates the philosophy of true democracy. That is, it is most convenient for voters: the majority of people have time off from work, no one is hindered from voting because of work, creating national convergence: all people participate in the same rhythm, creating a true "National Festival". Finally, it is to maintain stability through many legal terms: ensuring transparency, synchronization, and unity.

Mr. Pham Van Hoa - a veteran, an elderly voter attending the commune-level bridge in Ha Tinh was moved: to have the right to vote, our people, our ancestors had to sacrifice blood and bones, so for anyone who has been through war, the right to vote is very sacred. If you pay attention, you can see that since the founding of the country until now, through 15 elections and preparing for the 16th time, there has never been an election that the National Assembly did not set on Sunday. On Sunday, people have a day off to exercise their sacred rights and duties, irreplaceable rights, it is the honor of a free citizen, to be the master of the country.

In 2026, Sunday, March 15, was chosen as the ideal time: close enough to continue the momentum of the 14th Congress, enough for all levels and sectors to carefully prepare every smallest detail of the election work - from personnel, consultation, propaganda, professional training to security and logistics plans. Immediately after this Conference, the tasks that had to be implemented immediately were "activated": establishing Election Committees in each province, city, commune, ward, and special zone; developing detailed plans down to the commune level; reviewing the expected personnel structure according to the correct principles; stepping up propaganda so that each voter understands their rights and obligations; consolidating plans to ensure security and safety at the highest level.
