
A proposal that has attracted public attention in the draft Law on Tax Administration (amended) is to use 0.1% of value added tax (VAT) revenue to benefit taxpayers.
Specifically, this money will be used to implement measures to encourage consumers to get invoices when purchasing goods and services; and to reward consumers who report businesses that do not create and deliver electronic invoices.
According to experts, international experience shows that programs to encourage invoice collection help reduce the loss of value added tax significantly, especially in the small business sector, small business households and retail services. The State not only manages VAT well but also corporate income tax and other taxes related to the production and business activities of enterprises.
When consumers ask for invoices, sellers are forced to issue them to maintain their reputation and relationships. This is a natural, gentle method that helps transform the market from "underground transactions" to transparent transactions.
Although 0.1% of VAT revenue is small, it can create a strong ripple effect, changing the entire market culture.
