Conclusion of the Politburo and Secretariat on building administrative unit standards

Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 212-KL/TW (dated November 18, 2025) of the Politburo and the Secretariat on the orientation for developing standards of administrative units, classifying administrative units and classifying urban areas.

Conclusion stated at the meeting on November 14, 2025, considering the Government Party Committee's Submission on the Project on standards of administrative units, classification of administrative units and classification of urban areas (Submission No. 03-TTr/DU, dated October 17, 2025), the Politburo and the Secretariat concluded as follows:

The Politburo and the Secretariat basically agree with the Government Party Committee's Report. This is a very important issue for planning and strategic planning, as a basis for promulgating mechanisms and policies suitable for the classification of administrative units and urban development in the future, meeting the requirements of national development, improving the efficiency of modern government administration, serving the people; it is necessary to research, inherit and innovate the thinking of building a system of standards for administrative units, classifying administrative units, classifying urban areas with a long-term, comprehensive, and stable vision with the goal of sustainable development, strict, modern, smart urban management and promoting digital transformation, meeting the requirements of national development and international integration.

2. Carefully review and evaluate the impacts and quality of urban areas and administrative units to develop clear, scientific, and appropriate standards and criteria, ensuring consistency and stability after restructuring the apparatus in the political system; urgently complete the criteria for classifying administrative units and urban areas, especially administrative units with special factors and characteristics of historical and cultural relics, scenic spots, in line with urban development trends, ensuring the environment, landscape, architecture, optimizing the connection of services, technical infrastructure, and synchronous linkage and interconnection between urban areas and administrative units. Urgently arrange cadres with management capacity, professional skills, and deep expertise for the commune level; develop policies and regimes suitable for each type of administrative unit; Continue to improve decentralization of management, promote the effectiveness of two-level local government to attract investment, meet the goals of development creation, improve people's lives; ensure the maintenance of political and social stability, strengthen national defense and security, and at the same time promote the integration capacity of urban administrative units.

3. Assign the Party Committee of the National Assembly to lead and direct the issuance of a Resolution on standards of administrative units and unified and synchronous urban classification of the legal system to develop urban areas in accordance with the two-level local government and the general trend (to be completed in November 2025). In which, urban areas are determined on the basis of development space, nature, function, role and position in the national urban system, not limited to urban areas being an administrative unit; in the case of establishing a new ward on the basis of a commune formed from the arrangement of previous towns, it must meet the standards and criteria in accordance with regulations.

4. Assign the Government Party Committee to lead and direct competent agencies to continue reviewing and perfecting legal documents regulating standards of administrative units, classifying administrative units and classifying urban areas scientifically, synchronously, consistently, and in accordance with new conditions (to be completed in November 2025); at the same time, do a good job of propaganda so that cadres, party members and people clearly understand the goals and meanings, creating consensus in organizing and implementing./.
