During the historic days of April, a reporter from the People's Representative Newspaper had a conversation with the Standing Deputy Secretary of the City Party Committee and Chairman of the People's Council of Can Tho City, Pham Van Hieu, about the story: "Can Tho City after 50 years of transforming from a difficult land to a central urban area of the Mekong Delta."
Reporter: During the historic days of April, many activities took place across the country to celebrate the 50th anniversary of the Liberation of the South and National Reunification. Can Tho City, the central city of the Mekong Delta, also had many activities and projects to celebrate this important event?
- Joining the joyful and excited atmosphere of the people of the whole country welcoming the heroic atmosphere of the historic April days, celebrating the 50th anniversary of the Liberation of the South and the reunification of the country, Can Tho city organized meetings and many meaningful activities to express deep gratitude to the Party leaders, heroic martyrs, families with meritorious services to the country, heroic Vietnamese mothers, war invalids and sick soldiers..., propagating andeducating traditions for the young generation of the city today, at the same time organizing many projects and tasks to celebrate the 50th anniversary of the Liberation of the South and the reunification of the country, notably:
Can Tho City solemnly organized the 50th Anniversary of the Liberation of the South and National Reunification with the theme: "Can Tho - Continuing the heroic spring epic", organized high-altitude fireworks display, aiming to recreate the historical spirit, arouse national pride and self-esteem over 50 years of construction and development, creating a joyful and exciting atmosphere; organized a visit to the city's Martyrs' Cemetery, Uncle Ho's Monument; organized cultural, artistic and sports programs, gratitude activities such as meetings, visits and gift giving to families with meritorious services, people with revolutionary contributions, poor households, households in difficult circumstances, started construction and repair of gratitude houses, great solidarity houses; upgraded the city's Martyrs' Cemetery; organized seminars, meetings with historical witnesses, organized poetry composition contests, exhibited literary and artistic activities, decorated green, clean and beautiful street landscapes and many other meaningful and practical activities.
In particular, the city completed the goal of eliminating temporary and dilapidated houses for poor households, near-poor households, and households with revolutionary contributions in the area with the number of newly built and repaired houses being 1,066, with a total implementation cost of 61.7 billion VND, of which 40.7 billion VND was mobilized from social resources. In addition, the city has many projects and works to celebrate the 50th anniversary such as the opening of Vinmec Can Tho General Hospital, starting the first secondary factory Bestway in VSIP Can Tho Industrial Park with a total investment of nearly 300 million USD, granting investment certificates and breaking ground for the Aeon Mall Can Tho Commercial Center Project with a total investment of nearly 230 million USD... These are meaningful projects and works attracting non-budgetary investment, promising to make important contributions to the city's socio-economic development in the coming time.
Reporter: After the day the North and South were united, localities focused on socio-economic development, including Can Tho City. As a son and an official who grew up in Can Tho, how do you feel about the changes and development of the city after 50 years of national reunification?
- Through 50 years of construction and development with the whole country, despite changes in administrative boundaries and different names, each period is an important milestone affirming new progress. Up to now, Can Tho has transformed spectacularly from a purely agricultural city to a key economic and cultural center of the Mekong Delta.
With the strategic position and central role of the Mekong Delta, over the past 50 years, especially over 20 years under the Central Government, with the spirit of proactiveness, positivity, solidarity, creativity, upholding the will of self-reliance, self-strengthening to overcome difficulties and challenges, the Party Committee, government, army and people of the city have promoted all potentials and strengths, strived to build and develop the city, achieved very important achievements in all fields, changing the face of the city. From a difficult area, a low starting point, but over the past 50 years, the socio-economy has continued to develop; the scale of the economy has been expanded; the economic structure has shifted positively in the right direction. Mobilizing social resources for investment in building socio-economic infrastructure has increased.
The urban technical infrastructure system has been invested in the direction of a central, civilized and modern urban area; the urban appearance has clearly improved, many important infrastructure works have had an impact on promoting the development of the city and the whole region such as: Can Tho Bridge, Can Tho International Airport, Cai Cui Port, O Mon Thermal Power Center, Bon Tong - Mot Ngan traffic route, National Highway 91B, National Highway 61; important traffic projects through Can Tho city such as: My Thuan - Can Tho Expressway, North-South Expressway project in the East, Can Tho - Ca Mau component project, Chau Doc - Can Tho - Soc Trang Expressway project, Western belt road project... are being accelerated to be implemented, contributing to further perfecting the traffic system, opening up a new and stronger development space for the city in the coming time.
The cultural and social fields have been constantly developing in both breadth and depth. Social security work has been well implemented; the material and spiritual life of the people has been constantly improved and raised. National defense and security have been firmly ensured. The work of Party building, building the political system, preventing and combating corruption, negativity and waste has been well implemented, achieving many important results; the administrative apparatus has been innovated towards streamlining, operating effectively and efficiently. Foreign affairs have been expanded and strengthened.
The city's position has been increasingly affirmed and enhanced, creating many favorable opportunities and development motivations for the city in the period of promoting industrialization, modernization and international integration. It can be affirmed that the achievements in the past time are the crystallization of creativity, the result of a process of persistent and continuous efforts through many terms of the Party Committee, government, army and people of Can Tho; these results create an important premise and foundation for the city to continue to develop strongly, quickly and sustainably in the coming time.
Reporter: The country is independent, the South is completely liberated, the army and people of Can Tho have sacrificed and suffered a lot. Could you tell us how the work of taking care of families with preferential treatment and educating the younger generation to imbue them with the moral of remembering the source of water has been carried out recently?
The Party Committee, government and people of the city are deeply aware that today's achievements have been built with the sweat, tears and blood of many generations of compatriots and comrades of the city and the whole country.
Imbued with the morality of "When drinking water, remember its source" and "Repaying gratitude", in recent times, along with the task of socio-economic development, the implementation of the work of caring for policy families has been directed and implemented by the Party Committee, the government, all levels, sectors and the people of the city with a high sense of responsibility, mobilizing maximum social resources, and has achieved many important results. The activities of "Repaying gratitude", caring for people with meritorious services, policy families, poor households, and households in difficult circumstances, have truly become a widespread movement among all classes of people, social organizations, all levels, sectors, localities and enterprises with many diverse forms, many specific and practical tasks, are regular tasks of all levels, sectors and the whole society, and have become a cultural beauty in social life.
The city fully implements policies and regimes for policy families and meritorious people such as monthly subsidies and allowances and medical and educational support regimes, provision of orthopedic devices, rehabilitation, housing improvement, etc.; promoting the fine traditions of the nation, every time Tet comes, the city allocates the budget to implement Tet policies for the subjects in a timely and complete manner according to regulations; organizes many activities to mobilize social resources to take care of people with meritorious services to the country, poor and near-poor households, people in difficult circumstances, and social protection subjects, ensuring that each person and each family has the conditions to enjoy Spring and celebrate Tet.
In addition, during holidays, Tet, and major anniversaries of the country, the city and localities organize many delegations to visit, give gifts and encourage typical families of policy beneficiaries, especially war invalids and sick soldiers, etc., so that no person with revolutionary contributions is left without gratitude and care.
The propaganda and education work for the younger generation to imbue them with the morality of drinking water and remembering its source, showing gratitude, etc. has been paid attention to and well implemented by the Party committees, authorities, and organizations at all levels of the city; especially the propaganda and education work on revolutionary ideals, ethics, and lifestyle for the younger generation, students, and university students, has been carried out in many diverse and practical forms, suitable for each target group, such as: organizing meetings and exchanges with veteran revolutionary cadres and war veterans, organizing marches to the source, to red addresses, historical and cultural relics, visiting Can Tho Museum - where many artifacts from the resistance war are preserved, organizing the cleaning of martyrs' cemeteries, memorial steles, etc., with the participation of children from preschool to high school, university, union members, and young adults.
Thereby, raising awareness and understanding of the students about the revolutionary history of their homeland and country, the sacrifices of previous generations in the resistance wars to protect the Fatherland, contributing to nurturing patriotism, national pride, sense of responsibility, and determination of young people to act in building and protecting the Fatherland.
Reporter: After 50 years, Can Tho City has left many marks on the path of socio-economic development. In order for those marks to continue to be more prominent on the socio-economic development map of the country, what key policies does the Can Tho City Party Committee need to make to fully exploit its potential and strengths, take advantage of the special mechanisms of the National Assembly, and develop Can Tho City further?
The City Party Committee has identified key and breakthrough tasks that need to be focused on leading, directing and organizing synchronous and effective implementation, determined to realize the goal by 2030 of Can Tho being an ecological, civilized and modern city imbued with the cultural identity of the Mekong Delta; being the regional center for trade services, tourism, logistics, processing industry, high-tech agriculture, education and training, specialized healthcare, science and technology, culture and sports; being the core urban area of the Mekong Delta; the material and spiritual life of the people reaching a high level; the Party organization and political system being clean and strong; national defense and security being firmly ensured" according to Resolution No. 59-NQ/TW of the Politburo, specifically:
- The city focuses on leading and directing with a spirit of determination and determination to continue to reorganize the apparatus of the political system in accordance with the policies, principles and regulations of the Central Committee, the City Party Committee and the situation and requirements of the city's political tasks. Focus on directing the serious and effective implementation of the Conclusions of the Central Executive Committee, the Politburo and the Secretariat on reorganizing the apparatus of the political system; develop a Project to reorganize and merge provincial-level administrative units according to Resolution No. 60-NQ/TW of the 13th Party Central Executive Committee.
Up to today, Can Tho city, Soc Trang province and Hau Giang province have held People's Council meetings and have passed a resolution to unify the plan to merge provincial-level units, establishing Can Tho city directly under the Central Government on the basis of merging administrative units of Soc Trang province, Hau Giang province and Can Tho city.
With the expanded development space, Can Tho city will exploit and maximize the efficiency of resources, invest in construction and development of economic and social infrastructure, especially transport infrastructure, in a civilized and modern direction, develop roads and inland waterways, connect with sea routes, develop into an important logistics center, connect deep-water seaports, create favorable conditions for transporting goods, attract investment, develop coastal industrial parks, promote economic restructuring from agriculture to industry and services, create favorable conditions for Can Tho to truly become a comprehensive economic development center of the Mekong Delta and the whole country.
- Implement well the planning work, effectively manage the planning, with socio-economic infrastructure, on the basis of exploiting and promoting the highest potentials and advantages of the 3 localities (Can Tho city, Hau Giang, Soc Trang after the merger), especially the synchronous transport infrastructure, with regional and inter-regional connectivity, which is being urgently focused on building and developing, associated with the strong and effective application of achievements in science and technology development and digital transformation in all areas of social life, contributing to creating a solid foundation for the city to promote its role as a driving force for regional development and an important hub for intra-regional and international transport.
- Focus on promoting administrative reform, strongly improving the investment and business environment, associated with breakthroughs in science and technology development, innovation, digital transformation, artificial intelligence; focus on screening and developing high-quality human resources with political will, sense of responsibility, dynamism, creativity, daring to think, daring to do, daring to take responsibility in deploying and performing tasks.
