On May 8, in Hanoi, Deputy Minister of Health Tran Van Thuan, Chairman of the National Medical Council chaired the workshop "Further improving patient rights in diagnosis and treatment".
At the workshop, Deputy Minister Tran Van Thuan said that by the end of 2024, 9/19 key health indicators had exceeded the 2025 target. The rate of people participating in health insurance (HI) reached over 94% of the population, helping to significantly reduce the cost burden for patients.

However, Deputy Minister Tran Van Thuan also frankly pointed out that currently, the rights of patients in the diagnosis and treatment process still have shortcomings. Some medical facilities are still overloaded, waiting times are long, and hidden costs still exist. Although the health insurance policy has made progress, in the context of constantly developing medical technology, the list of drugs, supplies and techniques covered by health insurance needs to continue to be updated so that patients are not left behind due to financial barriers.
According to Deputy Minister Tran Van Thuan, one of the major breakthrough orientations recently emphasized by General Secretary To Lam is: "Strive for each citizen to have a periodic health check-up at least once a year and move towards free hospital fees for all people."
These are specific, humane goals that clearly demonstrate the superiority of our regime and the political determination to build a health system that serves the people. Therefore, the health sector has determined that the roadmap for 2026-2030 and 2031-2035 will focus on synchronously implementing key tasks to gradually realize these two major policies.
“This is a long journey, requiring steady steps, but it is also a great opportunity for us to transform the health system from disease care to health protection, from passive to proactive, while improving the real rights of patients,” Deputy Minister Tran Van Thuan emphasized. At the same time, he said that the health sector is aiming to amend the entire Law on Health Insurance, to specify some contents, focusing on medical examination and treatment for people, especially medical examination and treatment to screen and detect early some dangerous diseases, moving towards free medical examination and treatment for people.
