We will seek opinions on establishing sub-zones in the two special economic zones of Phu Quoc and Kien Hai.

Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, instructed the Department of Internal Affairs to urgently finalize the draft regulations on the organizational structure of the political system and the functions, tasks, and powers of the governments of the special zones: Phu Quoc, Kien Hai, and Tho Chau; and to promptly submit it to the Provincial People's Committee for consultation with the Government and the Standing Committee of the Provincial Party Committee.

On the morning of December 15th, Mr. Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, chaired a meeting of the Provincial People's Committee to discuss several key issues. Attending the meeting were Mr. Le Trung Ho, Vice Chairman of the People's Committee of An Giang Province, and Ms. Nguyen Thi Minh Thuy, Vice Chairman of the People's Committee of An Giang Province.

Phu Quoc is expected to have 7 sub-districts.

At the meeting, the People's Committee of An Giang province gave opinions on the following contents: a report on the implementation of administrative judgments and decisions resolving complaints issued by the People's Committee that are in effect in An Giang province; and a draft regulation on the organizational structure of the political system and the functions, tasks, and powers of the governments of the special zones: Phu Quoc, Kien Hai, and Tho Chau.

Reports on the organization of the An Giang Provincial Delegation to the 11th National Emulation Congress; draft submission and resolution on land price list for 2026 in An Giang province; report on the progress of implementing the conclusions of the Central Inspection Committee ; report on the selection of the tourism logo and slogan for An Giang province.

According to the draft regulations on the organizational structure of the political system and the functions, tasks, and powers of the governments of the special zones: Phu Quoc, Kien Hai, and Tho Chau, the Phu Quoc Special Zone has a natural area of ​​575.29 km² and a population of 157,629 people, comprising 51 neighborhoods and 585 self-governing residential groups. The organizational structure of the political system in the Phu Quoc Special Zone, including the Party and mass organizations, will remain essentially unchanged from the current structure.

Nguyen Hoang Thong, Director of the Department of Internal Affairs of An Giang province, reported on the content of the draft regulations on the organizational structure of the political system and the functions, tasks, and powers of the governments of the Phu Quoc, Kien Hai, and Tho Chau special zones.

Regarding the administrative structure in the Phu Quoc Special Economic Zone, it is planned to establish 8 specialized departments (an increase of 3 compared to the current number, including: Internal Affairs; Inspection and Justice; Education and Health) and 7 sub-districts, including: Duong Dong (current administrative boundaries of the former Duong Dong ward); An Thoi (current administrative boundaries of the former An Thoi ward); Bai Thom (current administrative boundaries of the former Bai Thom commune); Cua Can (current administrative boundaries of the former Cua Can commune and the former Ganh Dau commune); Cua Duong (current administrative boundaries of the former Cua Duong commune); Duong To (current administrative boundaries of the former Duong To commune); and Ham Ninh (current administrative boundaries of the former Ham Ninh commune).

Each sub-district will have a Party Committee, a Fatherland Front, and mass organizations, and two subordinate departments: a socio-economic department (equivalent to a departmental level within a provincial-level agency); and a grassroots security and order department (equivalent to a departmental level within a provincial-level agency). Each sub-district will have the following positions: Sub-district Head and Deputy Sub-district Heads. Each department will have a Department Head and Deputy Department Head.

The sub-district operates under a hierarchical system, ensuring the principle of democratic centralism and is under the direct and comprehensive leadership of the Chairman of the People's Committee of the special administrative region; it coordinates closely with the departments and agencies of the special administrative region in its operations, and is also subject to professional guidance and inspection from provincial-level agencies.

Regarding staffing, the current number of officials, civil servants, and public employees in the Phu Quoc Special Economic Zone will be maintained. At the same time, the number of provincial-level officials, civil servants, and public employees will be increased (prioritizing those with competence and experience in investment and planning...) to fill the staffing quota for the Phu Quoc Special Economic Zone.

The Kien Hai Special Zone has a natural area of ​​24,749 km² , comprising more than 23 islands of varying sizes, with 11 inhabited islands (the furthest island being approximately 90km by sea from the administrative center (Nam Du Archipelago)), and a population of 22,358 people.

The organizational structure of the political system in the Kien Hai Special Zone will remain unchanged, including the Party and mass organizations, the number of specialized departments, and the public administrative service center; the special zone's military command will also remain the same as it is currently.

It is planned to establish four sub-districts directly under the People's Committee of the Special Administrative Region (equivalent to the current departmental level), specifically: Hon Tre, Lai Son, An Son, and Nam Du. Each sub-district will also have its own Party Committee, Front and mass organizations, and two subordinate departments: a socio-economic department; and a local security and order department.

As for the Tho Chau Special Zone, it will establish a Special Zone Political Center; and reorganize the Economic and Social Affairs Department into two departments: the Economic Department and the Culture and Social Affairs Department.

Establish a comprehensive service center; establish the Tho Chau Medical Center (based on the consolidation and reorganization of the health station and the addition of functions and tasks as prescribed); establish a multi-level school to meet the learning needs, in accordance with the scale and conditions of the Tho Chau and Kien Hai special zones.

Ho Van Mung, alternate member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, delivered a speech at the meeting.

Complete the submission to the competent authority as soon as possible.

Speaking at the meeting, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, requested that agencies and units seriously implement administrative judgments that have become legally effective, ensuring compliance with regulations.

The relevant units are focusing on reviewing and urgently implementing judgments that require administrative decisions, striving to complete this by December. Regarding compensation-related matters, the Chairman of the Provincial People's Committee has assigned relevant agencies, including the Department of Finance, to proactively coordinate and advise on securing funding to ensure compliance with legal regulations.

Regarding the draft regulations on the organizational structure of the political system and the functions, tasks, and powers of the governments of the special zones: Phu Quoc, Kien Hai, and Tho Chau, the Chairman of the People's Committee of An Giang province, Ho Van Mung, instructed the Department of Internal Affairs to urgently finalize the drafts related to the organizational structure.

The Department of Internal Affairs is focusing on supplementing and clarifying the functions and tasks of the new apparatus; and will soon advise the Provincial People's Committee to submit a report to the Provincial Party Standing Committee to seek opinions on the plan regulating the organizational structure of the special zones. This includes categorizing the content to seek opinions from the Ministry of Internal Affairs and submitting it to the Government for the issuance of a decree within its authority regarding the organizational structure of the Phu Quoc and Kien Hai special zones. Regarding the Tho Chau special zone, the Chairman of the Provincial People's Committee requested that the Department advise on seeking opinions from the Provincial Party Standing Committee regarding its organizational structure in accordance with its authority…
