To ensure that financial transactions are not interrupted after January 1, 2025, SHB recommends that customers promptly complete the verification of identity documents and biometric information according to regulations of the State Bank of Vietnam (SBV).
Pursuant to Circular 17/2024/TT-NHNN regulating the opening and use of payment accounts and Circular 18/2024/TT-NHNN regulating bank card activities, from January 1, 2025, SHB will temporarily suspend payment transactions and withdrawals on payment accounts and cards for customers (including individual customers and legal representatives of corporate customers) when the customer's identification documents are no longer valid or have expired.
At the same time, customers will only be able to make withdrawals and electronic payment transactions on payment accounts and cards when they have completed the verification of the correct match between the Citizen Identification Card with Chip/Identification Card (CCCDGC/TCC) and the biometric information of the account holder and cardholder with the biometric data stored in the database of the Ministry of Public Security .
This is an improvement over the mandatory provision of biometric information when transferring money over VND 10 million/transaction, VND 20 million/day or paying bills over VND 100 million according to Decision 2345 of the State Bank, effective from July 1, 2024. This new Circular also aims to prevent the use of fake documents and eliminate accounts that are not owned by the owner, helping to minimize the risk of unauthorized access.
In particular, according to the 2023 Law on Identification, from the beginning of 2025, 9-digit identity cards will no longer be valid and customers will not be able to conduct transactions at banks using this type of identification document.
Therefore, to ensure that withdrawals and payments on payment accounts and cards are not interrupted, SHB recommends that customers check the validity period of their identification documents and provide additional biometric information before December 31, 2024, specifically:
- Customers who own a valid CCCDGC/TCC need to compare their identity documents and biometric information on the mobile banking application or at SHB transaction counters nationwide.
- Customers with identity documents that are about to expire, have expired, or 9-digit ID cards/CCCDs without a chip need to convert their identity documents to ID cards and update and compare their identity documents and biometric information at SHB transaction counters nationwide.
- Foreign customers/customers whose nationality is unknown also need to verify their identity documents (Passport and entry visa (Visa)/Valid entry visa exemption documents/Valid international travel documents) and biometric information at SHB transaction counters nationwide.
SHB representative said that all steps of collecting and matching biometric information are strictly followed by SHB according to Decision 2345 of the State Bank. Customers need to proactively supplement biometric information so that the bank's secure and modern IT system can process data quickly, ensuring that customers' financial transactions are not interrupted in the future.
SHB notes that customers should only add biometric information via the SHB Mobile/SHB SAHA e-banking application or directly at SHB transaction points, and should not install software of unknown origin themselves. At the same time, customers can also contact the 24/7 Customer Service Center via hotline *6688 for advice and support.
Previously, to ensure that all Vietnamese and foreign customers using SHB services are updated with biometric data according to Decision 2345, SHB has continuously communicated multi-channel instructions (newspapers, television, email, SMS, push app, transaction counters, etc.) with specific illustrations so that customers can perform and implement themselves. If customers have difficulty performing the operation themselves, consultants at the transaction counter or customer specialists with specialized chip reading devices are ready to support customers.
“New regulations on biometric implementation are one of the effective methods to enhance security, protect users, and help both banks and customers feel secure in financial transactions with the right person, avoiding risks for both parties,” emphasized a representative of SHB Bank.
