Tighten safety regulations at construction sites.

At the construction site of the Quy Nhon - Chi Thanh component project, part of the North-South Expressway Eastern section project (2021-2025), the slogan "Safe construction, safety first" is emphasized and checked daily by all construction units and contractors. Occupational safety measures are being strictly enforced by all units.

The Project Management Board 85 (the investor of the Quy Nhon - Chi Thanh component project) stated that, following a serious labor accident at kilometer marker 62+000 resulting in three worker casualties, the contractor and the supervisory consultant have seriously reassessed the safety and appropriateness of construction methods before allowing work to resume.

Mr. Nguyen Van Doan, Deputy Site Commander of Thang Long Corporation, stated: "This construction site is a steep cliff, making the construction of the embankment very difficult and treacherous. After the labor accident, the embankment construction site has been reinforced with a support system; anchors have been drilled and ropes lowered to provide workers with a safe and convenient place to work. At the beginning of each workday, the Occupational Safety and Health department always reminds and emphasizes construction methods and reinforces safety harnesses for workers working at height. At the same time, the unit always reminds and emphasizes that workers must absolutely ensure occupational safety conditions throughout the entire work process."

Immediately after the serious labor accident at the North-South Expressway construction site, Deputy Prime Minister Tran Hong Ha issued a directive requesting relevant authorities to promptly address the consequences, stabilize the construction site, and quickly clarify the responsibilities of the organizations and individuals involved. The Government also requested the Ministry of Construction to coordinate with other ministries, sectors, and localities to inspect, supervise, and ensure absolute safety during the construction of projects, preventing similar incidents and accidents from occurring.

According to Mr. Bui Trong Lai, Director of the Quy Nhon - Chi Thanh Component Project, the main items on the Quy Nhon - Chi Thanh expressway have been basically completed. At this time, in addition to organizing overtime shifts to accelerate project progress, the investor is also paying special attention to ensuring construction safety and occupational safety on the construction site. "We require all units and contractors to strictly comply with the arrangement and ensuring of occupational safety conditions; we resolutely refuse to assign work to workers who do not comply with occupational safety regulations to avoid unfortunate accidents," Mr. Lai emphasized.

According to Pham Van Lap, Deputy Director of the Department of Construction, the department has requested localities and units to conduct comprehensive inspections and reviews of occupational safety management at construction sites in their areas, especially key transportation infrastructure projects. Particular attention should be paid to measures ensuring the safety of people, machinery, equipment, and construction vehicles; special attention should be paid to construction items in hilly terrain, steep slopes, and areas with potential risks of landslides and collapses; and construction should be stopped immediately upon detection of any safety hazards.
