Department of Education and Training recruits teachers, candidates have 'n wishes'

The leader of the Ministry of Education and Training affirmed that when the Department of Education and Training presides over teacher recruitment, each candidate will have 'n wishes', instead of 1 wish as before.

Today, August 5, the Ministry of Education and Training held an online training conference on implementing education management according to two-level local government. Here, the issue of teacher recruitment authority was of concern to localities, and the Ministry of Education and Training presented a unified direction.

Deputy Minister Pham Ngoc Thuong stated the policy of unified direction on delegating the right to recruit teachers to the Department of Education and Training.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, affirmed that according to the Law on Organization of Local Government, the authority to appoint, dismiss, transfer, and remove the heads and deputy heads of preschool, primary, and secondary schools is decided by the Chairman of the People's Committee at the commune level. The recruitment and transfer of teachers is the responsibility of the Department of Education and Training.

According to Mr. Thuong, when designing and building the Law on Teachers, the editorial board's viewpoint was to reduce the number of focal points and intermediaries in the management and recruitment of teachers and educational administrators.

Previously, the whole country had 705 districts and counties, which were the 705 focal points for managing cadres and teachers from preschool, primary, and secondary schools. This is one of the reasons for the local shortage of teachers. Because the district management level cannot transfer teachers from one district to another.

Therefore, if we now assign the responsibility of recruiting and mobilizing teachers to the commune level, the whole country will have 3,321 focal points, and the local shortage of teachers will become more serious because it is impossible to transfer teachers from one commune to another.

Reduce the number of contacts and intermediaries in teacher recruitment

Mr. Pham Ngoc Thuong also commented that the way some localities, as shared by the Director of the Department of Education and Training of Ha Tinh at the conference, is very appropriate because this department advised the Provincial People's Committee to assign the Department of Education and Training to take the lead in recruiting teachers while waiting for the Law on Teachers and sub-law documents to take effect.

Deputy Minister Pham Ngoc Thuong said that when the recruitment of teachers was assigned to the Department of Education and Training, the whole country would only have 34 councils, the exam would be held in 1 day and each candidate would have "n wishes". Mr. Thuong said that the Ministry of Education and Training will advise competent authorities to issue documents or directly issue documents to guide this matter.

In response to the request of some directors of the Department of Education and Training about not streamlining the staff in the education sector, Mr. Thuong said that the Ministry of Education and Training has made many recommendations on this issue. Last May, the Ministry of Home Affairs sent a document to the provincial People's Committee regarding the staff, in which it confirmed that it would reduce 20% of the staff, but not including the staff in the education and health sectors.

Regarding the proposal of the Director of the Department of Education and Training of Ho Chi Minh City to reduce the time for announcing teacher recruitment from 30 days to about 10 - 15 days to speed up the teacher recruitment process, in accordance with online registration, Mr. Pham Ngoc Thuong noted that this time is in accordance with the Law on Civil Servants and Public Employees.

Furthermore, the registration period of 1 month is also to give more candidates a chance, not the time of registration. In order to recruit teachers in time for the new school year, localities need to announce the recruitment plan earlier.
