Mr. Vo Minh Trung - Director of the Department of Science and Technology of An Giang province (new) said that in recent years, the science and technology sector, when it was still under Kien Giang province (old), has promoted administrative reform, associated with digital transformation, focusing on solutions such as: perfecting information technology infrastructure, improving the quality of human resources, strengthening propaganda work, and creating favorable conditions for people and businesses to participate in the digitalization process.
Typically, the digital transformation and implementation of the project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 6) of the People's Committee of Kien Giang province has been implemented synchronously and effectively in practice. Accordingly, digital transformation is implemented synchronously on 3 pillars: digital government, digital economy and digital society.
“The level of application of science, technology, and innovation in the operations of agencies, organizations, and administrative units is highly appreciated in the results of the announcement of the 2024 administrative reform index by the Minister of Home Affairs. In particular, the component criterion "Building and developing e-Government, Digital Government" of Kien Giang province (old) in 2024 continues to increase: the ranking position increased by 6 places compared to 2023, rising to 13th place out of 63 provinces and centrally-run cities. The province is ranked 3rd in the Mekong Delta in terms of digital transformation", Mr. Trung shared.

Most notably, the electronic office software system operates effectively in 771 agencies with 7,736 accounts and 3,845 users on mobile devices. In the first quarter of 2025 alone, the entire system processed 213,883 incoming documents and issued 75,393 outgoing documents, with the rate of digitally signed documents reaching 86.7%, an increase of 4% compared to 2024. The rate of online public service use by people and businesses reached 74.4%; the rate of digitization of records and results of administrative procedure settlement reached 81.65%. Digital infrastructure has received investment attention, network access speed and the rate of households using fiber optic cables are increasing, creating a favorable foundation for the development of digital government. The rate of on-time administrative procedure disclosure reached 100%; the satisfaction level of people and businesses reached over 91%.
Up to now, An Giang province (new) has deployed 12/15 digital platforms, reaching a rate of 80%. However, the province continues to direct adjustments to the digital infrastructure development plan. Focus on developing 5G mobile telecommunications network to ensure coverage rate according to Resolution No. 57. Specialized data transmission network is deployed, connecting 100% of agencies and units from provincial to communal level.
In addition, the province is reviewing and adjusting the province's digital data development plan in line with the national data strategy and implementing the construction of a shared data warehouse to store electronic data, ensuring effective service for online transactions of people and businesses with state agencies. In particular, the provincial data integration center operates stably, ensures information security and is preparing to be upgraded towards a cloud computing platform.
“From the above foundations, when implementing the work of merging and streamlining the government apparatus, the province promptly completed the “modules” of smooth connection and synchronous operation. Currently, An Giang (new) has completed the deployment of specialized data transmission lines to 204 Party Committees, People's Committees of communes, towns and special administrative units. Set up and operate 204 online video conferencing points, ensuring smooth connection from the provincial to the commune level. Completed the deployment of upgrading the electronic office system, online meeting system, official email…”, Mr. Trung said.
Smooth from province to grassroots
Deputy Director of the Department of Science and Technology of An Giang province (new) Nguyen Xuan Kiem affirmed that, up to this point, An Giang province has basically completed the arrangement of equipment, ensuring adequate infrastructure and personnel to operate specialized data transmission lines at 204 online video conference points to ensure smooth operation from the provincial to the communal level. The integration of 25 online public services according to the list of instructions of the Government Office has been completed on the national public service portal.
“Most notably, the one-stop system has completed upgrading, standardizing, and connecting the electronic one-stop software system, ensuring connectivity between the provincial and communal levels, synchronizing with the national public service portal, and has completed the connection, integration, and interconnection of the electronic one-stop system with the national public service portal according to the Government's roadmap and has organized training, testing, and technical operation of the entire system at 100% of commune-level administrative units, ensuring readiness for official operation from July 1, 2025,” Mr. Kiem shared.

To ensure the smooth and synchronous operation of the government apparatus, An Giang province (new) has recently completed the implementation of an electronic office system according to the two-level local government model, ensuring connection and communication in document processing and direction and administration between the provincial and communal levels. At the same time, the province has organized guidance and training on trial operation for a number of communes and special zones. The system is used for 102 People's Committees of communes, wards and special administrative units, ensuring that grassroots officials and civil servants are proficient in using it before the merger. In addition, the province has integrated artificial intelligence (AI) into the electronic office system to help improve work processing efficiency, reduce manual operation time and support officials in synthesizing reports.
In order to build an effective and sustainable digital transformation, the Standing Committee of the An Giang Provincial Party Committee (new) has recently directed the continued implementation of capacity building, organization of the Digital Transformation Department - Cipher Office of the Provincial Party Committee, perfecting the functions, tasks, organization, and personnel in science, technology, and digital transformation in the current period and after the province's merger. At the same time, the People's Committee of the An Giang Province (new) has also directed the relevant agencies to review and develop priority mechanisms to attract highly qualified digital transformation human resources. Strengthen training and fostering knowledge about digital transformation for officials, civil servants, and public employees in the province to serve people and businesses better and better in digital technology.
