Virtual Assistant for Civil Servants: Authority lookup solution for 2-level government

(Dan Tri) - Millions of officials and civil servants are having a headache with the question: "Is this under my authority?" when the 2-level government model comes into reality. The Civil Servant Virtual Assistant was born to solve that problem quickly, accurately, anytime, anywhere.

From July 1, nearly 1.5 million cadres and civil servants in communes, wards, and provinces across the country will enter a completely new working phase: the two-level local government model will officially be operated synchronously. Amid a series of new regulations, each cadre must answer a seemingly simple question: "Is this under my authority?" Behind that question is the pressure of looking up hundreds of pages of regulations, while still having to ensure work is implemented quickly and promptly.

As the need for correct understanding and correct action becomes urgent, a new tool has been built: Virtual Assistant for Civil Servants (CBCC) to support answering questions about decentralization, delegation and division of authority between the Government and 2-level authorities.

This is a product developed by Viettel Data Services and Artificial Intelligence Center (Viettel AI) under the direction of the Government, in coordination with the National Digital Transformation Agency, Ministry of Science and Technology . This virtual assistant was launched at the Training Conference on organizing the operation apparatus of 2-level local governments on June 14 in Hanoi, which gathered nearly 1.5 million officials from all over the country.

A product for smart public service

Based on standardized data from 28 decrees covering 19 fields, the CBCC Virtual Assistant can support the lookup of 2,700 tasks. The system can be used anytime, anywhere, on computers, phones, tablets and is always ready to support 24/7.

No more hours of flipping through decrees or fumbling around looking for colleagues to ask, users just need to type a question to the CBCC Virtual Assistant and the system will provide an immediate answer. If searching for information by keywords on search engines, users will have to filter the results themselves to find the content that best suits their needs. On the contrary, the CBCC Virtual Assistant will not ask users to interpret themselves but will directly answer the correct question, with specific references to regulations, according to the work context.

For example, if you want to find information about the commune level's responsibilities in managing vaccinations locally, using search engines will yield nearly 2 million results with many different contents, without a clear and accurate answer according to legal regulations. Meanwhile, the CBCC Virtual Assistant provides answers that are focused and accompanied by citations of relevant legal documents.

In the coming time, the Virtual Assistant for Public Employees will continue to update the content of the latest issued documents such as regulations and instructions for implementing administrative procedures at the local level, procedures for performing tasks according to issued decentralization, delegation of authority, and division of authority; expand the scope of data to meet the needs of questions and answers about the system of legal documents. The Virtual Assistant will also support questions and answers about laws, management documents of agencies, units, tasks, targets, data... and support the automation of some tasks according to the workflow.
