The Central Committee unanimously agreed that the 13th Congress term had many difficulties and challenges from both outside and inside, but under the strong leadership, breakthroughs in thinking, strategic vision, and many new approaches, especially from August 2024 to present, the country has achieved many very important results in most fields.
Accordingly, many major policies were institutionalized, many bottlenecks were removed, many breakthrough decisions were implemented, in which the highlight was the policy of determination to achieve economic growth of over 8% in 2025 and double-digit growth in the following years.

Along with that is the revolution of arranging and streamlining the organization of the political system, implementing a 2-level local government model; breakthroughs in science and technology, innovation, digital transformation...
However, the Central Committee also frankly acknowledged a number of limitations and shortcomings in leadership and direction, pointed out the causes, and thoroughly discussed solutions.
On introducing personnel to join the Politburo and Secretariat of the 14th term (re-election and first-time participation)
The Central Committee discussed thoroughly, gave frank and constructive opinions, and created solidarity and unity on the number of Politburo members and Secretariat members for the 14th Party Congress term and selected personnel to be introduced to join the 14th Politburo and Secretariat (re-election and first-time participation).
The Party Central Committee determined that the preparation of personnel for the 14th Politburo and Secretariat is a particularly important task, related to the success of the 14th Party Congress and the country's development in the new period.
The personnel recommended to join the Politburo and Secretariat of the 14th tenure must have a national strategic vision, be able to maintain the country's autonomy; have leadership and command capacity on a national scale; have political prestige and integrity at a symbolic level; be able to implement resolutions into measurable results and achievements; have enough endurance, both mentally and physically, to withstand the pressure and intensity of work during the 14th term of the Party and possibly the following terms.
The Central Committee unanimously introduced personnel to participate in the Politburo and Secretariat of the 14th tenure (re-election and first-time participation) to report to the 14th National Party Congress and submit to the 1st Conference of the 14th Party Central Committee for election according to regulations.

In addition, the Party Central Committee approved the list of the Presidium, Secretariat, and Qualification Examination Board of the 14th National Congress delegates to submit to the 14th National Party Congress for consideration and decision.
On the summary of Resolution No. 18 of the 12th Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"
The Central Committee assessed that after 8 years of implementing Resolution No. 18, especially from 2024 to present, we have achieved many important results. The apparatus in the entire political system, from the Central to the local level, has been streamlined, with clear functions and responsibilities, reduced intermediate levels, and transformed the political system from "cumbersome - dispersed" to "streamlined - interconnected - effective - efficient"; transformed from the mindset of "management by administrative focal points" to "management by function - results", especially when implementing the 2-level local government model and rearranging administrative boundaries at the provincial and communal levels; at the same time, streamlining the payroll associated with improving the quality of the contingent of cadres, civil servants and public employees.
At the same time, the Central Committee discussed and gave opinions on tasks and solutions to continue building and perfecting the organization and apparatus of the political system in the coming time.
The Party Central Committee unanimously approved the Summary Report of Resolution No. 18, assigned the Politburo to receive and complete the Report, issue the Conclusion and continue to organize its implementation.
The Party Central Committee discussed, commented on and unanimously approved the Report summarizing the implementation of the Working Regulations of the Party Central Committee, the Politburo and the Secretariat for the 13th tenure; and the Report summarizing the implementation of the Working Regulations of the 13th Party Central Committee's Inspection Commission.

The Central Committee agreed to let Mr. Nguyen Duy Ngoc, Politburo member, Chairman of the Central Inspection Committee, Secretary of the Hanoi Party Committee, stop participating in the Central Inspection Committee and stop holding the position of Chairman of the Central Inspection Committee.
The Central Executive Committee elected Mr. Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.
At the same time, the Central Committee gave opinions on personnel for a number of positions: Vice Chairman (Permanent) of the 15th National Assembly and Chief Justice of the Supreme People's Court for the 2021-2026 term for the Politburo to decide on introductions at the 10th Session of the 15th National Assembly to be elected according to regulations.

The Party Central Committee reviewed and gave opinions on the Reports on the preparation for the 14th National Congress of the Party; Reports on important tasks that the Politburo had resolved from the 13th Central Conference to the 14th Central Conference and planned a number of key tasks from the 14th Central Conference to the 15th Central Conference.
