Summary of phase 1 of Project 1371 on disseminating and educating the law, mobilizing people to comply with the law at the grassroots level among military youth

( Bqp.vn ) - On the morning of November 7, at the Border Guard Academy, the General Department of Politics of the Vietnam People's Army held a conference to review the first phase of implementing Project 1371 among the Army youth and to summarize and award the prize of the video clip contest "Army youth take the initiative in disseminating and educating the law". Attending the conference were leaders and representatives of agencies and units under the Central Military Commission, the Ministry of National Defense, the General Staff, the General Department of Politics of the Vietnam People's Army, and the Central Committee of the Ho Chi Minh Communist Youth Union .

Reporting at the conference, Senior Lieutenant Colonel Nguyen Quang Huy, member of the Central Executive Committee of the Youth Union, Head of the Military Youth Committee, said that in the period of 2021 - 2024, the role of the People's Army in disseminating and educating the law and mobilizing people to comply with the law at the grassroots level has been thoroughly grasped, seriously and effectively implemented. The role of Party committees, commanders, political commissars, political officers, political agencies, and Youth Union organizations at all levels has been promoted. The responsibility and awareness of law observance and discipline of cadres and youth union members have been raised. That result directly builds a strong Youth Union organization, a clean and strong Party organization, a comprehensively strong unit that is "exemplary and typical", contributing to building the Army, meeting the requirements of the task of building and defending the Fatherland in the new situation.

Representatives of the Organizing Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in deploying and organizing the implementation of phase 1 of Project 1371 among Army youth.

Implementing the Project "Promoting the role of the People's Army in participating in the dissemination and education of law, mobilizing people to comply with the law at the grassroots level for the period 2021 - 2027" (Project 1371), political agencies at all levels in the entire army have developed plans and provided specific implementation instructions for Youth Union organizations and youth union officials and members; 100% of Youth Union organizations have developed action plans and programs, promoting the application of information technology in propaganda, education, and project implementation.

Notably, every year, 100% of agencies and units direct the organization of specialized political activities on education, ideological management, discipline and safety assurance for youth with the theme "Military Youth voluntarily study and comply with the law". Thereby, it has built the right motivation and attitude in studying, training and working; fighting and criticizing the manifestations of deviant and wrong thoughts and violations of the law and discipline for all cadres and youth union members.

In the 2021 - 2024 period, training was organized for more than 7,500 Youth Union officials and officials in charge of youth work in both direct and online forms at units and connection points throughout the army, achieving good quality and ensuring absolute safety.

In addition, from 2022 to present, the Army Youth Union has coordinated with political agencies of units to well organize the Festival and Competition "Army Youth with Traffic Culture"; directed and guided the Youth Union at all levels to specify the content and targets of the work of disseminating and educating the law in the process of implementing the movement "Army Youth cultivates morality, trains talent, is proactive, creative, worthy of Uncle Ho's soldiers in the new period"; promptly directed and supported to set up pilot projects, organize the construction and replication of models of disseminating and educating the law for youth in the whole army.

Youth Union organizations, youth union cadres, and youth union members throughout the army always promote their pioneering and creative roles, effectively participating in Project 1371; focusing on disseminating and educating the law, and mobilizing people to comply with the law in key areas, remote areas, mountainous areas, border areas, islands, ethnic minority areas, and groups of students, teenagers, and children; coordinating propaganda and organizing well the Army semester courses, Military Service Day, etc. Youth Union organizations at all levels have done a good job of proposing and coordinating with local Youth Union organizations to effectively carry out the contents according to the annual plan and Project 1371, especially mobilizing people to comply with the law at the grassroots level.

For the video clip contest "Youth Army volunteers to carry out the work of disseminating and educating the law", there were more than 3,000 video clips competing at all levels and 199 outstanding works competing at the military level.

This is a military-wide contest, a practical activity of the Army's youth to convey the spirit of respect for the law to cadres, youth union members and people; to propagate good models, creative and effective ways of working in coordination with local Youth Union organizations. The contest clips all have profound educational and propaganda value, demonstrating the high responsibility of unit leaders, commanders and cadres, youth union members in the work of propagating, disseminating, educating the law, and mobilizing people to comply with the law. Many contest clips have been invested in carefully in terms of effort and intelligence; the script is closely linked to the life and activities of youth union members in the Army, with high educational value for cadres, youth union members and people.

The contest was organized and implemented seriously, with quality and effectiveness, and had a wide spread throughout the army, contributing to improving the quality of legal dissemination and education for young people in the army as well as for the people, practically responding to the Law Day of the Socialist Republic of Vietnam in 2024.

As a result, the Organizing Committee proposed that the Head of the General Department of Politics award Certificates of Merit to 10 collectives with outstanding achievements in organizing and participating in the contest; and award certificates to 100 award-winning works, including 10 A prizes, 20 B prizes, 30 C prizes and 40 Encouragement prizes.
