Recognizing the crucial role of grassroots cultural and sports institutions in fostering community cohesion, contributing to improved cultural and spiritual life, promoting physical training and sports activities, and enhancing public health, authorities at all levels, from provincial to local, have implemented numerous solutions over the years to gradually improve the effectiveness of these institutions.

To effectively manage, exploit, and utilize the cultural and sports facilities system, Thieu Long commune (Thieu Hoa district) has mobilized the people to establish cultural and artistic clubs and sports clubs; organizing recreational activities and exchanges between villages and organizations to improve the quality of community cultural life. The commune's cultural and sports center is open from 7 am to 8 pm daily and is used to its full capacity. Outside are mini football fields for children and volleyball courts, while inside are clubs for soft volleyball, badminton, table tennis, chess, etc. In addition, the cultural houses and sports fields in the villages are also effectively utilized, attracting a large number of people of all ages to participate in activities, meeting the needs of the people to enjoy cultural values, practice sports, and have fun, contributing to raising the percentage of people participating in regular sports training in the commune to 55%. Specifically, village cultural centers attract over 60% of the population, while commune cultural centers attract over 30% of the population regularly for activities; sports training areas, commune stadiums, and village sports complexes attract nearly 60% of the population to participate in training.

The construction of cultural and sports facilities and the organization of cultural and sports activities have always been a priority for the Party committees and government of Sam Son City. Accordingly, the city currently has one sports arena, capable of hosting indoor sports tournaments at the provincial and national levels; three outdoor stages and Hon Trong Mai Park, ensuring the conditions for organizing cultural events at the provincial and national levels; 11 out of 11 commune-level administrative units have cultural and sports facilities, achieving a 100% rate; and 86 out of 86 villages and residential areas have cultural centers... Some cultural centers have spacious grounds, so residential areas and villages have proactively mobilized social resources to invest in some sports training equipment to serve the needs of the people. This helps to spread cultural and sports activities throughout residential areas, agencies, and schools, creating a strong bond and fostering a spirit of solidarity within the community, making a significant contribution to building grassroots cultural life and combating social evils.

According to statistics, cultural and sports facilities at all levels in the province have been gradually invested in and built in a comprehensive manner, forming a fairly complete system. Specifically, at the provincial level, there are 8 facilities serving the community (including: the Provincial Stadium, the Provincial Cultural Center, the Provincial Museum, the Provincial Sports Training and Competition Center, the Lam Son Opera and Drama Theater, the Traditional Arts Theater, the Provincial Library, and the Thanh Hoa Cultural and Film Center); of which 2/8 facilities meet the standards prescribed by the Ministry of Culture, Sports and Tourism (the Provincial Library and the Lam Son Opera and Drama Theater); 3 cultural facilities serving workers, civil servants, and laborers in industrial zones; 27/27 districts, towns, and cities have planned integrated cultural and sports centers in their socio- economic planning; of which, 21/27 localities have cultural and sports centers, and 2 units have planned to build children's cultural centers: Thanh Hoa City and Nga Son District. 514/559 communes have invested in building cultural facilities (multipurpose halls, cultural and sports centers), including 346 commune-level cultural and sports centers; 4,214/4,357 village-level cultural houses and sports areas; 346/559 communes have arranged playgrounds for children (at commune-level cultural and sports centers); 3,320/4,357 villages have arranged playgrounds for children (at village-level cultural houses and sports areas)...

Recognizing the role and importance of spiritual values ​​from cultural and sports institutions for socio-economic development and the lives of the people, on December 31, 2022, the Provincial People's Committee issued Decision 4794/QD-UBND approving the "Project for the Construction and Development of Grassroots Cultural and Sports Institutions until 2030". The specific objectives are as follows: at the provincial level, by 2025, invest in the construction of a provincial museum; a regional-level multi-functional sports arena; and by 2030, complete the construction of the Thanh Hoa Cultural and Film Center; a standard stadium and a modern aquatic sports complex (swimming center). At the district level, by 2025, 100% of registered districts will achieve the new rural development and advanced new rural development goals, and the two cities serving as provincial administrative centers and three key tourist destinations will have multi-functional cultural and sports centers and standard stadiums. By 2030, 100% of district-level administrative units will have multi-functional cultural and sports centers and standard stadiums; and one cultural and sports facility for workers in industrial zones will be built in conjunction with social housing areas. At the commune level, by 2025, 80-85% or more of commune-level administrative units will have multi-functional cultural and sports centers; and by 2030, 100% of commune-level administrative units will have multi-functional cultural and sports centers...

In practice, although cultural and sports facilities from the provincial to the grassroots level have been invested in a synchronized and modern manner, the current explosion of Industry 4.0 has created significant obstacles in promoting the effectiveness of these facilities. Modern technological equipment and easy internet access have influenced a segment of the population, making them less enthusiastic about attending village and neighborhood cultural centers. In addition, there are shortcomings in mechanisms, policies, and land allocation for the construction of cultural facilities; some grassroots cultural and sports facilities do not regularly organize activities or are used for purposes other than intended; funding for activities at neighborhood and village cultural centers is limited; and management and organization of activities at commune and ward cultural centers are lax and have many inadequacies.

To gradually overcome the aforementioned difficulties and shortcomings, in the coming period, relevant sectors and localities need to focus on building mechanisms and policies on economic and technical standards to improve the internal infrastructure of cultural institutions from the provincial to the grassroots level. Simultaneously, they should develop mechanisms and policies to support funding for the operation of cultural and sports institutions at all levels; focus on training human resources for cultural work at these institutions; maximize the utilization of existing infrastructure, reduce staffing levels, and avoid wasting public investment... Through this, they can effectively utilize and promote the functionality of the cultural and sports institution system, gradually improving the quality of cultural enjoyment and the spiritual life of the people.
