Site clearance for the Nguyen Trai bridge project on the Ngo Quyen ward side is slow and has problems, affecting construction progress.

On the afternoon of August 27, comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee chaired an inspection of the progress of the Nguyen Trai Bridge construction investment project and the progress of public investment capital disbursement in Ngo Quyen ward.

After listening to the opinions of representatives of the leaders of departments, branches, units and Ngo Quyen ward, comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee emphasized: the investment project to build Nguyen Trai bridge and urban beautification of the surrounding area is a key project of the city, with a large capital source allocated to speed up progress. When completed, the project will not only strengthen the connection between the central urban area and the area north of Cam River but also contribute to the beautification and modernization of the city in a civilized and modern direction.

However, the project's site clearance work on the Ngo Quyen ward bank is currently slow and has problems, affecting the construction progress.

The Standing Vice Chairman of the City People's Committee requested the Management Board of the Hai Phong Transport and Agricultural Construction Investment Project (project investor) to coordinate with the Department of Construction, the Department of Finance, and the Office of the City People's Committee to recommend and urge the Ministry of Construction and Vietnam Railways Corporation to promptly complete the procedures for transferring railway infrastructure assets to local management and handling. Hai Phong Port Joint Stock Company directed Hoang Dieu Port to promptly move assets, hand over the site, and implement construction of related items.

To ensure the disbursement of capital for the project, the investor needs to resolutely direct and urge the contractor to concentrate human resources and equipment, speed up construction of items, ensure safety, environmental sanitation and technical and aesthetic regulations of the project.

Ngo Quyen Ward quickly completed the enforcement file for organizations as well as households using collective houses on Nguyen Trai and May To streets and asked for opinions from departments and branches, preparing a plan to organize enforcement in early September 2025.

The ward urgently reviews, establishes, and approves plans for compensation, site clearance, and resettlement with organizations and individuals related to projects being implemented in the area, thereby increasing the rate and completing the plan for disbursing public investment capital allocated in 2025.

The Departments of Construction, Finance, Agriculture and Environment actively coordinate and support the investor and Ngo Quyen Ward to remove obstacles in the Nguyen Trai Bridge construction project and urban beautification of the surrounding area as well as the projects of Ngo Quyen Ward that are being implemented to speed up progress. Guide Vat Cach Port to promptly complete the procedures for expanding the port to meet the requirements for receiving goods after Hoang Dieu Port is relocated and transfer capital within the projects under the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong to ensure the disbursement of all allocated capital in 2025.

At the meeting, the representative of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board requested the People's Committee of Ngo Quyen Ward to promptly complete site clearance for two apartment buildings at No. 6 Nguyen Trai Street and No. 8 May To Street. Relocate a 425m2 office building of Hai Phong Port Technical Services Joint Stock Company and remaining assets; promptly relocate the Kim Khi transformer station and some electric poles on Nguyen Trai Street. The City People's Committee and the Department of Construction speed up the handover procedures and handle the railway infrastructure in the project area.

The Nguyen Trai Bridge construction investment project and urban beautification of the surrounding area is a special-grade traffic project with a total investment of VND 6,235.5 billion. To date, the construction volume has reached nearly 23% of the contract value, including two main construction packages: Package No. 15 (construction of approach bridges, access roads and intersections) reaching VND 652.8/1,435 billion (45.4%); Package No. 14 (construction of main cable-stayed bridge) reaching VND 246.6/2,367 billion (10.4%).
