Integrating human rights content into the
education program in the national education system is a project approved by the Prime Minister with the goal that by the end of 2025, 100% of educational institutions in the national education system will organize human rights education for learners.

Human rights education for students and teachers to understand, act, detect early, and prevent risks in school violence. “In addition, the Institute for Human Rights also coordinates to organize training courses on human rights for lecturers of Law Universities, lecturers of non-law schools but teaching law. In 2022, we have implemented 2 training courses on human rights for reporters, editors, and editors-in-chief of newspapers in Ninh Binh and Da Lat,” said the representative of the Institute for Human Rights. Regarding training courses for officers and soldiers in the police force, the Institute for Human Rights said: “These are people who regularly come into contact with the people and are directly related to human rights. They have studied at the Police Academy, the People's Security Academy, and educational institutions of
the Ministry of Public Security . The participants were very enthusiastic and had lively discussions. We also provided training for investigators, judicial support officers, security officers, etc. In the near future, we will complete documents on human rights to bring to the Police schools.”
Coverage to all ministries and sectors According to the representative of the Director of the Institute of Human Rights,
the Ministry of National Defense has accepted documents on human rights to be taught in military schools, initially piloted at the Army Academy... In the past, the set goals were basically slow. Currently, there has been direction from the Ministry's leaders to develop guidance documents to integrate human rights into general education. The Ministry also directed the Department of Students to introduce human rights content into experiential activities and externalization. Starting from 2022. “We still want the leaders of the Ministry of Education and Training to direct all educational institutions and have written instructions. Instructions from the management agency for schools, from kindergarten to university. The curriculum is decided by the school principal. In the new general education program, from kindergarten to grade 12, human rights content has been integrated. However, it is not profound. Because it is not esoteric knowledge but specific actions that take place every day, every hour, such as children's rights, the right to information confidentiality, the right to privacy, the right to work, the right to health protection; the right to education, the right to enjoy culture... to the right to vote, run for election, participate in state and social management; the right to freedom of speech, freedom of religion.
