Localities are responsible for managing and using allocated funds in accordance with the regime, policies, conditions, standards, norms, targets, objects, saving, efficiency, publicity, transparency, preventing loss and waste and making payments and settlements in accordance with current legal regulations. Thanh Hoa province has 66 vocationaltraining institutions, including 11 colleges, 15 secondary schools, 32 vocational training centers and 8 other institutions registered for vocational training activities. Also in the period from 2021-2023, the whole province enrolled and trained more than 228,000 people (specifically, 6,600 college students; 20,600 secondary students; 200,800 primary and under 3 months students). Of which, more than 2,400 workers who returned to their hometowns due to the COVID-19 pandemic were trained and had their careers changed. The rate of trained workers in Thanh Hoa province increased from 70% to 73%. Of which, the rate of workers with degrees and certificates increased from 25.1% to 27.9%.
