Quickly remove difficulties for aquaculture farmers in Van Don

Storm No. 3 has caused very heavy damage to aquaculture farmers in Van Don district. Many people have lost almost all their assets after years of savings, and are facing difficulties in repaying principal and interest to banks. This is a problem for all levels and sectors to quickly implement support packages, debt forgiveness, debt extension and new loans with low interest rates, ensuring that aquaculture farmers can recover in the shortest time, contributing to ensuring social security and local economic development.

According to estimates, storm No. 3 has damaged about 32,112 tons of aquatic products in Van Don district that are ready for harvest (25,638 tons of oysters, 636 tons of fish, 5,840 tons of other seafood); in addition, it has damaged 2,000 hectares of oysters and 3,500 newly stocked fish cages. The total estimated damage to aquaculture of people in Van Don district is over 2,200 billion VND.

Mr. Pham Van Long's family in Cai Rong town has 200 fish cages that are preparing for harvest season. Storm No. 3 made landfall, causing nearly 100 of his family's fish cages to be broken by waves and wind, and all the fish in these cages escaped into the sea.

Mr. Long shared: Each cage of my family raised 150 grouper, when the storm hit, the amount of fish in each cage was equivalent to about 900 kg. Nearly 100 cages of my family were lost, equivalent to about 90 tons of grouper, the estimated damage was over 20 billion VND. The remaining cages were not broken by the waves and wind, but the fish were scratched by the waves, and if left for a long time, they would die. The family had to sell them quickly at a low price to recover some of it.

In the same situation as Mr. Long's family, Mr. Tu Van Tien's family in Cai Rong town had 5 oyster farms and 100 grouper cages in the harvest cycle that were also destroyed by storm No. 3, with the total value of farmed products estimated at over 21 billion VND. Mr. Tien said: All of the family's assets on land were mortgaged to borrow money from the bank to finance aquaculture, storm No. 3 took everything away, putting our family at risk of not being able to pay the debt and interest to the bank, and now we don't know how to solve the problem.

Storm No. 3 has caused very heavy damage to farmers in Van Don district. The important thing at this time is that farmers hope that all levels and sectors need to have mechanisms and policies to defer debt, postpone and extend bank interest payments and provide new loans with the lowest interest rates; at the same time, apply central and provincial policies to partially support the damage to the people.

Mr. Nguyen Van Thin, Van Hai Aquaculture Cooperative, said: For generations, Van Don people have depended on the sea, lived for the sea, and made a fortune from the sea. Storm No. 3 with its terrible destruction has pushed many aquaculture farmers here into poverty. Currently, we are trying our best to recover and gradually overcome difficulties. However, to do that, we really need the early support of all levels and sectors, creating conditions for us to access new preferential loans with low interest rates, even 0 VND interest rates.

Given the losses of people and businesses in the province in general and of farmers in particular, it is known that at the upcoming 21st Session (special session), the Provincial People's Council will consider and issue policies to support people and businesses that suffered heavy losses caused by storm No. 3. The Government will also direct commercial banks to defer, postpone, and extend the payment of bank interest and taxes and implement new preferential loan packages for people and businesses that suffered losses due to the storm.

Mr. Tran Van Thien, Van Don Milk Oyster Cooperative, said: Knowing that the Provincial People's Council will meet to discuss and consider policies to support people affected by storm No. 3, people in Van Don district are very happy, excited and looking forward to receiving these support funds, especially for aquaculture households. When this support fund is deployed together with new loans from the bank, we are determined and united to restore the marine farming profession in Van Don in a more sustainable way.

The early restoration of marine aquaculture in Van Don is very urgent. The immediate task now is for all levels and sectors to quickly implement support packages, creating the most favorable conditions for aquaculture farmers to access preferential loans, while shortening procedures and time for handing over and leasing sea surface and orienting, supporting and creating conditions for people to access and use advanced and modern technologies in aquaculture.
