At the regular July press conference of the Ministry of Science and Technology (MOST) on the afternoon of August 5, Mr. Nguyen Phong Nha - Deputy Director of the Department of Telecommunications, MOST - said that Starlink has been permitted by the Government to be tested in Vietnam. Currently, the Department of Telecommunications - MOST is also preparing the contents with relevant ministries and branches to be able to approve the license soon when SpaceX - the company that owns Starlink - submits the application for a license to be deployed immediately.

Responding to the press's interest in the information that two network operators, Viettel and VinaPhone, have entered the top 3 fastest mobile networks in the world (according to the report on the World's Fastest 5G Network and the World's Fastest Mobile Network in the first and second quarters published by Ookla - the owner of the Speedtest Internet speed measurement platform), a representative of the Department of Telecommunications also said that Vietnam's Internet access speed has increased significantly and this comes from many reasons.
Firstly, after being licensed to deploy frequency bands, network operators have expanded their networks to cover 4G and 5G. Secondly, Vietnam has stopped providing 2G services, so some data services have been reduced. Thirdly, Vietnam is also on the path to stopping 3G technology, so the number of data terminals using 3G technology is also gradually decreasing. This helps network operators upgrade equipment, services and improve user experience.
Also at the Press Conference, a representative of the Ministry of Science and Technology said that in July, the Ministry of Science and Technology recorded impressive results, with total industry revenue estimated at nearly 499 billion VND, a sharp increase of 22.6% over the same period.

Notably, compared to the same period in 2024, the Ministry of Science and Technology had a rate of online records reaching 39.85%, an increase of 4.24%. ICT industry revenue reached VND 478,539 billion, an increase of 9.4%. Postal output in July was estimated at 330 million postal items, an increase of 18.7%.
Vietnam's mobile network speed ranked 19th globally (148.64 Mbps), up 29 places. Total transactions on the National Data Integration and Sharing Platform (NDXP): 3.3 billion successful transactions as of July 18, 2025.
Revenue from major e-commerce platforms is expected to reach VND387.5 trillion, up 21.5%.

In August, the Ministry of Science and Technology will focus on developing and submitting to the Government 04 draft laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring progress in submitting to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly.
